We are very supportive of bike lanes and allowing bikers safety on the road but in a residential area which has limited parking due to our driveways, which are small and face an alley, this is not acceptable. We were not notified of this project at all or even given a chance to voice our opinions before the bike lanes were put in. The other thing I do not understand is why they were painted, removed and then re- painted. That is a lot of tax dollars being spent! I am concerned, along with my neighbors, about how these no parking areas wi ll affect our homes resale value. It's also a problem for those of us with children who want to be able to host birthday parties or other events at our home. For example, I have an event coming up where we will have out of to wn guests and I don't know where I will have them park. Some of us only have family out of town and when they want to come in town will no longer be able to park near our homes. Again, our driveways are not large and can only fit a couple of cars, especially if we have SUV's. I am disappointed in how this entire situation was handled, we are a residential area, Eagle is not just a through street. For those of us who live on this street and have for years, this is frustrating. I hope we can find a time to talk on the phone today to discuss this further but a response to this email would be much appreciated. I think we are all in agreement that bike anes are i portant to the community and provide a safer environment for bikers. My concern is that in developing this master plan the city did not take into consideration the extenuating circumstances for homeowners on our street. In reviewing the master plan it does appear that there are multiple options for bikers in our area of town. Actually there are existing bike lanes on Graham Rd and Barron Rd, which run parallel to Eagle Ave from the North and the South, these are also connected to Victoria and Longmire on the East and West in addition to other paths that seem to cross Eagle Ave. The routes on Barron and Graham both appear to cross Hwy 6 and provide quite a bit more accessibility to other bike paths and trails than Eagle Ave. Our req uest is that the city consider removing the bike lanes on just a portion of Eagle Ave to provide the home owners parkin~ a~c:e;~ k to our own homes for visitors. ~ •• ~ ~!fa --· ~ As I believe it has been expressed to you before, there are n t any other good pa rking options for people who visit our homes. This includes elderly/disabled family members an those with small chi ldren. We believe it would be a safety hazard to those visitors who would have to park a block a ay from our house and cross Eagle Ave . We are also concerned about how this will affect deliveries to our ho es such as Fed -Ex, UPS, and even the USPS as the bike lanes are also in front of our mailboxe s. According to the rul for bike lanes, no ve hicle is allowed to stop, stand, or park in a bike line. Considering the narrow alley behind our ho es is the only other access to our homes it would be impossible for these types of vehicles to enter from the rear and ould actually block traffic for the whole block if they did. Actually, when it comes time to move from our h~o I don't know how we would even be able to park a moving truck to load furniture and other heavy items. There is n way we could fit a moving truck in the al ley and it is impossible to carry al l heavy furniture across the street a block t where we could park a moving truck. I think we should also consider the trash pick-up situation. Our garbage service i scheduled to pick up our trash cans from the street in front of our houses every Tuesday. That means our trash cans will be obstructing the bike lanes for most of a day at least once a '<i" week. ~..... k;x \l{. We are hoping that we may be able to come to an agreement with the city to remove the lanes on a small portion of Eagle Ave to allow the homeowners parking access to our homes. It looks like it would be possible to remove the bike lanes on Eagle from Victoria to Newport or even to Alexandria, without compromising accessibility for bikers. There seems to have been miscommunication between departments on who would provide notification about the project and obviously neither did. As a courtesy, we strive to provide notice of changes and failed to do so in this instance. In regards to the tickets that were issued, we are working with the Police Department to have those dismissed . We have provided them with addresses for the homes that front on Eagle but please feel free to send us specific names and addresses to guarantee that we don't miss anyone. This project was completed in an effort to provide a safer biking environment. Extending the City's bicycle network is part of the implementation of the Bicycle, Pedestrian, and Greenways Master Plan adopted in January 2010 by Council per City Ordinance No . 2010-3226. The plan was developed to help address the needs of bicyclists and pedestrians for the next 10 yea rs and included input from the community at various levels. The plan is available at www.cstx.gov/bike pedgreenways and identifies areas where bicycle facilities are needed and has goals to improve connectivity and accessibility, increase safety, and create a multi-modal transportation system around the City. Within this plan, Eagle Avenue was identified as a road that needed bicycle lanes. It was also designated as a short-term need. After the plan was adopted, the City also received requests desiring that cars not be parked in the street due to concerns of safety as well as support for the addition of the bike lanes. Bike lanes can serve to provide and improve access to schools, parks, and area neighborhoods and businesses; enhance mobility; as well as help to encourage active healthy living. They also give bicycl ists a safe place to travel on a busy road . A bike lane is a striped portion of each side of the roadway that is designated for the preferential use of bicyclists. To accomplish this improvement, on -street motor-vehicle parking has to be permanently removed on both sides of the roadway. There is not enough room on Eagle to provide both on-street parking and bike lanes. In regards to available parking due to this change, the required number of off-street parking spaces (two per home), as identified in the City's Unified Development Ordinance, were provided when the subdivision was built. This is the typical requirement placed on a developer by municipalities regarding off-street parking. In evaluating other parking options, the closest roads that would be available to park on include Night Rain Drive and Crested Point Drive. There was also some confusion and concerns about why the bike lanes and markings were removed and restriped . Unfortunately, the markings were unacceptable to staff due to the poor workmanship when first installed by the contractor. The contractor was required to remove and remark the bike lanes at their own expense. Again, we apologize for not providing notification of the project before hand and hope that you understand the need to create a safer place for people to ride to school and work. Instead of receiving any information about the new bike lanes they and/or their family members received tickets for parking. A little more communication could have gone a long way in this matter. I know a couple tickets have been dismissed but there are still a few out there. I don't need to repeat the long list of issues as I'm sure each of our homeowners have fully apprised you of the problems. I'd like to ask if the bike lane itself can be altered to allow parking from the beginning to the end of the homes on Eagle. These homeowners are extremely limited in their parking , especially when they have guests and/or family members come into town. With the bike lanes on both sides they have only a very narrow drive way in the back of their home to park and no where else. I don't know if ya'll thoroughly looked or reviewed this area before but I'd like to invite you guys out to look at our problem and help come up with a solution other than what we have. Thank you! Unfortunately the markings were unacceptable due to the poor workmanship. The contractor removed and re-installed the bike lanes at their expense. Since the overlay was micro-surfaced only a thin layer of asphalt and the power wash of the markings would be difficult to remove the markings again without further damaged to the road surface. We were not notified of this project at all or even given a chance to voice our opinions before the bike lanes were put in. The other thing I do not understand is why they were painted, removed and then re- painted. That is a lot of tax dollars being spent! I am concerned, along with my neighbors, about how these no parking areas will affect our homes resale value. It's also a problem for those of us with children who want to be able to host birthday parties or other events at our home. For example, I have an event coming up where we will have out of town guests and I don't know where I will have them park. Some of us only have family out of town and when they want to come in town will no longer be able to park near our homes. Again, our driveways are not large and can only fit a couple of cars, especially if we have SUV's. I am disappointed in how this entire situation was handled, we are a residential area, Eagle is not just a through street. For those of us who live on this street and have for years, this is frustrating . Texas A&M University placed the bus stop in this location because of the density of students in th e area. If students choose to treat it as a park and ride they can also use nearby streets in the area. Again, the City needs to address the safety hazards that this dis-continuous bike lane creates and hope that you can help make this area safer for bicyclists. Each house along Lincoln next to Tarrow has only two spots off the alley, and I hope you are not intending parking there as no space exists (and illegal to park on the lawn.) What are your plans to deal with these students? I agree that bike/pedestrian ways are important, but think you have misfired on this so-called improvement. A situation has come up with the new extension of the Alexandria Subdivision that will apparently have the same parking situation on Eagle that the Stylecraft houses that are at the Eagle/Victoria intersection currently have. With the parking on the street that will invariably occur, the traffic and safety on Eagle will be a disaster. This street parking will be directly in front of a very busy Creek View Elementary and will make ·things incredibly hazardous. I truly believe that bike lanes are the only solution for all of the myriad of problems that currently affect Eagle Drive. I am forwarding you an email from another resident that shows the plan for the subdivision and the potential parking issues. Please let me know ifthere has been any movement on the bike lanes. I will also be sending this to Tami Laza, the Principal of Creek View, who is also in favor of the bike lanes ·on Eagle Drive. I am extremely concerned about these new homes going in because Newport & Eagle are way too congested with traffic in the morning & when school lets out and when there are school events. Already the streets can not handle the traffic and when homeowners park on the street which they will do--just as they currently do with the Stylecraft homes down the street on Eagle-that's just going to add to the problems that exist. Lots of parents park on Newport--on the street where those new houses are going to be built and walk their children to school to avoid the lines of cars on Eagle. The school has done all it can do to keep the flow of traffic moving and to keep the children safe. However, by allowing these new homes to be built here, you'll just be adding to the problems that already exist. The direction of the houses needs to be changed or they don't need to be built. If you· all don't believe how bad it is, talk to the school officials and park out on both streets and just observe the morning & afternoon traffic patterns and you should see how you will be introducing more problems into the mix that already exisits--eventually some child and or parent is going to get hit by a vehicle. It appears that there will be 12 lots that face Eagle Avenue, but will take access via a private alley, and then an additional 5 lots on a bulb off of Crested Point Court. The alley backs-up to 9 acres of green way area that was dedicated to the City with this plat. For the most part the greenway area will remain largely undeveloped, however at some point in the future when funding is available, a multi-use trail will be constructed in the greenway area. There may also be some grading work done for detention purposes, but it will be sensitive to the surrounding natural areas. For 8 houses, there were 21 cars on both sides of the street this morning. On trash days, the residents are placing their trash cans almost in the middle of the street because the curbs are filled with cars. You really cannot see around any of the comers now due to all the parking. I guess I am c;onfused as to why this one block of the street that is right at an intersection allows parking. I dont think Graham, Victoria, Longmire, Barron or the rest of Eagle allows parking, so I cant see why this block does. With the Elementary school down the street, this area sees quite a bit of traffic two times a day and all of it has to bottleneck through this one spot. When the High School opens, there will be even more traffic that uses Eagle as a pass through to get out of that area. Im not sure who i would need to talk to about this, but it is honestly getting ridiculous. I really dont think a single person that lives in that block parks in the back. I realize that it is inconvenient for them to have to pull around back, but they do have driveways. I am also pretty sure that at least 3 of those houses have 4-5 people living in them that arent related. With the 2 new houses being completed on that block, this situation is only going to get worse. Perhaps if they just parked on the side closest to their houses, it would at least be better for traffic than the residents parking on both sides of the street. With the two houses being currently built, that small block of houses will have 15-20 cars parked in front of them. If the other side of Eagle (over Victoria) is already no parking and since Victoria, Graham, Longmire and Baron are No Parking, how is this part of Eagle any different? It looks like the only place this can be done, and still have a reasonable trail width (8.5 -10 ft wide), is along Eagle Avenue in two places. The first area is adjacent to the detention basin, and the second area is along Eagle between Creekside Circle and Longmire Drive, for a total length of about 1,900 LF. These trail areas are just barely wide enough to fit a 10-foot trail into. The remainder of the existing walks and rights of way along Eagle are too narrow to effectively locate a 10-foot wide trail. We have left the cqsts to replace the 1,900 LF of trail in the estimate of probable cost at this time. The pathway along Longmire is located on the side with the more desirable street trees, as the north side has utility lines, etc. The existing walk in this area is in poor condition, and the installation of a trail in this area, after the roadway paving and curbs are moved out, would occur beyond where the existing walk currently is, effectively providing more of a buffer for the root zones of the existing trees. Additional trails along Newport and Barron Roads would have to go into the bike lanes as there is not enough room to fit a 10-foot wide trail in the right of way and avoid all of the light poles, power poles, fences, flower beds and other stuff that is located there. A revised estimate of probable costs is attached. We left the utility allowance in because we don't have enough detailed information to be able to definitively say whether or not there will be any utility impacts, which includes moving light or power poles. As a clarification, each segment's cost option summary includes the trail segment from Westfield Park to Eagle Avenue, which shows up as a $65,000 cost in the overall summary of costs for each option. O&M Considerations Greenbelt Areas There are several O&M costs that you asked us to take a look at. The easy ones include trash pick-up and trail cleaning/debris removal after rainfall events. There was some discussion regarding the removal of trash at one of our public meetings, which identified the Park Department as the City department who would remove trash. Ensuing discussion revealed the additional costs for this as minimal at best. SilUdebris removal will most likely need to occur after almost every rainfall event, and would include the moving/sweeping/blowing/shoveling of silt deposits, vegetative debris, limbs and branches, and other items off the trail that accumulated as a result of the storm water levels rising above the paving and stranding debris on the pavement. Trail construction will clear a pathway at least 20 to 25-feet wide through the greenbelt, allowing a vegetative strip that can be easily mowed along both sides of the trail. This strip could easily range in size from 3 to 10-feet wide on each side of the trail. Mowing frequency depends on how the City decides to manage the vegetation. There will be occasional tree removal required along the trail, but the fact that the trail is in place along the greenbelt will make moving equipment in to perform the work, and taking the felled trees out a much easier task. Silt, vegetation and tree/trash deposits will need to be removed from beneath culvert crossings, bridges and drainage structures after heavier rainfall events. The frequency of this activity might be at least two or three times per year. Excessive erosion along the trail will be addressed througt:i a combination of turned-down armored walkway edges, and trail shoulders armored with larger rock rip-rap materials or gabion structures. Additional fabric stabilization and aggressive vegetative cover might also be installed to help curb erosion and degradation of the trail. An evaluation of the trail and shoulder condition should occur after each rainfall event, to allow maintenance personnel to quickly identify and document the progression of any erosion or damage from flowing waters, and take corrective measures. While it is hard to accurately estimate the longevity of the trail, or forecast the timing or occurrence of damages from heaving or erosion as a result of storm water flows, regular observations and inspections would hopefully identify and document damage as it begins to occur, allowing corrective measures to be planned and implemented before significant damage or shifting of the trail paving occurs. Street-side Trails With regards to the on-street options, trail pavement expansion, heaving and shrinking would occur in a similar fashion with other walks installed in the adjacent area. Paving surface movement can be controlled through the use of dowels in expansion joints and adjacent curbs where appropriate, proper installation of expansion and control joints, and sealing of the expansion joins to control water infiltration into the joints and base materials. It is not uncommon to have properly installed and maintained sidewalks last 30 to 50 years. Hopefully this discussion answers your questions. Eagle seems to have room in some areas, but we also want . to avoid impacting existing trees if we can. I'm not sure if we will need to take it from the existing road way or if it can fit. Maybe just in the section from Longmire to SH 6 would involve demo-ing the roadway to avoid tearing out their landscaping and sign. Perhaps your photos taken during our walk and the attachment will give you an idea of whether adequate space exists. You can assume the fence lines are the ROW lines. The SH 6 frontage road option seems to have enough space for the most part, but we assume the drainage will need to be placed in pipes/culverts with the trail on top in the existing drainage area with adequate separation and/or barrier if needed from the frontage road. The cost estimate should account for those drainage improvements. Longmire and Barron Road will probably need additional ROW, therefore we would look to eating up the bike lane to provide space for the trail. As far as utilities, ifthey are private utilities (gas, telephone, cable) and are in our ROW, there shouldn't be any cost we incur for the relocation, only if it's a waterline, sanitary sewer, and electrical. The meeting will be held Tuesday, November 3rd, from 6:30 p.m. to 8:30 p.m. in Room 127 of the College Station Conference Center located at 1300 George Bush Drive. The City of College Station is currently developing the Master Plan and will identify ways to improve connectivity by enhancing and expanding the City's existing bicycle, pedestrian and greenways network (such as bike lanes, sidewalks and multi-use paths). At the community meeting, City staff will make a presentation on proposed priorities for the recommended physical improvements that were established through community, staff and technical task force input. GENERAL PUBLIC OPEN HOUSE MEETING SUMMARY (March 2012) A General Public Open House Meeting was held on March 19, 2012 at Forest Ridge Elementary School in College Station,· Texas. The purpose of the meeting was to allow residents of neighborhoods adjacent to the project corridor, as well .as the general public, to review the ··preferred trail corridor and provide their feedback and preferences. A questionnaire was distributed to meeting attendees asking their opinion on each of the three project segments, and their general likes and dislikes about the alignments in each section of the coITidor. The discussion below summarizes the findings of this questionnaire. Summary of Comments Received at the March 19, 2012 Meeting Approximately 59 citizens attended the Lick Creek Greenway Trail General Public Open House Meeting on Monday, March 19, 2012. Most of the meeting's discussion and comments on this meeting's questionnaire focused on Segment A, between Westfield Park and SH 6, especially through the SpringBrook neighborhood. A questionnaire was distributed to meeting attendees and 20 were returned. Overall, attendees at this meeting liked the preferred trail corridor presented at the meeting. In Segment A, 57.9% were in favor of the preferred corridor; 80% were in favor of the corridor in Segment B; and 72. 7% were in favor of the preferred corridor in Segment C. Below is an overview of likes and concerns of each segment based on questionnaires returned. In Segment A, 57.9% of survey respondents indicated they liked the preferred alignment (11:8). The primary concern among citizens was the general lack of specific detail of the trail, including exact trail alignment, flooding impacts~ and impacts on home values and safety. Other concerns mentioned include the proximity to backyards; the crossing at Highway 6; and the crossing at Longmire Dr. ·Among those that liked the preferred corridor, generally respondents liked utilizing the greenway because of its natural character, and they felt the greenway corridor was safer than the on-street options. · Eighty percent (80%) of the residents that answered the question for Segment B liked the preferred corridor (8 :2). Respondents liked the natural character of the path. One survey respondent mentioned liking the fact that it uses higher ground and stays mostly out of the floodplain and another indicated concern for the vulnerability during a rainfall or flooding. Dislikes or concerns that were mentioned include the crossing at Highway 6; the lack of interpretive areas because of budget constraints; and the limited visibility of the trail. In Segment C, 72.7% (8:3) liked the prefen-ed alignment. Among the features respondents liked include that it ties to the existing Lick Creek Park trails; it seems easy to install; it stays in the easement; and that the preferred option crosses under the road and not at-grade. Concerns or dislikes mentioned on the questionnaire for Segment C include the lack of visual interest in this segment, interference with privacy, and a concern of safety for people hanging out on Pebble Creek Parkway "at all hours". They were also concerned about the maintenance of the trail and vegetation along Pebble Creek Parkway. In addition to these remarks, other general comments and concerns were collected about the Lick Creek Greenway Trail overall. A few respondents questioned why a route north of Lick Creek golf course (toward Rock Prairie Road) has not been considered to avoid an alignment on Pebble Creek Parkway. One questionnaire included a comment about the material of the trail and that a 1 O' concrete path may not be appropriate in more natural sections of the corridor. A few respondents also voiced their concern over the trail going through existing neighborhoods and the issues that the new· trail might bring, including safety, traffic, parking, appearance; that generally putting a trail in an established neighborhood seemed too problematic. Other concerns about the project include impacts to residents from increased crime caused by the trail, impact on property values, safety of street crossings. In addition, one respondent suggested extending public transit to the trailheads. Summary of Comments Received at the January 25, 2012 Meeting Approximately 96 citizens attended the Lick Creek Greenway Trail General Meeting on Tuesday, January 25, 2012. According to questionnaires returned, attendees were primarilyfrom the SpringBrook neighborhood with some attendees from other area neighborhoods. The majority of the meeting's discussion and questionnaire focused on Segment A, from Westfield Park to SH 6. Thirty-seven (3 7) questionnaires were returned from meeting attendees. In Segment A, just over half of the attendees support any other trail alignment other than Option 1. In Segments B an,d C, most attendees preferred the Option 1 alignments. Below is a summary of why people preferred some alignments over others and their major concerns for each alignment as well as the trail in general. In Segment A, the most prevalent concern about the trail in the greenway is the trail's proximity to homes and its impact on flooding. Many respondents were concerned about a loss of privacy, increase in crime, and an increase in pedestrian traffic from people in the greenway so close to their homes. Many of the proponents of trail alignment Options 2 and 3 likethat much of the trail already exists and the cost will be lower for these options. Generally, respondents feel that Barron Road is too busy and mostly prefer Option 2, and one questionnaire respondent preferred Option 4 to avoid BatTon Road all together. However, almost half of the questionnaire respondents prefer Option 1 in Segment A. The primary reason is because the character of the greenway lends itself better to a recreational and natural experience. Many respondents specifically don't like any options along streets that are close to traffic and feel that it is safer on the greenway than on a trail along streets. Questionnaire responders preferred the Option 1 alignment of Segment B between SH 6 and William D. Fitch Parkway. Reasons provided for preferring Option 1 include the interpretive and scenic opportunities along the route closer to the creek and the underpass at William D. Fitch Parkway. Danielle Charbonnet: City doesn't gate/close trails • While criminals don't like to be seen, some take advantage of all the busy-ness and commotion and can "hide" in crowds • Trails are currently under utilized, and the neighborhood would like to see them used more. • More traffic will also probably bring better maintenance • What about mountain biking trails (or other ad hoc trails)? Wayne Cooper: Haven't considered mountain biking trails, and outside of scope. It probably will happen though, and in future may be addressed; it's a reality that these ad hoc trails get formed by various users (fishermen, too} • Concern for residents in SpringBrook and possible chance of flooding. Don't think it is worth taking the chance on having someone's home flooded or need for flood insurance because of City project. Would like to see it studied more. It will identify different possible route alternatives and establish an estimated "order of magnitude" cost for various possible alternatives for trail location. (responses from attendees) • Fear of the unknown • Specific trail impact on flooding; concern that if anything is developed it would make it worse • No detailed flood studies exist and some data is dated; unable to benchmark zero-rise • Nobody's house has flooded, but financial institutions beginning to require flood msurance • Does trail increase crime and increase/decrease property values; don't anticipate seeing a whole lot of increased traffic; so will crime be an increase when there isn't a lot of traffic? • Is there talk about how to address how the greenway should be conveyed to city- entire common area, j ust easement, etc.? Wayne Cooper: Not sure that this project includes that, but will identify the approximate corridor and where an easement should go. Easements tend to be 20' to 25' to account for preserving the natural features around the trail • Whether residents who back up to the trail need to increase privacy of house (impact on these residents~ cost of blinds, fence, etc.) • Need to look at who's going to be using the trail and from/to where they are going. • To what degree will project assume things have changed from base data (15 years old)? (In other words, flood plain data or drainage infom1ation that has been collected, but seems out dated.)
