Tower Point -Trail System
As previously noted, the city is agreeable to the trail preliminary design provided by Kling dated
7/25/13 -general alignment, layout, 2 ft max retaining wall, etc.
The city will also accept as you recommended dedication of a 30 ft Public Access Easement out of
the Common Area -all by Final Plat. An additional, adjacent, northern-side 30 ft Temporary
Construction Easement (or simply widening the PAE) is requested to assist this future construction
access on this slope.
I would think the noted Kling preliminary design should also include a master grading plan.
Similarly, a note is needed on the plat capturing that final site grading by specific adjacent
lots will need to be graded to drain and remove excess fill to grade in accordance with the Kling
design grade -essentially graded to the hit within the two foot proposed retaining wall height.
As discussed, grading to the trail grade would be even preferable (therefore no wall or a reduced
wall), and up to the top of the 2 ft wall allowable. The site grading should remove the
associated fill in the PAE such that the lot will drain, so that no more than 2 ft of fill will
need to removed in PAE to achieve the trail grade in the future .

These items will satisfy associated trail requirements for this development. Unfortunately,
funding is not available to participate with site development to construct the trail at this time
-however, this effort and easement will enable future construction.

another email with more specifics, likely next week, ie how we suggest to paper this, we would
like a wider easement into the pond, additional notes about lot grading, connection points, etc -
but I wanted to get you this general feedback today.

There is more backup for comment 1, but it can wait. I would add that staff needs to review the new floodstudy
before formally support a specific "line" -but we are agreeing in priniciple to recognize better data.

Below is a draft message to send to Natalie and Veronica about the Seaback tract. If I've left something

Following the PAC last week rega rding the Sea back t ract and the potential rezoning, Staff met to discuss
a few of the topics left unanswered .
1. "How much flood-prone property can be reclaimed ." Under the direction from you that this
needed to be answered during the rezoning phase for land marketing, Staff's position is that no
land beyond the studied floodplain line (orange line on your exhibit) should be reclaimed or
disturbed.
2. The land uses proposed need to be more integrated to qualify as an Urban development. As
displayed on the preliminary layout, the plans do not portray an urban concept with sizeable
tracts of individuals uses. A vertical mix of uses is not necessary.
3. Th e multi-use path must have the potential of being located outside of floodplain/flood-prone
area .
