June 1, 2015 The additional development permit fee will be paid when the contractor comes to pull the permit and the additional surety will be posted prior to filing the final plat. STAFF REVIEW COMMENTS NO. 2 Project: Cottages of College Station Phase 3 (FP) (FP2015-900055) PLANNING 1. Revise the Certificate of the Planning & Zoning Commission to add a blank in front "day of" so they day of the Commission meeting can be written in. This revision can be included on the mylar. REPONSE: This note has been modified as requested. 2. Please note that paid tax certificates will need to be submitted prior to the filing of your plat. RESPONSE: Understood. We will deliver these with the mylar. GINEERING COMMENTS NO. 1 (Original Comment) WL2 -The waterl ines crossing Junction Boys Rd. should be encased. (Original Comment) LS2 -Please shift canopy trees such that there is at least a 10-ft separation from the waterlines. Also, waterlines should be located at least 15-ft from any bu ilding. The waterline is still very close to proposed canopy trees near Buildings 5, 6, 8, 9, 16, 18, 20, and 44. RESPONSE: All trees have been adjusted accordingly. (Original Comment) FYI ... Additional Development Permit Fee in the amount of 1 % of the total public infrastructure cost will be required. Please provide an updated cost estimate including the revised sanitary sewer line location. RESPONSE: Understood. This additional fee will be paid prior to pulling the Development Permit. (Original Comment) FYl ... All infrastructure required for the final plat must be built or surety provided for it prior to the plat being forwarded to P&Z. Surety may need to be adjusted based on revised cost estimate. RD1 -It looks like part of the retaining wall will need handrails. RESPONSE: Handrails have been added to detail sheet and noted on RD-1. WL 1/WL2 -The waterline material should be labeled as C900-DR14. RESPONSE: This label has been changed. SS1 -Do you have written permission to construct the sanitary sewer line on the property north of Holleman Dr. S.? FYl ... The proposed PUE will need to be dedicated prior to issuance of the LOC. RESPONSE: Yes, this property belongs to Capstone as well. Understood, we will dedicate a PUE to cover this sanitary sewer line prior to requesting an LOC. SS1 -The proposed sanitary sewer line is dependent on the downstream sewer being constructed by the CRED/Cottages Ph.2 project. That sewer will need to be constructed and accepted prior to issuance of the LOC for this project's sewer line. What is the alternative if the CRED sewer line is not completed? 2 / RESPONSE: Understood. The alternative is to have either a shallow gravity sanitary sewer line that would need to be constructed of ductile iron pipe, have a private lift station, or grinder pump on site. SS1 -Please note TCEQ requirements at water/sanitary sewer crossings. RESPONSE: The scale on the sheet was wrong and it has been corrected. The separation distance is noted as 9' and a caution note to the contractor has been added. GREENWAYS 1. Please add B/CS Standard Sidewalk Details. RESPONSE: The sidewalk detail sheet has been added to the set. TRANSPORTATION 1. Traffic Comments per James Robertson: In an email sent to the engineering firm designing the roadway, dated Monday April 27th, Traffic Systems requested that the left turn bays have a total length of 200 feet. This request seems to have been ignored. Engineering justification for doing so should be provided. RESPONSE: All medians have been modified to have a 100' storage length and 100' taper length. These plans show an all-way stop at Junction Boys Road and the Private Roadway. Per the Texas MUTCD, an all-way stop requires an engineering study. I have not seen an engineering study justifying this all-way stop. RESPONSE: There was not a stop sign here just a stop bar behind the crosswalk. Since Junction Boys Road may become a major thoroughfare in the future , Traffi c Systems would prefer that this segment of roadway be designed without an all-way stop at this location. RESPONSE: The stop bar has been removed and replaced with a "pedestrian" sign with "arrow" placard. 2. For the separation between the stop bar and the crosswalk markings, the 5' should be from the edge of the stop bar to the edge of the crosswalk (creating 5' of pavement between the two). The measurement lines seem to be a bit off. Also, the one at the South Dowling intersection doesn't have a distance . 3 RESPONSE: This separation distance has been noted on the plans. If there aren't stop signs at the intersection the middle, the stop bars shouldn't be there. RESPONSE: We have removed the stop bars at the intersection in the middle.
