INTRODUCTION
WATERLINE ANALYSIS
CRYSTAL REAL ESTATE DEVELOPMENT
APARTMENT COMMUNITY
NOVEMBER 2014
The Crystal Real Estate Development Apartment Community (CRED) will be located in College
Station, Texas, at 2365 Market Street, in the proximity of FM2818 and Holleman Drive. CRED
will be a multifamily apartment complex consisting of nineteen 3-story multi-family residential
buildings, club house, mail kiosk, maintenance shop, and pool area. Placement of the buildings
can be seen on the proposed site plan, Exhibit 1. The property is currently unplatted and will be
platted as Lot 1 Block 1 of the Cottages of College Station Subdivision as part of the
development of the property.
The tract is bounded to the north by FM 2818, Harvey Mitchell Parkway South and on the east
by Holleman Drive South. South of the tract is The Cottages of College Station development
located on Lot 2R, Block 1 of the Cottages of College Station Subdivision. West is bounded by
the 2818 Place apartments located on 2818 Place, Block 1, Lot 2. The southwest property is
bounded by the Texas A&M University System and College Station City Limits.
FIRE FLOW DESIGN CRITERIA
An updated City of College Station system MikeURBAN model was used to model hydraulic
events on the existing distribution system. Select Node and Link labels located near the
proposed project can be seen on Exhibits 2 & 3 respectively. In order to determine if this model
is sufficient, two calibration runs were performed:
• Run 1 -Average Day Conditions without CRED Development (Exhibit 4A&B)
• Run 2 -Average Day Conditions without CRED Development and 1300 gpm Fire Flow
at Node 0-155 (Exhibit 5A&B)
The results from these runs were compared to the fire flow pressure test performed by the City
of College Station Utilities Department (Exhibit 6). College Station Utilities performed the fire
flow test at 11 o'clock in the morning. In order to closely replicate actual system conditions
during the field tests, RUNS 1 &2 were modeled during an average day scenario.
Utilizing results obtained from RUN 1 static pressure at Node 0-142 was found. Shown on
Tables 1, the modeled pressure (88.13 psi) was slightly higher than actual observed pressure in
the field of 85 psi. A simulated fire flow of 1300 gpm was then added to Node 0-155 (RUN 2).
The modeled residual pressure at Node 0-142 (87 .1 psi) was higher than the actual observed
residual pressure (84 psi). The calibration runs show that the pressure drops shown in the
model are relatively the same at the static hydrant, i.e. 1 psi drop in modeled vs . 1 psi drop in
measured. A comparison of measured and modeled values for the fire flow calibration run can
be found on Table 1:

Since the model returned values relatively similar to those actually observed during the
calibration event it is considered a reasonable base model. This base model was used to
determine CRED's effects on the system during Average, Peak and Fire Flow conditions.
CRED DEMANDS
CRED will consist of 22 structures in total on the site. The largest structures will be the 3-story
multi-family residential buildings. Exhibit 7 shows the detailed information for each proposed
building. Demands for the residential buildings were based on the B/CS Unified Design
Guidelines information for water demands of 100 gallons/capita/day. To give a more
conservative peak day demand, the day was considered to be 16 hours instead of the classic 24
hours. Demand for the clubhouse was determined based upon the fixture unit count method.
The peak day demand for the clubhouse is 20 gpm with an average demand of 5 gpm. Exhibit
8 provides a detailed peak and average day demand per building for the entire project along
with meter sizes.
CRED FIRE FLOWS
Each building will be constructed using Type V-A construction. Referring to Exhibit 7 illustrating
the building sizes, Building J is the largest structure at 28, 101 SF and will require the largest fire
flow. Using Table B105.1 of the International Fire Code 2012 (Exhibit 9) the required fire flow
for a building this size and construction type is 3,000 GPM. Since all structures will have fire
suppression systems, the required fire flow can be reduced by 50% resulting in a required fire
flow of 1,500 GPM for Building J . When modeling this fire flow, the required fire flow was split
between Nodes CRED-17 and CRED-31 during peak day demands. The results for this run can
be seen in Exhibit 12A&B and it shows that the minimum pressure under this fire flow condition
occurs at node CRED-16 and CRED-17 and is 64 psi while the maximum velocity for this
scenario occurs in Link 6116 and is 4.9 fps. These values are in compliance with the required
minimum pressure of 20 psi and maximum velocity of 12 fps under peak day fire flow conditions.

In addition to modeling the fire flow for the largest building, one additional fire flow scenario for
Building D was run because this building is located on the most remote radial feed of the
system. Using Exhibit 9 and the building size of 20,950 SF indicates the need for a fire flow of
2,500 gpm. Since this structure has a fire suppression system the fire flow can be reduced by
50% but to no less than 1500 gpm. The fire flow required for this building is therefore 1500
gpm. Exhibits 13A&B illustrate the fire flow scenario with Building D on fire. In this run a fire
flow of 1500 gpm is placed on Node CRED-40. The minimum pressure occurs at Node CRED-
41 and is 60 psi while the maximum velocity occurs in Link 6139 and is 10.2fps. These values
are in compliance with the required minimum pressure of 20 psi and maximum velocity of 12 fps
under peak day fire flow conditions.
SYSTEM UPGRADES
CRED will require infrastructure to be placed as shown on Exhibit 1. A combination of 8-inch
water mains and 4 & 6-inch service lines will be constructed to adequately supply CRED during
Average, Peak, and Fire Flow Demands for the project. In addition, eight (8) fire hydrants will
be added throughout the project to supply adequate fire coverage for all structures.
CONCLUSION
The model results show that the current system along with the CRED water distribution system
can sufficiently serve the domestic and fire flow needs of the CRED -Apartment Community.

GINEERING COMMENTS NO. 2
Please provide test results & certification letter, in accordance with FEMA Technical Bulletin
No.10, for the previously added fill along the existing northern pond. Also, the certification
letter should indicate that the fire lane in this area can support the loadings from fire &
sanitation trucks.
Response: We have read through Technical Bulletin No. 10 and are trying to figure
out how it applies since it is for fill under buildings. We understand the need to

assure that density was obtained during the fill operations of the berm. Attached is
the testing laboratories density test results that we requested during construction of
the berm showing densities as the fill was placed.
2. WL 1 -We would prefer to have a looped waterline if possible, but at a minimum please
place the service at the end of the line to avoid having stagnant water.
Response: We have modified the end of the line to show a 90 degree bend as well as
a service line and meter at that location.
3. Based on the current Engineer's Cost Estimate, the DP Fee balance is $2,528.82.
Response: It does not appear that the comments will affect this price so we
understand that we owe this OP fee with our permit.
4. GP2 -It looks like the maximum 6% grade along the fire lane is still being exceeded
southwest of Building E.
Response: These grades have been modified to assure no more than 6% slopes in
the parking lot.
5. WL 1-4 -Besides just noting the TCEQ minimum 6-inch separation between the water
crossing the sewer, please also note the following at the water/sewer crossings:
• One segment of waterline shall be centered on the sanitary sewer line.
• The sanitary sewer shall be embedded in cement stabilized sand.
• If possible, the waterline crossing should be centered between the sanitary sewer joints.
Response: These notes have been added on each of the waterline sheets in the notes
section of the sheet.
6. LS1-4 -Please verify that the current waterline design is shown on these sheets. There
was a double waterline shown in some areas, and the old waterline design was on LS3 near
the clubhouse.
Response: The revised waterline design is shown on these sheets and the double
waterline has been removed.
7. LS2 -Can the tree by the fire hydrant east of Building A be moved 10-ft from the FH &
waterline?
Response: The tree has been relocated.
8. GP3 -It looks like there is some silt fence and a little bit of fill within the indicated 100-year
floodplain of the unnamed tributary. Please adjust to remove these items from the
floodplain . FYl ... Any future fill in the floodplain will require an NAI study.
Response: The silt fence and fill has been removed from the 100-year floodplain.

9. Drainage Report -The grading plan shows some fill in the existing northern pond, but it
didn't look like there was updated design information provided for this pond in the report.
Please verify that all previous assumptions from the Cottages Ph.1 drainage report are valid
and updates are not necessary.
Response: As stated in the drainage report addendum, this fill does not affect the
north pond detention capacity as all this fill is placed above the 100-year detention
water surface elevation. Updates are not necessary to the Cottages Ph. 1 drainage
report.
10. Drainage Report -Since you are matching existing grades with 2818 Place, will the trench
grate drain be in sump as indicated in the report? Also, from the report it looks like it was
only designed for the 10-year storm, so has it been evaluated for the emergency 100-year
overflow from the pond?
Response: These calculations have been revised in the drainage report to re.fleet weir
flow over this trench grate as opposed to orifice flow (sump condition). This trench
grate has been designed to accommodate the 100-year storm event for its drainage
area. We have also reduced the curb height at the trench drain to 3 inches to
accommodate overflow through the curb under the 100-year emergency overflow
scenario. This will help with water not flowing on to 2818 Place properties.
11. Drainage Report -Please clarify how the emergency overflow will enter the parking lot and
be discharged downstream.
• It isn't clear from the grading plan how this will be achieved without flow being diverted to
the north and onto 2818 Place's property.
• How deep will the water pond in the parking lot in the worst case scenario?
• Are there any alternatives that could be utilized to avoid sheet flowing the emergency
overflow through the parking lot?
Response: We have modified the overflow route to go down our driveway to the west
curb line. The ponded depth over the trench grate can reach 3 inches and then it will
spill through a side weir (3" curb) into the creek area to the west of the driveway. It is
important to remember that this emergency overflow is a rare occasion when the
outlet works may be 100% clogged.

Landscaping and Tree Protection Section of the City's Unified Development Ordinance, prior to any operations of this
permit. The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and
required to remain is strictly prohibited. The disposal of any waste material such as, but not limited to , paint, oil,
solvents, asphalt, concrete, mortar, or other harmful liquids or materials within the drip line of any tree required to
remain is also prohibited.

Fire Protection

established if any portion of the proposed structure is more than 150 feet from the curb line or pavement edge of a

NOTE: Fire hydrants must be operable and accepted by the City, and drives must have an all weather surface before a
building permit can be issued.
