Staff reviewed the above-mentioned final plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments
have been addressed and the following information submitted by Thursday, December
15, 10:00 a.m., your project will be placed on the next available Planning and Zoning
Commission meeting scheduled for, Thursday, January 6, 2005, in the City Hall Council
Chambers, 1101 Texas Avenue.
Ten (10) 11" x 17" copies of the revised final plat;
Two (2) 24" x 36" copies of the revised final plat;
One (1) Mylar original of the revised final plat; and

locations of proposed conduit routes, transformer pads and pull boxes.
5. Developer provides easements for electric infrastructure as installed. Temporary
Blanket easement will be required for construction purposes. Once complete
developer provides as build descriptive easement to have temporary blanket
easement released.
7. All easement as shown on plat cover existing electric infrastructure on site.

Project: PUTZ-MEYER DRIVEWAY (SP) — 04-220
Construction of any portion of a commercial site (such as a driveway) requires the
property to be platted, a site plan, and a development permit.
After review of the materials, staff has determined that this does not meet the
requirements for a complete site plan submittal. Additional plans and reports are
necessary for a complete submittal (e.g., signal modification, drainage report,
landscaping plan, color and material samples, water and sewer reports). A complete
site plan may be a phase of the overall plan but must include a building, parking, drive,
etc. The following comments do not constitute a complete review, but are provided for
general guidance.
ENGINEERING
1. The site plan shows off-site improvements. A written agreement allowing the
improvements is needed from the Richard Smith property owner.
2. Please submit a TxDOT permit application for any construction proposed within the
state right-of-way including the drive, utilities, and signal modification.
3. FYI for platting: The required throat depth for shopping centers is 130 feet. Please
provide the cross access easement to this point.

We have a PAC Monday with Scarmardo for his development on University. He's not showing the
access that Bobby Cox was hoping for. He is showing an off-site drainage structure on Cox's property.
Would anyone like to comment on these comments and/or try to get these two in a room and facilitate
a discussion? We would like some input so we can be clear of what our REQUIREMENTS will be prior to
meeting with Scarmardo. As a reminder, Scarmardo is hoping to construct this driveway prior to full
site plan.

SUBJECT: Building Plot Determination and Allowed Signage for The
Henton-Lincoln Subdivision and the Putz-Meyer Property
I am providing this memo to you as a summary of the discussion in our meeting
on Tuesday, August 17, 2004 regarding the allowed signage for the proposed
retail center. The Henton-Lincoln Subdivision and the Putz-Meyer property, as
configured in the attached document, have been determined to consist of three
separate and distinct building plots for the purposes of signage. These building
plots have been determined using the criteria in Section 7.1.G of the Unified
Development Ordinance (UDO).
Building Plot or Premises
A building plot, as defined by the UDO, consists of all of the land within a project,
whether one or more lots, developed according to a common plan or design for
similar or compatible uses, that may have shared access or parking, and that
singularly or in phases is treated as such for site plan review purposes.
Size of Freestanding signs
Each building plot with more than 150 feet of frontage shall be allowed to use
one Freestanding Commercial Sign or any number of Low Profile Signs as long
as there is a minimum separation between Low Profile Signs of 150 feet.
The size of the freestanding sign is based on the following chart (frontage is

Using this chart, and the frontages provided by you, the following freestanding
signs would be permitted:
Building plot #1 would be allowed one 300 sq. ft. freestanding sign
(Per previous written agreement on March 6, 2004 allowing 300 sq. ft.)
Building plot #2 would be allowed one 300 sq. ft. freestanding sign
Building plot #3 would be allowed one 250 sq. ft. freestanding sign
Opportunity for "Extra" signage for Pad sites:
Any site defined as a single building plot, and containing one or more pad sites,
shall be permitted to erect a Freestanding Commercial Sign in accordance with
Section 7.4.M, Freestanding Commercial Signs, and to the standards of Section
7.4.M.1.a, Allowable Area, with the maximum area not to exceed 200 square
feet. In addition, each pad site will be permitted to erect one Low Profile Sign per
pad site according to the restrictions of 7.4.F, Sign Standards.
The UDO defines a pad site as the portion of a building plot that is located on the
periphery of the site and has at least 75 feet of frontage on a public street
classified as a collector or greater on the Thoroughfare Plan. A pad site contains
a stand alone, single tenant structure and meets all site plan requirements within
the pad site area. The total area of all pad sites within a defined building plot
may not be more than 1/3 of the total area of the building plot.
