Community Nos.: 480083 and 481195 316-ACK.FEX This responds to your letter dated July 7, 2000, requesting that the Federal Emergency Management Agency (FEMA) issue a revision to the Flood Insurance Rate Map (FIRM) for Brazos County, Texas and Incorporated Areas. Pertinent information about the request is listed below. Identifier: Flooding Source: FIRM Panels Affected: Lick Creek Watershed Restudy Lick Creek and Tributaries Brazos County, Texas and Incorporated Areas panels 48041C0182C, dated July 2, 1992, and 0201D and 0205D both dated February 9, 2000. As you may know, FEMA has implemented a procedure to recover costs associated with reviewing and processing requests for modifications to published flood information and maps. However, because your request is based on a detailed hydrologic or hydraulic study conducted by a Federal, State, or local agency to replace an approximate study conducted by FEMA and shown on the flood map, no fees will be assessed for ourrevtew. We have completed an inventory of the items that you submitted. The items identified below are the additional items that are required before we can begin a detailed review of your request. 1. Our review of the information provided reveals that the proposed revision request will affect areas within the Unincorporated Areas of Brazos County. Therefore, please provide a letter from the Chief Executive Officer (CEO) of Brazos County, or his/her designee stating that the community understands the impacts of the revision on flooding conditions within their community, or a copy of Form 1, entitled "Revision Requester and Community Official Form" signed by the CEO or designee. 2. Our review of the engineering report submitted revealed that the "revised conditions" model did not use the slope area method to establish the starting water surface elevation and instead used the regulatory (backwater) elevation of the Navasota River. Using the elevation on the Navasota River assumes that the base flood discharge peak occurs on both streams at the same time. Please provide a computer analysis for the "revised condition" using the slope area method or information that shows that the discharge peaks for each stream occur at the same time. 2 If all required items are not submitted within 90 days of the date of this letter, we will treat any subsequent request as an original submittal, and it will be subject to all submittal procedures. If you are unable to meet the 90-day deadline for submittal of required items, and would like FEMA to continue processing your request, you must request an extension of the deadline. This request must be submitted to our Mapping Coordination Contractor in writing and must provide (1) the reason why the data cannot be submitted within the requested timeframe, and (2) a new date for the submittal of the data. We receive a very large volume of requests and cannot maintain inactive requests for an indefinite period of time. Therefore, the fees will be forfeited for any request for which neither the requested data nor a written extension request is received within 90 days.
