SUBJECT: TOWER POINT PH 10B & PH 10A, LOT 4 (FP/FP-Replat)
Staff reviewed the above -mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by any Monday at 10:00 a.m., your project
will be placed on the next available Planning and Zoning Commission meeting held in the City
Hall Council Chambers, 1101 Texas Avenue.
One (1) 24"06" copy of the revised final plat;
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed your project will not be
scheduled for a Planning & Zoning Commission meeting. Your project may be placed on a
future agenda once all the revisions have been made and the appropriate fees paid. Once your
item has been scheduled for the P&Z meeting, the agenda and staff report can be accessed at
the following web site on Monday the week of the P&Z meeting.

Please note that a Mylar original of the revised final plat will be required after P&Z approval and
prior to the filing of the plat. If you have any questions or need additional information, please call

STAFF REVIEW COMMENTS NO. 1
Project: Tower Point Ph 10B & Ph 10A Lot 4 (FP/FP-Replat) (13-00900211)
PLANNING
1. Label the 20' Private Access Easement on Block 3, Ph 10B.
2. A-O Agricultural Open was renamed to R Rural. Please revise accordingly.
3. Label the zoning of the detention areas, R Rural.
4. Label the zoning of Spring Creek Townhomes, PDD Planned Development District.
5. Please note that you may be required to submit paid tax certificates if they are not current
prior to the filing of your plat.
6. Please note that any changes made to the plans that have not been requested by the City of
College Station must be explained in your next transmittal letter. Any additional changes on
these plans that the City has not been made aware of will constitute a completely new
review.

ENGINEERING COMMENTS NO. 1
Date: October 17, 2013
1. Please label the 20-ft PrAE & PUE along the common drive.
2. It appears that the 6-inch waterline constructed on Lot 3 goes outside the previously
dedicated PUE, so additional PUE is needed.
3. Please provide construction documents for water infrastructure and fire lane.
4. Because an easement is being moved on Lot 4, we will need verification by all utilities with
franchise rights that this is acceptable. FYI ... Our standard easement abandonment
signature form may be used for these signatures or email correspondence may be provided.

GREENWAYS
Date: October 21, 2013
1. It's not clear how we would get the temporary construction easement. Please dedicate the
easement with the plat or by separate instrument.
2. We will also need a public access easement dedicated to connect the trail to the
development between Lot 4R Block 3 and Lot 3 Block 3. It could possibility go over the
existing 20 foot PUE 10533/45.

FIRE
1. The required fire flow for each lot at the time of platting is 2500 gpm from two hydrants. As
Fire has mentioned in previous meetings, the private drive along the front of Lots 1 & 2 is
too narrow to be used as a fire lane. Some past suggestions have been removal of the
entire median or extension of a separate fire lane and additional fire hydrants on these lots.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version
of plat and / or site plan as soon as it is available. Email to: amartinez(a,)cstx.gov
2. LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size and number of transformers,
and other equipment, required to provide service to the project. Failure to provide load data
will result in construction delays and, due to clearance requirements, could affect the final
building footprint. Delivery time for transformers and other equipment not in stock is
approximate 26 weeks.
3. EASEMENTS: Developer provides temporary blanket easement for construction purposes
and upon completion of project must provide descriptive easements for electric infrastructure
as designed by CSU.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
4. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
5. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other
device, per CSU specs and design.
6. Developer installs pull boxes and secondary pedestals per CSU specs and design, Pull
boxes and secondary pedestals provided by CSU.
7. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing
as designed by CSU.

TXDOT
1. For Tower Point Phase 10B, just a reminder that access to these parcels was established
within the overall access plan to the parent development. No additional driveways will be
considered. All access should occur from within the site.

ENGINEERING COMMENTS NO. 2
1. (Original Comment) It appears that the 6-inch waterline constructed on Lot 3 goes outside
the previously dedicated PUE, so additional PUE is needed. There is a 30-ft PUE labeled
on Lot 3, Block 3 of the plat, but Inset "A" labels it as a "Variable Width PUE."
2. (Original Fire Comment) The required fire flow for each lot at the time of platting is 2500 gpm
from two hydrants. As Fire has mentioned in previous meetings, the private drive along the
front of Lots 1 & 2 is too narrow to be used as a fire lane. Some past suggestions have
been removal of the entire median or extension of a separate fire lane and additional fire
hydrants on these lots. FYI ... We approved plans for the median removal in July 2014.
This work will need to be completed prior to the plat being scheduled for a P&Z
meeting.
