SUBJECT: SOUTH COLLEGE STUDENT HOUSING (DP) — Development Permit
Staff reviewed the above -mentioned construction documents as requested. The following page
is a list of staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information by any Monday at 10:00 a.m. for further staff
review of the development permit:
City of College Station Transmittal Letter;
Memo providing written responses to all of staff's comments (identify the specific
page that each comment was addressed on or the reason for not addressing the
comment);
Two (2) copies of the revised civil construction plans; and
Other documents as detailed in the comments.
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there are
comments that you are not addressing with the revised construction documents, please attach a
letter explaining the details. If you have any questions or need additional information, please call

STAFF REVIEW COMMENTS NO. 1
Project: SOUTH COLLEGE STUDENT HOUSING (DP) -DEVELOPMENT PERMIT

PLANNING
1. Include the landscape plans (sheets L1.3, L2.3, & L3.3) as part of the construction
document set.
2. Show the fencing on the plans to ensure it is not located in the right-of-way.
3. Remove the fence and corner of the parking space out of the right-of-way for the area
between Building 2 and Culpepper Drive.
4. Street trees are to be spaced at 25 feet on center along streets in Northgate. It appears that
most are located at 30-foot spacing. Trees are also to begin 20 feet from a street or
driveway intersection. As approved by staff, spacing can be varied to minimize conflicts with
utilities or other streetscape elements.
5. Add public sidewalks and ramps along Cross Street across the driveway by the clubhouse
to the South College Avenue right-of-way, across Culpepper Drive to the South College
Avenue right-of-way, and across the driveway on Culpepper Drive to the Culpepper tract to
the south. Also, ensure the Cross Street apron at South College Avenue is 12-foot wide
ADA accessible route and there is a break in the median of this width to accommodate a
future sidewalk or multi -use path.
6. Sidewalk pavers are to be up to the back of curb. Add pavers to the area along the public
sidewalk by the crosswalk in front of Building 1.
7. Based on the building frontage (1 per 50 feet of building), there are to be six benches on the
north side and eight benches on the south side of Cross Street. One bench is also to be
located along Culpepper Drive. Please note that a backless bench model has been added to
the Site Design Standards which may result in more functional space for use.
8. Provide a PIP application for the street trees and street furniture in the right-of-way.
9. State the colors of the bench and trash receptacles. Only black or bronze (brown) may be
used.
10. Herringbone paver pattern is specified but it must be 90 degree herringbone, runner bond,
or parquet patterns. Please revise.
11. Note 3 on Sheet C2.1 states the Northgate street light will be used but Streetlight notes #12
& 13 on Sheet CO.1 state taller poles with cobra head fixture will be used. Please reconcile
these that the Northgate decorative light poles and fixtures will be used.
12. Please note that the parallel parking spaces along Cross Street are to remain public and
cannot be designated for resident or visitor only parking. Being located on a public street,
these spaces may become metered in the future.
13. Please Note: Any changes made to the plans that have not been requested by the City of
College Station must be explained in your next transmittal letter and "bubbled" on your
plans.

TRANSPORTATION
1. Regarding the TxDOT Access Driveway Permit. TxDOT standard TCP (1-4) — 8 Traffic
Control Plan is mentioned on the Form 1058 put not submitted in the packet. Please
provide.
2. Regarding the TxDOT Access Driveway Permit, throat depth for the driveway on the
northside of Cross St was not provided in the plan set or the details. This is the same throat

depth agreed upon by TxDOT and TxDOT will want to see it, must be shown on the permit.
Please provide.

ENGINEERING COMMENTS NO. 1
1. Sheet 2.4: Please include the replacement of the existing 6"WL crossing Nagle Street with
an 8" WL connecting to the existing 8".
2. Sheet 2.4: The waterline proposed along Nagle Street should be aligned out of the street
pavement behind the curb.
3. Sheet 2.4: Please call out the reconnection of the existing water service line to 511 Nagle
Street.
4. Sheet 2.4: Please depict existing water line along Nagle/Inlow and include notes/specs on
how line is to be grout -filled or removed/replaced in -place.
5. Sheet 2.4: This sheet calls for the replacement of 30LF of 6" PVC sanitary sewer service
near STA 6+41 with "SDR 26, CL 16" pipe. Please note that this SSL should be pressure
rated and replaced with "SDR 26, ASTM D-2241". Please verify that any sanitary sewer line
within 9-ft of an existing waterline is using pressure rated sewer pipe with a minimum rating
of 150psi.
6. Sheet 2.5: Per B/CS design guidelines, please verify that all structures are at least 20-ft
away from proposed structures on this sheet and all other sheets.
7. Sheet 2.5: Please call -out all proposed fire lines to structures on all sheets.
8. Sheet 2.6: Please include a valve on the proposed CROSS fitting near STA 19+27 for
Water Line "W4".
9. Sheet 2.6: Please upsize the existing 6" WL that waterline "W1" is shown to tie -onto with an
8" WL to the existing 8".
10. Sheet 2.9: Please include a valve on waterline "W5" at the TEE fitting neat STA 1+62 and
remove the proposed valve on waterline "W2"
11. Sheet 2.9: Per B/CS design guidelines, dead end permanent mains are not allowed.
Please loop waterline "WY to eliminate the depicted dead end mains.
12. Sheet 2.10: This sheet specifies the use of 21" PVC (SDR-26, D3034). Please revise this
pipe material to 21" PVC (SDR-26, ASTM-F679)
13. Sheet 2.12: Please increase the size of the proposed SSL "S2" to a 21" diameter line.
Please also further extend this 21" to the next existing upstream manhole.
14. Water & Sanitary Sewer Report. Per B/CS requirements, line velocities above 12 fps are
not allowed. Please further evaluate looping/extending/upsizing proposed waterlines to
accommodate this.
15. The overall plan set references the use of "x-inch PVC C900, CL200" waterline. Please
revise this pipe designation to "x-inch PVC C900, DR14" waterline.
16. Show enough room for 12 dumpsters to be located on site for the number of proposed units.
If they are limited for space, they could make some of the enclosure areas to fit three
containers. They are currently showing enough room for only 10 containers and that is not
enough for this site.
17. Please use the updated Street Sign Detail.

18. Striping Table: 8" White Stripe to be RPMs Type II C-R, and Stop Signs to be 36"x36"
19. Provide a 3-way stop at Cross St and Dogwood St.
20. The parallel parking on Cross St should have an 8 ft wide parking stripe.
21. The right only markings should be separated by 32 ft. Recommend a partial striped
lambchop into drive off Cross St.
22. The No. 8 detour sign should be added on the east side of South College Ave at Inlow Blvd,
and if desired one in the median.
23. The traffic control sign at Dogwood St and Inlow Blvd should be reversed in direction.
24. Sheet C0.1 General Notes - To include a paragraph titled Cross St & South College
Construction. Note should read Refer to TxDOT Driveway Access Permit for additional
construction and traffic control comments.
25. Sheet CO.3 Traffic Control Plan - Sign Road Closed (Thru Traffic) on Dogwood St should
be on the other side. The southbound side.
26. Sheet CO.5 Traffic Control Plan - Note #4 under the Traffic Control Notes should be
removed unless it is the intent of closing Cross St during utility construction on Inlow Blvd
phase.
27. Sheet C1.1 Overall Site Plan - Call out vehicular security gate locations.
28. Sheet C2.3 Striping & Signage - At crosswalks along with brick pavers, pavement markings
are required according to the Bryan/College Station Unified Standards.
29. Sheet C2.3 Striping & Signage - Provide pedestrian x-ing flashing beacons for the mid -block
crossings east and westbound on Cross Street.
30. Sheet C0.2 Sanitary Note No. 5 should include testing to BCS Specs.
31. Add a streetlight on the southern end of Culpepper Dr.
32. Extend the sidewalk and ramps through driveway to southern property line along Culpepper
Dr.
33. Provide the limits of the tree bedding mix on Cross St in plan view.
34. Provide a note that detention should be sequenced ahead of impervious construction.
35. The Water Report should reference the 2012 IFC.
36. Storm sewer should be extended to "dry" the intersection of Dogwood St and Cross St.
37. Provide additional construction entrance/exit details and locations.
38. TAMU has asserted Floodplain Management Authority for this as a State project. FYI, the
proposed development has fill in the FEMA Zone A and in the existing floodplain per the
RME Flood Study. It would appear that approximately 45,000 CF of flood storage is
proposed to be removed. The impacts of the proposed encroachment to adjacent
residences and roadways are not defined. This may not meet City of College Station Flood
Hazard Ordinance criteria of FEMA minimum standards.
39. Was the discharge of a portion of the site drainage to South College Ave between Cross St
and Inlow Blvd considered?
40. Provide temporary blanket easements for entire site.
41. Cross St and Culpepper St shall be reconstructed to 8" thick concrete.
42. Provide public access easements for sidewalks along Cross St and Culpepper if outside of
ROW.
43. Provide an updated Engineer's Estimate for all public infrastructure.
44. Provide surety for all public infrastructure to be reconstructed or realigned.
45. Provide the remainder of the 1 % Development Fee less the provided $600.
