Subject: Pastor Krueger
Having never seen the plans, it is difficult for me to discuss the Lutheran Church's drainage with anybody.
I certainly am not in a position to approve or disapprove their submittal. How did Pastor Kreuger get the
impression that he needed to appeal his concerns to me?
My past a -mails were for the purpose of clarifying drainage policy issues and how I thought they should
be interpreted.

The storm drain will be there and they can be required to tie into it. This is the same storm drain that
Traditions is required to tie into. I am assuming that they also plan to tie into utility improvements that are
not currently there also. The storm drain is currently under the same contract as the new sanitary sewer
line that is now under construction. If they need the location of the proposed storm drain, we will be
happy to provide that for them.
They should not be allowed to discharge into second street. There is no drainage facility for them to
discharge into.
B. ESTABLISHMENT OF CITYDRAINAGE POLICYAND DESIGN STANDARDS
All design, construction plans, as -built construction plans, plats, zoning change requests, site plans,
building permit applications, and all items relating to stormwater flows shall be in accordance with
the ap-proved Drainage Policy and Design Standards. This docu-ment shall be available at the office
of the Adminis-trator and shall be maintained by him as a sin-gle docu-ment. Proposals for amendment
to or revision of the Drainage Policy and Design Standards shall be submitted to the City Council by the
Administrator.
The Policy states that:
Stormwater problems in the secondary drainage system are site specific and scattered throughout the
City. Typically they result from inadequate design of streets, stormsewers, and collection channels.
Examples are excessive ponding in streets at low points, overflow of streets on to private property,
excessive storm flows in streets restricting or blocking traffic capacity etc.
Causes for problems in the secondary drainage system are listed as follows:
Inadequate capacity for design flows
Inadequate allowance for increases in design flows due to future development
No provision for containing and controlling the discharges from the 100 year rainfall event and
ultimate developemnt conditions
Failure to control discharges of new developments that exceed the capacity of the
receiving secondary system, existing or proposed
The policy of the City shall be to attempt to prevent the formation of these problems at the design and
development stage. Central to this strategy are the performance standards for drainage design
contained in the subsequent chapters and the 'pathway concept" for containing the discharges from the
base flood.
A pathway for this stormwater shall be identified and provided from its source to its discharge into a main
channel of the primary drainage system.
Bottom line here is the development must discharge its runoff into a facility with the capacity to carry it.
Second Street is not a "drainage facility" and does not have that capacity. That is why the Parking
Garage project was required to construct its section of the storm drain and that is also why the Traditions
project is paying the City to use its detention pond that ties into this system.
We can require a developer to do it right.

The University Lutheran Church, adjacent to the College Main parking garage, is in the process of
finalizing their site plan for approval. While reviewing the plan, it has come to our attention that the
detention pond outlet pipe releases onto Second Street, where the pedestrian mall is planned. We
understand that there is going to be a storm drain installed in Second Street in the near future, but since it
does not currently exist we cannot require the church to connect to it. However, it is my understanding
that the outlet point is not going to be very far from the future storm drain, so is it possible to include in the
bidding of either the storm drain project or the mall project the connecting of the detention outlet to the
storm drain? The reason I am asking this is because I do not think that any one wants to have a
detention facility releasing across a pedestrian area causing a potential hazard. In fact, in another project
in Northgate we recently required a project to place roof drain outlets under the sidewalk to eliminate the
possible hazard to pedestrians.
The development engineer for the project is Spencer, if you have any technical engineering questions. I
would be happy to answer any other questions you may have.
