Hovde, AICP, Staff Planner SUBJECT: COCS Veterans Park Improvements - Site Plan Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by any Monday at 10:00 a.m. for further staff review: City of College Station Transmittal Letter; Memo providing written responses to all of staff's comments (identify the specific page that each comment was addressed on or the reason for not addressing the comment); Four (4) revised site and one (1) landscaping plan; Please note that this application will expire in 90 days from the date of this memo, if the applicant has not provided written response comments and revised documents to the Administrator that seek to address the staff review comments contained herein. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Please outline the area of improvement on sheet C1.1. It is not clear if the new fields are intended to be included in this submittal. 2. The entire area with proposed improvements needs to be on sheet 1-1. It may be better to enlarge the scale and divide the area onto two pages. 3. Minimum parking space depth is 18 feet when the space abuts a 4-foot landscaped island. 4. Please label the fire lane and clarify the purpose of the arrow pavement marking. 5. Some parking spaces are not 9 feet wide and some appear to be double the width required or oddly shaped. Please revisit the parking space configurations. 6. Van accessible handicap spaces must be at least 8-feet wide. 7. A temporary curb must be installed at the end of a drive aisle that it intended to be continued in the future. A permanent curb is necessary if continuation is not anticipated. 8. The parking island calculation must be provided ((# of interior parking spaces/15) x180 SF). Minimum island area is 180 square feet. 9. Handicap ramps necessitate a curb cut. 10. All paved surfaces must be curbed. 11. Provide a general note on the site plan that all roof and ground -mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 12. Provide a general note on the site plan that states the following: Exterior building and site lighting will meet the standards of Section 7.10 of the Unified Development Ordinance. The light source shall not project below an opaque housing and no fixture shall directly project light horizontally. Fixtures will be mounted in such a manner that the projected cone of light does not cross any property line. 13. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. Reviewed by: Lauren A. Hovde, AICP, Staff Planner Date: February 8, 2013 LANDSCAPING/STREETSCAPING/BUFFER 1. Please outline the area of improvement on sheet L-1. The sheet also need landscape calculations, plant legend (including species names, sizes, number of plants, and point values), and the total land amount within the area of improvement. 2. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights -of -way, and adjacent property disturbed during construction. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. ENGINEERING COMMENTS NO. 1 1. Please provide a detailed site plan. 2. Please provide a grading plan. 3. Please provide a drainage report. 4. Please provide a drainage plan with a detailed detention pond design. 5. Please provide an engineer's estimate. 6. Please provide an acknowledgement that these plans are designed according to City Standards. 7. Please sign the sections on the application for the Special Flood Hazard Areas. 8. Please provide an NOI. 9. On Sheet C8.0, it appears the labels for A-1 and A-2 are switched according to the calculations on the plan. Existing 300kVA transformer will be changed to 500kVA based on load information received from engineer. This work will be done by CSU. 3. On sheet C2.1, provide wheelstops or bollards where the concrete flumes extend from parking lot, so as to prevent vehicles from driving down the flume. 2. On sheet C2.1 provide wheelstops for the 3 handicap parking spaces along the 5-foot sidewalk and on sheet C3.1 provide wheelstops at the head of 5 handicap parking spaces where the striped handicap aisle is located. 3. The proposed typical curb refers to the following detail, RE: 4 C7.1. There is not a curb on this sheet that meets City standard. For permanents curbs, use one of the following details on sheet 7.4: ST1-01. ST1-04. or ST1-05. 4. Provide a temporary curb at the end of the "End of Road" drive aisle stub if the drive aisle is intended to be continued in the future. The temporary curb should use detail ST1-02 on sheet 7.4. If not for future extension, provide a curb, which can be the mountable curb detail 7 on Sheet 7.1. 5. Include the landscape plans as part of the complete construction document set. 6. Please be aware that the chain link fence and netting on sheet C3.1 with detail on sheet 7.10 will need a building permit to be constructed as it is a fence that is in excess of 8 feet tall. 7. Please note that any changes made to the plans that have not been requested by the City of College Station must be explained in your next transmittal letter and "bubbled" on your plans. Reviewed by: Jason Schubert Date: February 28, 2013 ENGINEERING COMMENTS NO. 2 1. On sheet C2.1, the curb ramps refer to sheet C7.4, but should refer to sheet C7.3. 2. 1 would recommend showing existing utilities on these plans to avoid damage during construction. 3. It appears that the proposed parking lot (with 117 spaces) is being constructed over existing sanitary sewer stub outs. If this is the case, I would recommend extending these stub outs for future use, in order to avoid tearing up this parking lot with future construction. 4. Similarly, there is a waterline located in this area shown on the demolition plan with an irrigation meter to be relocated. I would recommend considering the future purpose for this water line and extending or abandoning as needed. 5. On Sheet 2.2, there is an inlet (located near south driveway of 117 space parking lot) which is not shown to connect to the storm sewer system, nor does it have any pipes or elevations labeled. 6. On sheet C4.2, does the existing storm sewer outfall need to be demolished? It appears the existing outfall will be modified to match the proposed pond. 7. 1 also do not see elevation or flow line information on any of the sheets for the east outfall into the pond. 8. Please have the engineer sign and seal the certification in the application regarding Special Flood Hazard Areas. 9.
