I reviewed the above -mentioned PRELIMINARY PLAN application and determined it to be
incomplete. The following is the preliminary list of items needed to complete the submittal so
that staff may conduct a thorough review. Please submit the following information by 10 a.m. on
any Monday for review that week:
Provide an updated address for the owner, BCS Rock Prairie GP, LLC. A
mailing to the provided address of 1700 Research Pkwy #240, College Station,
TX 77845 was returned by the Post Office as not deliverable. Also provide a
fax number and/or email address for the owner.
Provide a signature on the application by an individual authorized to sign on
behalf of BCS Rock Prairie GP. LLC.
The title report provided has an effective date of March 19, 2012. The Nothing
Further Certificate provided with the Phase 13 Final Plat application is for
August 1, 2012 through January 13, 2013. Provide another Nothing Further
Certificate that covers the gap between them (from March -August 2012) or
provide an updated certificate that also includes this time period.
Please be aware that if this application is not completed before Monday, April 22, 2013, it will
expire and a new application and fees will be necessary to continue the platting process.

I reviewed the above -mentioned PRELIMINARY PLAN application and determined it to be
incomplete. The following is the preliminary list of items needed to complete the submittal so
that staff may conduct a thorough review. Please submit the following information by 10 a.m. on

Staff reviewed the above -mentioned Preliminary Plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed. If all
comments have been addressed and the following information submitted by 10:00 a.m.
on any Monday, your project will be placed on the next available Planning and Zoning
Commission meeting in the City Hall Council Chambers, 1101 Texas Avenue.
One (1) 24" x 36" copy of the revised Preliminary Plan, and

1. Is Lot 5/3 buildable?
2. Please ensure that the lot numbers for the Final Plat of Phase 13 match what is shown on
the Preliminary Plan.
3. Please revise the following lot information based on Brazos CAD's data:
a. Lot 9 of Holt Hills Subdivision is two lots shown as Lot 9 (Part of) Holt Hills
Subdivision, 4.38 acres and Lot 9 (Part of) Holt Hills Subdivision, 1 acre.
b. Abutting John & Linda Kemp's property and Phases 9-11 of Great Oaks, the
property is shown to be MJBS Holleman Ltd, 21.475 acres and University
Heights Ph 1, Common Area 4, 2.553 acres.
c. The lot abutting Las Palomas Subdivision (to the south) is shown as Jasper
Construction Ltd, 10.434 acres.
d. The Abbatte tract is shown to be owned by BCS Rock Prairie LP, 122.101 acres.
4. Please update Jones -Butler Road to Holleman Drive South.

ENGINEERING COMMENTS NO. 1
1. It appears that Block 4, Lot 5 in Phase 13 is not a buildable lot due to the topography.
Please revise.
2. There appears to be a text wipeout on the boundary of Phase 1 and Phase 14. The
phase line is not continuous.
3. 3" waterlines are not permitted. Please revise to 4" where it meets the requirements.
4. Please show the waterline through Phase 1.
5. Please show the sidewalk thorough Phase 1A.
6. Please show the access route that was approved with the final plat for Phase 1A. The
20' emergency access way should be shown between Lot 1 and Lot 10.
7. In addition, there was a 10' common area with 5' PUE on each side in the same location
as the 20' emergency access way.
8. Please show 10' PUEs along the rear of all the lots.
9. Please label the street name for the loop in Phase 4.
10. Please show and label additional PUEs where necessary. It appears that some
easements may be needed along the front and sides of the lots. In addition, 16' PUEs
are required on both sides of rural residential sections.
11. Please make sure to label the ROW width of Rock Prairie. Currently, only the ROW for
Sherwood Drive is labeled.
12. Please show the current City Limit line.
13. Please label ROW and pavement width for all proposed or existing streets within the
subdivision.
14. Please update note 5 to reference the latest FIRM.
15. Please remove the question mark from the Hopes Creek label.
16. Typically, acute angles for sanitary sewer lines are not allowed (Phase 2).
17. FYI- The County has requested coordination with the City regarding traffic flow
concerns. We will keep you informed if there is any additional information needed.

SUBJECT: GREAT OAKS (PP) - Preliminary Plan
Staff reviewed the above -mentioned Preliminary Plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by 10:00 a.m. on any Monday, your project
will be placed on the next available Planning and Zoning Commission meeting in the City Hall
Council Chambers, 1101 Texas Avenue.
One (1) 24"x36" copy of the revised final plat;
Thirteen (13) 1 Vx17" copies of the revised final plat
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed, your project will be
pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed
on a future agenda once all the revisions have been made and the appropriate fees paid. Once
your item has been scheduled for the P&Z meeting, the agenda and staff report can be

PLANNING
1. Repeat: Please revise the following lot information based on Brazos CAD's data — abutting
Phase 9 of Great Oaks and north of Las Palomas, the property is shown to be University
Heights Ph 1, Common Area 4, 2.553 acres. Please include this lot accordingly.

ENGINEERING COMMENTS NO. 2
1. It appears that Block 6, Lot 2 in Phase 13 is not a buildable lot due to the topography.
Please revise.
2. Please label the 10' common area and 5' PUEs on each side in Phase 1A.
3. Please show 10' PUEs along the rear of all the lots.
4. Please show and label additional PUEs where necessary. It appears that some easements
may be needed along the front and sides of the lots. In addition, 16' PUEs are required on
both sides of rural residential sections.
5. The City Limit line is not shown correctly on the plan or in the vicinity map.
6. Please label ROW and pavement width for all proposed or existing streets within the
subdivision.
7. Typically, acute angles for sanitary sewer lines are not allowed (Phase 2). Please revise.
8. Why has Block 4 changed to Block 6? 1 would recommend keeping this as Block 4.
9. Block 7 could be Block 5 until the emergency access way to keep it consistent with Block
designation in Phase 1 and 1A.
10. I believe there are 357 lots now. Please update note 2.
11. Does the increased number of lots change your average lot sizes in note 2?

PLANNING
1. Please ensure that the lot numbers for the Final Plat of Phase 13 match what is shown on
the Preliminary Plan.
2. Please revise the following lot information based on Brazos CAD's data:
a. Lot 9 of Holt Hills Subdivision is two lots shown as Lot 9 (Part of) Holt Hills
Subdivision, 4.38 acres and Lot 9 (Part of) Holt Hills Subdivision, 1 acre.
b. Abutting John & Linda Kemp's property and Phases 9-11 of Great Oaks, the
property is shown to be MJBS Holleman Ltd, 21.475 acres and University
Heights Ph 1, Common Area 4, 2.553 acres.
c. The lot abutting Las Palomas Subdivision (to the south) is shown as Jasper
Construction Ltd, 10.434 acres.
d. The Abbatte tract is shown to be owned by BCS Rock Prairie LP, 122.101 acres.
3. Please update Jones -Butler Road to Holleman Drive South.
4. Please show Abbatte Road as it comes from Holleman Drive South and follows the southern
boundary of Great Oaks.
5. Please revise Sherwood Drive to be Road Prairie Road West.
6. Any changes made to the plans which have not been requested by the City of College
Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any
additional changes on these plans that have not been pointed out to the City will constitute a
completely new review.

ENGINEERING COMMENTS NO. 1
1. It appears that Block 4, Lot 5 in Phase 13 is not a buildable lot due to the topography.
Please revise.
2. There appears to be a text wipeout on the boundary of Phase 1 and Phase 14. The phase
line is not continuous.
3. 3" waterlines are not permitted. Please revise to 4" where it meets the requirements.
4. Please show the waterline through Phase 1.
5. Please show the sidewalk thorough Phase 1A.
6. Please show the access route that was approved with the final plat for Phase 1A. The 20'
emergency access way should be shown between Lot 1 and Lot 10.
7. In addition, there was a 10' common area with 5' PUE on each side in the same location as
the 20' emergency access way.
8. Please show 10' PUEs along the rear of all the lots.
9. Please label the street name for the loop in Phase 4.
10. Please show and label additional PUEs where necessary. It appears that some easements
may be needed along the front and sides of the lots. In addition, 16' PUEs are required on
both sides of rural residential sections.
11. Please make sure to label the ROW width of Rock Prairie. Currently, only the ROW for
Sherwood Drive is labeled.
12. Please show the current City Limit line.
13. Please label ROW and pavement width for all proposed or existing streets within the
subdivision.
14. Please update note 5 to reference the latest FIRM.
15. Please remove the question mark from the Hopes Creek label.

17. FYI- The County has requested coordination with the City regarding traffic flow concerns.

I reviewed the above -mentioned PRELIMINARY PLAN application and determined it to be
incomplete. The following is the preliminary list of items needed to complete the submittal so
that staff may conduct a thorough review. Please submit the following information by 10 a.m. on
any Monday for review that week:
Provide an updated address for the owner, BCS Rock Prairie GP, LLC. A
mailing to the provided address of 1700 Research Pkwy #240, College Station,
TX 77845 was returned by the Post Office as not deliverable. Also provide a
fax number and/or email address for the owner.
Provide a signature on the application by an individual authorized to sign on
behalf of BCS Rock Prairie GP, LLC.
The title report provided has an effective date of March 19, 2012. The Nothing
Further Certificate provided with the Phase 13 Final Plat application is for
August 1, 2012 through January 13, 2013. Provide another Nothing Further
Certificate that covers the gap between them (from March -August 2012) or
provide an updated certificate that also includes this time period.
Please be aware that if this application is not completed before Monday, April 22, 2013, it will
expire and a new application and fees will be necessary to continue the platting process.
