The proposed Phases 7C & 7D that are under review is the same area as Phase 7C in the 1998 preliminary. I've attached the documents and also a copy of the Warranty Deed that dedicated the parkland in 1988. I'm not sure if we had all this information when previous discussions with the developer were held. As you will see, Pebble Creek Pkwy was required to be built with Phase 7C which never developed (until now). As phases along Pebble Creek Pkwy developed, they designated 100 feet of the property that was dedicated as Pebble Creek ROW and the remaining -65 feet as parkland (see example in attached Ph 46). From the Warranty Deed, I don't believe there is a need for additional parkland to be dedicated as the 65-foot area can accommodate a pedestrian walkway and this seems to be how it was done with previous phases. I think we should revise the comment we make but with this information it is clear to me that Pebble Creek Pkwy is required with this project. Let's discuss as needed. There is not enough information on this plan to constitute a full review. Please see article 3.3 of the LIDO for a full list of submittal requirements. Please note that there are concerns regarding the overall access to this phase and adjacent phases. The City is expecting the developer to construct the extension of Pebble Creek Parkway with this phase which may also require new Parkland Dedication. Also, the initial phase will be required to connect Royal Adelade Loop to St. Andrews Drive in order to provide adequate access to Phase 7 which contains over 100 lots and only one external street connection.
