The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by any Monday at 10:00 a.m. for further staff review and to be scheduled for the next available Design Review Board (DRB) meeting. There is no side setback requirement in the Wolf Pen Creek District and rear setbacks are 15-feet. 2. Label the newly dedicated right-of-way (ROW) line on the site plan so it is not confused with the previous 80-foot ROW. 3. It appears there is an extra parking space that was not counted (located between labeled spaces 57 and 58). Label and count this space in parking calculations to receive credit. 4. Provide a detail of the covered parking area. 5. Provide a detail of the temporary curbing noted on the site plan. 6. Provide a detail and/or specs of the screening fence to be used for mechanical equipment. 7. Remove the note on the Landscape Plan stating eight yard dumpsters will be utilized. 8. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. Reviewed by: Teresa Rogers Date: February 11, 2013 SIGN 1. Remove the building sign elevation and section details from the Landscape Plan. Signs are permitted separately from the Landscape Plan and DRB Application. The 1 1x1 7 copies provided with the application submittal will be adequate for DRB to review the proposed sign. 2. Signs are required to be setback from the ROW a minimum of 10-feet. Revise the sign location for the landscape plan and site plan. 3. Specify the material and paint colors for the proposed sign on the 11 x1 7 sign drawings. Reviewed by: Teresa Rogers Date: February 11, 2013 LANDSCAPING/STREETSCAPING/BUFFER 1. The landscape plan shows plants blocking the proposed sidewalk connection. The plants or the sidewalk will need to be relocated. 2. Proposed canopy trees and plants that are currently located in the ROW will need to be relocated outside of the ROW dedicated as part of the Final Plat. 3. As stated previously in the Sign Section, remove the building sign elevation and section details from the Landscape Plan. Signs are permitted separately from the Landscape Plan and DRB Application. The 1 1x1 7 copies provided with the application submittal will be adequate for DRB to review the proposed sign. Reviewed by: Teresa Rogers Date: February 11, 2013 ENGINEERING COMMENTS NO. 2 1. (Repeat) SP — Please clearly show and label the right-of-way. Please show and label the new ROW line. 2. (Repeat) Please provide a water and sanitary sewer demand table. Please provide calculations to support the listed water demands. 3. (Repeat) All private water, sanitary sewer, and electrical services need to be removed from easements. Mechanical equipment needs to be removed as well. 4. (Repeat) Please consolidate water service connections to the public waterline. At each connection, please label the tee, line, and meters sizes. 5. (Repeat) Please show and label the fire lines for each building and the isolation valves. The isolation valve for Building #1 needs to be at the edge of the ROW line. 6. (Repeat) Please submit an Erosion Control Plan, Engineer's Estimate, Fire Flow Letter, Letter of Acknowledgement, and TCEQ Site Notification. Since there is a new proposed fire hydrant, the engineer's cost estimate and fire flow letter need to be updated. TCEQ site notice will still be needed prior to signing the permit. 7. (Repeat) Please add a note regarding required fire lane striping and signage. This note should be more specific to specify words, letter height, etc. per the Site Design Standards. 8. (Repeat) Provide comments/approval from the gas company regarding proposed construction in and around their 50-ft easement. Per Atmos, flat work and parking are the only things allowed in the easement so private waterlines will need to be removed. Also, please add note per Atmos' request. 9. (Repeat) Please provide an electrical layout per CSU. 10. (Repeat) The temporary fire turnaround is required to have a minimum of 96-ft diameter and have a 6-inch limestone base with one -course seal coat. Additionally, it must be gated and signed for emergency use only. Please note on plans. The fire turnaround needs to be shown with a 96-ft diameter. 11.(Repeat) A temporary fire turnaround easement will be needed for the offsite fire turnaround. This dedication application needs to be submitted prior to site plan approval and dedicated prior to issuance of the development permit. 12. (Repeat) This property is in an area of the Wolf Pen Creek Drainage Basin where detention is required. Please revise plans and report to accommodate this requirement. 13. Revise the applicant/owner/developer in the title block. 2. Revise the lot numbers in the title block. Currently the site plan lists Lots 1-4 but this phase appears to only include improvements on lots 1 and 2. 3. Label each phase on the site plan and provide phase lines. 4. Label the density units per acre. 5. Label the building setback lines and provide a note stating a setback variance of eight feet was granted for the front setback. This reduces the required front setback to seven feet. 6. Remove the right-of-way (ROW) line from the sides and back of the lots. Based on the legend, it appears the ROW line is shown surrounding the entire property. 7. Depict, label, and provide the volume and page number (894/654) for the 10-foot electrical easement located in the ROW dedication area at Dartmouth Street. 8. Please note that Parkland Dedication Fees will be due at the time of building permit at a rate of $1,636.00 per unit. The sum will be $53,988.00 for the development of 33 units. 9. Provide a driveway ending in a temporary curb for the portion of cross access easement connecting Lot 1 and the Organized Capital Inc. property to the south. The cross access easement was dedicated with the Final Plat. 10. The driveway currently does not meet minimum throat depth requirement of 55-feet for a minor arterial street. The first point of conflict (parking spaces) will need to be moved back on the site in order to meet this requirement. 11. Will there be covered parking on the site? If so, covered parking should be depicted and labeled. In addition, provide a detail for covered parking, noting the materials to be used. Please note covered parking may not be located within easements. 12. It appears a curb was drawn across the access to the ADA ramp. 12. Additional interior island square footage is necessary to meet minimum requirements. Currently, there are 45 interior spaces shown on the site plan which should be used to calculate interior island square footage. Please also note this requirement for future phases. 13. Please clarify the type of solid waste collection that will be used on -site. The dumpster pads appear to be designed for 300-gallon containers, but the Landscape Plan calls for eight yard dumpsters. There is not adequate space for sanitation trucks to access the eight yard dumpsters at the current locations. If instead the property will be using 300-gallon containers please remove the dumpster note from the Landscape Plan. 14. Provide a general note on the site plan that states the following: Exterior building and site lighting will meet the standards of Section 7.10 of the Unified Development Ordinance. The light source shall not project below an opaque housing and no fixture shall directly project light horizontally. Fixtures will be mounted in such a manner that the projected cone of light does not cross any property line. 15. Depict where the mechanical equipment will be located and how it will be screened. Please note that it must be screened from public view with materials harmonious with the building, or located so it is not visible from any public way. 16. Provide a general note on the site plan that all roof and ground -mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 17. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. The 10-ft PUE adjacent to the southeast side of the tract will need to be filed prior to issuance of the LOC or CO. 8. Please consolidate water service connections to the public waterline. 9. Please show and label the fire lines for each building and the isolation valves. 10. Please add note on the plans that the fire suppression line shall have a lockable lid on the isolation valve. The lockable lid shall supply the same protection as the AMP or USA, LL562 Locking Lid at a minimum. An alternate lockable lid shall be approved by College Station Utilities Director or his designee. 11. Please submit an Erosion Control Plan, Engineer's Estimate, Fire Flow Letter, Letter of Acknowledgement, and TCEQ Site Notification. 12. FYI ... The public water line, which was approved with the final plat, will require a Letter of Completion prior to issuance of any CO. 13. Please consolidate the private sanitary sewer services to a single line for each building and connect at a manhole. 14. All FDCs are required to be within 100-ft of a fire hydrant. An additional fire hydrant may need to be installed to accomplish this. 15. Note #12 should include the FIRM panel information, as well. 16. Please add a note regarding required fire lane striping and signage. 17. Provide comments/approval from the gas company regarding proposed construction in and around their 50-ft easement. 18. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version of plat and / or site plan as soon as it is available. Email to:, ehorton(cD-cstx.gov , 2. LOAD DATA: The developer will provide load data to CSU as soon as it is available. This information is critical for CSU to accurately determine the size and number of transformers, and other equipment, required to provide service to the project. Failure to provide load data will result in construction delays and, due to clearance requirements, could affect the final building footprint. Delivery time for transformers and other equipment not in stock is approximate 26 weeks. 3. EASEMENTS: Developer provides temporary blanket easement for construction purposes and upon completion of project must provide descriptive easements for electric infrastructure as designed by CSU. 4. EASEMENTS: All easements on site are existing. Electric facilities will be designed within existing easements. 5. EASEMENTS: Developer provides descriptive easements for electric infrastructure as designed by CSU, as shown on plat or site plan. 6. If easements are existing, the developer will be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. GENERAL ELECTRICAL COMMENTS Developer installs conduit per CSU specs and design. CSU will provide drawings for electrical installation. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 6. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other device, per CSU specs and design. 7. Developer installs pull boxes and secondary pedestals per CSU specs and design, Pull boxes and secondary pedestals provided by CSU. 8. Final site plan must show all proposed electrical facilities necessary to provide electrical service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing as designed by CSU. 9. Revise the property sidewalk connection to the sidewalk located along Dartmouth Street to match the design of the Site Plan. 2. Revise the parking calculations to match the calculations given on the Site Plan. 3. Show the drive aisle and curbs for the cross access easement located adjacent to the sign. This easement should not be shown as a dashed line, as it will be an actual drive aisle built with at construction. 4. Remove the dumpster note at the bottom of the General Site Notes, as this development will not be using 8 yard dumpsters. 5. Revise the plant point totals in the Landscape Legend. The values given add up to 2,940 points but the Total Points Provided states 2,980. Please not the minimum requirement for this site is 2,970. 6. Revise the interior island that contains the mailboxes. The Site Plan has been revised to increase the size of this island to 27-feet from the previously listed 18-feet. 7. In addition to Comment #6, revise the number of parking spaces that have been provided since the increased interior island size required the removal of 3 parking spaces. A 1" water meter is required for demands between 15-25 gpm. Please revise. 2. (Repeat) Since there is a new proposed fire hydrant, the engineer's cost estimate and fire flow letter need to be updated. TCEQ site notice will still be needed prior to signing the permit. Please submit a revised fire flow letter. 3. (Repeat) This note should be more specific to specify words, letter height, etc. per the Site Design Standards.
