7. Plan & Specification Compliance:
Design and construction of these improvements are in accordance with the Bryan/College
Station Unified Water & Sewer Specifications, Design Guidelines Manual, and Chapter
217 of the TCEQ Rules & Regulations. This sanitary sewer improvement project will be
constructed with the City of College Station performing a technical review.
The plans and specifications which describe the project identified in this letter are in
substantial compliance with all the requirements of Chapter 217.
8. Variances:
Variance required due to velocity in the forcemain being less than 3.0 ft/s (two pump
operations). This is an interim phase and adequate pumping velocity will be achieved in
Phase Two and Phase Three (final phase). All pumping velocities illustrated in the
following Table.

9. Project Scope:
The above referenced project will install the following Creek Meadow Lift Station
(CMLS) expansion improvements within the CCN of the City of College Station (CoCS):
❖ Phase One: Extension of 12" Gravity Sewer Trunk Line and 8" Force Main within
the Castlegate 2 subdivision (to accommodate new pump discharge point) +
impeller changes for the CMLS existing pumps. New pumping capacity increased
to 405 gpm;
❖ Phase Two: Upgrade pumps and controls for the CMLS. New pumping capacity
increased to 505 gpm;
❖ Phase Three: Addition of 8" forcemain (parallel to existing 6" forcemain), from
CMLS to terminus of Phase One forcemain improvements + reconnection of

We have received the project summary transmittal letter dated October,1, 2013.
The rules which regulate the design, installation and testing of domestic wastewater projects are
found in 3o TAC, Chapter 217, of the Texas Commission on Environmental Quality (TCEQ) rules
titled, Design Criteria for Wastewater Svstems.
Section 217.6(d), relating to case -by -case reviews, states in part that upon submittal of a
summary transmittal letter; the executive director may approve. of the project without reviewing
a complete -set of plans'and specifications.
Under the authority of §217.6(e) a technical reAew of complete plans. and specifications is not
required..H.owever- the project proposed in the summary transmittal letter is
approved for construction.. Please note, that this conditional approval does not
relieve the applicant of any responsibilities to obtain all other necessary permits
or authorizations, such as wastewater treatment permit or other authorization as
required by Chapter. 26 of the Texas Water Code. Below are provisions of the Chapter
217 regulations, which must be met as a condition of approval. These .items are provided as a
reminder. If you have already met these requirements, please disregard this additional notice.
You must keep certain materials on file for the life of the project and provide them to TCEQ
upon request. These materials include an engineering report, test results, a summary
transmittal letter, and the final version of the project plans and specifications. These
materials shall be prepared and sealed by a Professional Engineer licensed in the State of
Texas and must show substantial compliance with Chapter 217. All plans and specifications
must conform to any waste discharge requirements authorized in a permit by the TCEQ.

This approval does not mean that future projev4b wW be approved widemn a complete plans and
