Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:

Memo providing written responses to all of staff's comments (identify the specific
page that each comment was addressed on or the reason for not addressing the
comment);
Two (2) complete sets of site civil construction documents for the proposed

PLANNING
1. Revise the site plan to include all buildings and improvements associated with Phase 1.
Please note that the full review from all reviewing entities will occur once the complete plan
is provided.
2. If Garage 3 and the public way stub to the Texas A&M System property are being relocated,
submit the Concept Plan Minor Amendment application for staff's consideration. These
changes will need to be approved by staff before site plan can be approved.
3. Provide building elevations for all proposed buildings via the submission of a Northgate
Building Review application. As required in the PDD zoning ordinance, all buildings are to
meet Unified Development Ordinance (UDO) Section 5.6.B.4 Building Design Standards.
4. Revise Vicinity Map to include smoke shop property.

1. Provide a landscape plan meeting the standards LIDO Section 5.6.B.9 Landscape and
Streetscape Standards, as amended through the PDD zoning ordinance.
2. Provide the following notes on the landscape plan:
• Provide a general note that 100% coverage of groundcover, decorative paving,
decorative rock (not loose), or a perennial grass is required in parking lot islands,
swales and drainage areas, the parking lot setback, rights -of -way, and adjacent
property disturbed during construction.
• Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
• All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.

ENGINEERING COMMENTS NO. 1
1. Site Plan Notes #9-10, with the minimum, average, and maximum water and sanitary sewer
demands, need to be updated.
2. Please remove private storm sewer from future right-of-way.
3. Please clearly label all proposed utility and access easements.
4. Since the building layout has changed, please update the water and sewer demands in from
the previously submitted water & sewer reports (if necessary).
5. Please submit a drainage report.
6. Label the size, material, and slope (if applicable) of all private water, sanitary, and storm
sewer infrastructure.
7. Please show and label the isolation valves and add our standard isolation valve note.
8. Please provide a grading and erosion control plan.
9. Please provide a detail for the retaining wall and handrail. FYI... Retaining walls higher than
24" will require a building permit.
10.Is the swale shown on the adjacent property existing or proposed? Please provide
additional information (i.e. flowlines, lining, etc.).
11. Please submit an NOI.
12. Please submit a TxDOT driveway permit application.

PLANNING
1. Site plan approval will be conditioned on the property being platted/replatted before any
Certificates of Occupancy or Completion are issued for the buildings. What is the expected
time frame to submit the plat application?
2. Public Utility Easements and Public Access Easements are required for the public ways and
the sidewalks on Texas Avenue and University Drive. These may be dedicated via plat.
3. Please note that the proposed right-of-way dedications are to be treated as existing right-of-
way for review purposes.
4. Submit a complete Northgate Building Review application for review of the building fagades.
5. Parkland dedication in the amount of $1,646 per multi -family unit will be due with issuance
of building permits that include the residential units. Preliminary discussions have occurred
regarding obtaining parkland credit for previous units on the property. This is possible
though none of the former fourplex units are located in the Phase 1 area and documentation
has not been found regarding the former University Tower dorm paying parkland dedication.
6. Include the construction of the public way on the former Meadowland Street in the site plan
sheets.
7. Provide the following information on the site plan:
a. Total number of units and beds and subtotals for each building;
b. Total amount of gross square feet of retail and subtotal for each building;
c. Delineate the retail areas within building footprints;
d. Amount of parking provided and calculations for amount required;
e. Legend for line types;
f. Revise Site Plan Note 5 to state Ordinance #2012-3400 and add Ordinance #2012-
3417 (smoke shop rezoning) and that Concept Plan was amended administratively in
July 2012 as provided in City project #12-140;
g. Revise Site Plan Note 12 to state that mitigation is required and proposed as per the
traffic impact analysis submitted with the rezoning; and
h. Curb detail.
Show the following items on the site plan:
a. Show improvements within University Drive (closing Meadowland median break, dual
left turn lanes) and Texas Avenue right-of-way (extend center median to north);
b. Public access easements to cover public ways and public sidewalks;
c. The opening in the wall by clubhouse for pedestrians exiting Garage 1 to the south;
d. Depict dog park area, sidewalk, and fencing, shown on landscape plan for that area;
e. Fence around pool amenity area;
f. Delineate outdoor seating areas;
g. Radius of the centerline of 90-degree public way curve;
h. Location of light poles as provided on electrical plans; and
i. Additional bike racks shown on landscape plan, provide bike rack and pad details.
The following comments are on behalf of Raymond Olsen, Deputy Fire Marshall:
a. Provide fire lane pull of on University Drive by Building 3.
b. For fire coverage of the back of Building 1 and Garage 1, obtain a fire lane easement
from Hampton Inn property.
c. Stripe the driveway from the public way along the former Meadowland Street to
Garage 1 as fire lane to 100 feet in length from the public way.
d. Reduce the fire lane length of the public way stub to the Texas A&M System property
so that it is no more than 100 feet in length from the former Meadowland Street.
10. Extend the public way stub to Texas A&M System property to the property line and include
temporary curbing with detail in the plans.
11. There is slight bend in the curb of the public way between the pool and 90-degree curve.
Please straighten this portion of the public and realign sidewalk.
12. Show sight triangles looking left out of the public way intersections with Texas Avenue and
University Drive. Please revise where improvements or plantings conflict with driver visibility.
There is also concern regarding visibility through the site at the public way intersections.
13. Show proposed traffic control proposed on the site such as stop signs, stop bars, etc.
14. Sidewalk -related comments:
a. The landscape plan shows that the sidewalks along Texas Avenue go up to back of
the proposed curb while the site plan does not. Please reconcile.
b. Provide sidewalk ramps across public way stub to Texas A&M System property for the
sidewalks that connect the garages to University Drive. Also, stub that sidewalk up to
the Phase 2 limits.
c. Provide a minimum 8-foot sidewalk on each side of the public way stub to Texas A&M
System property.
d. Provide sidewalk ramps across rear Garage 1 driveway to connect the pool area to the
Hampton Inn property along the former Meadowland Street.
e. Show the sidewalk ramp switchback along Texas Avenue by the Hampton Inn property
as depicted on the landscape plan and continue sidewalk to common property line with
Hampton Inn.
f. Provide sidewalks around pool amenity area to Building 1 and public way.
g. As shown in the garage building plan, show rear egress ramp out of the back of
Garage 1 and provide sidewalk to Texas Avenue.
h. Provide minimum 12-foot sidewalks along Texas Avenue and University Drive.
i. The sidewalk ramps across the public way that intersects Texas Avenue are too
recessed from Texas Avenue to safely serve as the crosswalk ramps for Texas
Avenue pedestrians. Please revise.
j. The sidewalk connection to University Drive at southwestern corner of property should
be redesigned to better accommodate bicycle movements from the garages and not
need two separate sidewalks.
k. The sidewalk ramp at University Drive and Texas Avenue is diagonal ramp which are
not permitted. In addition, illustrate how the proposed ramp will tie into the crosswalk to
get to the opposite side of the street.
15. Provide an explanation on how sanitation services will serve the property in a fashion that is
acceptable to the Sanitation division. Contact Wally Urrutia to discuss 979-764-3841.
16. The landscape plan shows string lights across the public way between Buildings 2 & 3.
These will be located above a public utility easement. At what height above the pavement
are these lights expected to be located?
17. The landscape plan shows plantings adjacent to the electric transformer and switch gear.
The electrical facilities will need to be screened though clearances will need to be provided
around them. We should discuss further.
18. The landscape plan shows a low voltage transformer and plantings on the opposite side of
the wall are blocking the pedestrian sidewalk exit from Garage 1.
19. Additional comments regarding the landscape plan provided in the residential building plans
will be forthcoming.
20. Please note that any changes made to the plans that have not been requested by the City
of College Station must be explained in your next transmittal letter and "bubbled" on your
plans.

ENGINEERING COMMENTS NO. 1
1. Please provide verification the all infrastructure associated with the old gas station were
properly removed and disposed of.
2. Per Fire, the curb of the decel lane and pull-out on University Dr. will need to be marked as
fire lane to serve portions of Building 2 and 3 that are not accessible from public ways.
3. Please provide water/fire flow and sanitary sewer letters verifying that the proposed
development is in compliance with the master reports.
4. Please provide a drainage report.
5. Please provide plans for traffic control, pavement, street lighting and associated
infrastructure/conduit, pavement striping, and signage.
6. Please submit Private Improvement in Public Right -of -Way (PIP) application for private
improvements proposed within the public right-of-way.
7. Street lights, landscaping, irrigation, and any other private improvements proposed to be
within the TxDOT ROW need to be included in the TxDOT permit plan submittal.
8. Please label and provide a detail for the end -of -road barricade.
9. Please show where the construction staging area will be located.
10. Provide details for the proposed retaining walls and landscape walls. FYI... Retaining walls
24-inches and higher will require building permits.
11. C1.02/1.03 - Please label isolation valves and add note on the plans that the fire
suppression line shall have a lockable lid on the isolation valve. The lockable lid shall
supply the same protection as the AMP or USA, LL562 Locking Lid at a minimum. An
alternate lockable lid shall be approved by College Station Utilities Director or his designee.
12. C1.02/1.03 - Label private water, sanitary sewer, and storm sewer lines with size, material,
and slope (if necessary).
13. C1.02/1.03 - It appears that the buildings are encroaching into the PUEs where the meters
are located. Please adjust meter and PUE locations to avoid the encroachment. FYI... Per
Water Dept., meters should be at least 5-ft away from buildings.
14. C1.02/1.03 - All transformers should be located within PUEs. Please revise.
15. C1.02/1.03 - Provide a detail including flowlines for each storm sewer tie-in.
16. C1.02/1.03 - Please clearly label all storm sewer inlets and pipes as public or private.
17. C1.02 - Please move the proposed curb inlet on University Dr. outside of the curb return.
18. C1.02/1.03 - If any storm sewer is public, plan and profile drawings need to be provided.
19. C1.02/1.03 - Please label the proposed access easements.
20. C1.02/1.03 - Please add a note regarding maintaining access at all times to former
Meadowland Street for existing businesses and residents.
21. C1.02/1.03 - Please label all private storm sewer inlet and pipe flowlines.
22. C1.02/1.03 - Since there are proposed point discharges and associated pipes on A&M
property, permission will need to be granted by the University.
23. C1.02/1.03 - How will utilities along the back side of Building 1 and 3 be maintained long-
term?
24. C1.02/1.03 - Could roof drains proposed to discharge onto A&M property be combined and
discharged into the existing pipe?
25. C1.02/1.03 - Please add a note regarding stormwater management and construction
sequencing.
26. C1.02/1.03 - Clearly label the limits of disturbance.
27. C1.02/1.03 - Please label the FDCs to indicate what building they serve.
28. C1.03 - The ROW dedication at the intersection of Texas and University needs to have a 25-
ft radius.
29. C1.03 - Please move the irrigation meter along University Dr. next to Building 3 closer to the
building.
30. C1.02/1.03 - Please remove private storm sewer from the ROW/PUEs.
31. C1.02/1.03 - Is the 30-inch storm pipe along University sized to handle the existing flows in
the parallel 18-inch storm? If so, could the existing storm inlet be tied into the 30-inch and
the 18-inch pipe abandoned?
32. C1.02/1.03 - Please verify that private sanitary sewer services will not be deeper than 3.5-ft
deep.
33. C1.02 - The existing fire hydrant on University Dr. should be moved farther to the west to
better serve the southwestern side of Building 3 in the fire lane pull off area.
34. C1.03 - The FDC for Garage #1 needs to be remoted out to the fire lane.
35. C1.02/1.03 - Please add a note or table with the each building size, material type, and fire
flow requirement.
36. C1.02/1.03 - Please label all water meter sizes.
37. C1.02/1.03 - Add a note or table with the maximum water demands per building so that
meter sizes can be verified.
38. C1.02/1.03 - Please provide single meters with vaults for the residential buildings rather than
multiple meters.
39. C2.01/2.02 - Please verify that all contours are clearly labeled.
40. C2.01/2.02 - It appears that the maximum 6% slope along the fire lane is being exceeded in
a couple of locations. Please revise.
41. C2.01/2.02 - Retaining walls and landscape walls need to be clearly labeled with several
spot elevations for the top and bottom of the walls.
42. C2.01/2.02 - Please provide additional cross -sections for the retaining walls.
43. C2.01/2.02 - Please provide plan and profile drawings for the turn lanes, decel lanes, and
median improvements. These will also need to be included in the TxDOT permit plan
submittal.
44. C2.01 - Please verify that TC elevation along University Dr. correspond to the contours and
Section BB profile.
45. C2.01/2.02 - Please provide a detail for the 5% ramp.
46. C2.01/2.02 - Provide a typical cross-section detail for the public way.
47. C2.02 - Where is Section JJ located?
48. C2.02 - Please provide additional cross -sections for Building 2 along Texas Ave. &
University Dr.
49. C2.02 - The finished floor elevation for Garage #1 is different from that labeled on the cross -
sections.
50. C2.01/2.02 - No retaining walls are permitted within PUEs. Please revise.
51. C2.01/2.02 - The maximum permissible grade is 4:1 in PUEs and 3:1 outside of PUEs.
Please revise grading in areas where these limits are being exceeded.
52. FYI ... All PAEs and PUEs must be dedicated prior to issuance of any CO.
53. FYI ... TxDOT permits need to be approved prior to any work in TxDOT Right -of -Way.
54. FYI... Plans for stamping will need to be signed and sealed by the engineer.
55. FYI... Public infrastructure supporting development will need to be accepted prior to CO.
56. There should be a general note dictating construction hours since this project is adjacent to
a hotel.

TRANSPORTATION
1. The following comments relate to the TxDOT driveway permit application:
a. The partial site plan sheets do not match the overall site plan sheet.
b. Please dimension the driveway throat length at driveway accessing University Dr.
c. The Texas Ave median should be extended north pass the proposed driveway
entrance.
d. Please dimension taper and storage length for both right turn and left turn bays.
e. No detail is illustrated for the left turn bay on University Dr.
f. Please provide information on the closure of the median opening at the existing
Meadowland St. access location and details on the closure of Meadowland St to
University Dr.
TxDOT comments will be further coordinated to reflect City of College Station transportation
comments.

PLANNING
1. Remove the proposed driveways along the public way of the former Meadowland Street that
are for Phase 2 development (future Garage 4 and parking area for units on Hensel Street).
2. Provide a sidewalk and ramps along the public way for the sanitation yard area on North
Park Section II Lot 5.
3. Widen the rear driveway and drive aisle to Garage 1 from the Meadowland public way to
serve as a 26-foot wide aerial fire lane.
4. The crosswalk at the internal intersection of the public ways coming from Texas Avenue and
University Drive needs to be relocated in front of the stop sign and stop bar.
5. As per the PDD zoning, provide a bus stop shelter and connecting sidewalks along
University Drive between the driveway and the fire lane pull off area.
6. Revise the site plan and landscape plan to provide the ramp out of the north side of Garage
1 as shown on the building plans. The ramp serves as a second egress from Garage 1 and
needs to be ADA accessible. Also, it needs to ramp down to the west as a ramp to the east
conflicts with the landing and stairs coming out of Building 1.
7. On Sheet L6.14, there appears to be a column in the middle of the bicycle and pedestrian
path between Building 3 and the switchgear at the southwest corner of this site. Please
revise so there is at least an 8-foot wide unobstructed path.
8. On the site plan and Sheet C6.01, show the public ways as public access easements.
9. Provide a public access easement for the public way stub to the Texas A&M University
System property.
10. Revise the sight triangle depicted for the public way to University Drive so that it is located
behind the stop bar as done on Texas Avenue.
11.On the site plan and landscape plan, the concrete seating cubes along University Drive
appear to be located in middle of mulch areas. Revise them to be in a paved surface area
like the bike racks and as per the seating cube detail on Sheet L12.14.
12. Where more than 6-inches of untreated concrete is exposed, it need to be screened,
treated, or covered. On Sheet C2.06, Section D-D appears to show where the building
foundation is exposed for more than 6-inches. Revise this and other similar areas.
13.On Sheet C1.01, ghost -in or remove the improvements proposed in the Phase 2 area as
these are not being reviewed or approved with Phase 1.
14. Provide labels for the 653 sq ft outdoor seating areas on Sheet C1.02 and C1.03, in addition
to the labels on Sheet C1.01.
15. Revise the property lines to include the remaining portion of Meadowland Street that was
abandoned earlier this year.
16. Label the CMU wall proposed around the north and west part of the pool area.
17. The measurement for the depth of a parking space is perpendicular to the drive aisle.
Measures the handicap spaces by Garage 3 in this manner. Being 45 degree parking
spaces, they are to be at least 21.1 feet deep.
18. Revise Site Plan Note 2 on Sheet C1.02 to include North Park Section II Lot 5 in the
description.
19. On Sheet C1.02, revise General Construction Note 18 to refer to the lighting standards as
Section 7.11 of the Unified Development Ordinance.
20. Provide a note that the sidewalk adjacent to Phase 2 buildings along the former
Meadowland Street public way will be constructed with Phase 2.
21. Provide a note on the site plan that the property will needed to be replatted before
Certificates of Occupancy (COs) are issued.
Please note that any changes made to the plans that have not been requested by the City of College
Station, must be explained in your next transmittal letter and "bubbled" on your plans.
22. Please note that as the replat of the property will likely occur after site plan approval so the
development permit will receive conditional approval stating that the public access
easements for the public ways and Tx DOT sidewalks will need to be dedicated. The public
utilities are already covered with a temporary blanket PUE.
23. Please note that the transformers provided for Phase 2 will need to be located further back
from the public way along the former Meadowland Street to allow landscaping to be installed
as screening in front of them and the necessary clearances still achieved.
24. Please note that the Northgate Building Review (architecture review) for this project will
need to be approved concurrently with site plan. Staff has not received a separate response
and revisions to the August 13'h staff comments.
25. As discussed at our November 15'h meeting/conference call, the question about the amount
of or possible credit for parkland dedication fees is still being researched.
Landscaping
26. Revise the landscape plan in accordance with the phone conversation held with Daniel
Erlandson and City staff on October 22"'. This relates to landscaping and screening around
the electric transformers and switch gear on the site.
27. Provide trees in grates at back of curb along the public way stub to Texas A&M University
System property, along the parallel parking spaces by pool, and along the public way
between Buildings 1 & 2.
28. All trees along the public ways, University Drive, and Texas Avenue are to be located in tree
wells with grate or a raised tree well/planter.
29. Trees along University Drive are to be at least four -inches in caliper with trees in other areas
along Texas Avenue and the public ways being at least three -inches in caliper.
30. Provide landscaping for the sanitation yard lot. This includes screening shrubs around the
9.5-foot tall wall and a streetscape tree out by the former Meadowland Street.
31. There are several plantings that are in mulched areas along Texas Avenue. Verify or make
provision such that the mulch and the selected plant species will not migrate into the street.
32. It appears that trees are proposed in front of several of stop signs. Revise the landscaping
to not interfere with adequate visibility to these signs.
33. Provide a note on the landscape plan that the string lights over the public way will not hang
lower than 25 feet above ground and as per the Fire Marshall the lights must be low voltage.
Respond to verify it meets this description and how the strings will be attached/anchored.
34. Detail 6 on Sheet L13.14 depicts the proposed handrail on top of the retaining walls. It
appears that some of the grade changes are 30-inches or greater so the handrail shown is
not sufficient to meet guardrail requirements in those areas.
35. Depict the future property line that will exist once the right-of-way dedications occur.
36. Revise the landscape plans to remove the pull off area on Texas Avenue north of the
driveway as it is no longer provided.
37. It appears that the band of Brick Red "02" on the public way near Texas Avenue has not
been revised to match the new location of the crosswalk.
38. Revise the sidewalks along the public way stub to the Texas A&M System property to be
consistent with the sidewalk shown on the site plan. Also, on Sheet L6.14 some of the
proposed sidewalk is located within the hatched Phase 2 area.
39. On Sheet L5.14, some labels and arrows are not correctly labeled or pointing.
40. Provide planting details for the tree wells/grates and planting beds.
41. Please note that many details in landscape plan reflect items such as the pool and other
structures that require building permits and are not being approved with these plans.

4. (Repeat) Please submit Private Improvement in Public Right -of -Way (PIP) application for
private improvements proposed within the public right-of-way.
5. (Repeat) Street lights, landscaping, irrigation, and any other private improvements proposed
to be within the TxDOT ROW need to be included in the TxDOT permit plan submittal.
6. (Repeat) Provide more specific details for the proposed retaining walls and landscape walls
including material or block being used. FYI... Retaining walls 24-inches and higher will

The isolation valves should be at the edge of the PUE unless there is an obstruction.
8. (Repeat) C1.02/1.03 - It appears that the buildings are encroaching into the PUEs where the
meters are located. Please adjust meter and PUE locations to avoid the encroachment.
FYI... Per Water Dept., meters should be at least 5-ft away from buildings. On sheet L6.14,
please verify that the "Fabric Shade Structure" is not over the PUE.
9. (Repeat) C1.02/1.03 - Since there are proposed point discharges and associated pipes on
A&M property, permission will need to be granted by the University System.
10. (Repeat) C1.03 - Please move the irrigation meter along University Dr. next to Building 3
closer to the building. The irrigation meter will need to be within the right-of-way or in an
easement. The meter can be moved to the other side of the proposed right-of-way line.
11. (Repeat) C1.02/1.03 - Is the 30-inch storm pipe along University sized to handle the existing
flows in the parallel 18-inch storm? If so, could the existing storm inlet be tied into the 30-
inch and the 18-inch pipe abandoned? The City does not want to maintain the dual storm
sewer pipes within the right-of-way. The proposed 30-inch storm should be removed from
the right-of-way and privately maintained. Also, the downstream capacity of the 30-inch
pipe needs to be analyzed to verify that the system capacity is not being exceeded. The
downstream system may need additional improvements.
12. (Repeat) C1.02/1.03 - Please verify that private sanitary sewer services will not be deeper
than 3.5-ft deep. l verified with the Water Dept that the ends of the sewer services need to
be no deeper than 3.5-ft.
13. (Repeat) C1.02 - The existing fire hydrant on University Dr. should be moved farther to the
west to better serve the southwestern side of Building 3 in the fire lane pull off area. Fire
has indicated that they will need this fire hydrant relocated to the "fire lane" area. The
current location is not accessible as fire lane.
14. (Repeat) C1.02/1.03 - Add a note or table with the maximum water demands per building so
that meter sizes can be verified.
15. (Repeat) C2.01/2.02 - Please provide plan and profile drawings for the turn lanes, decel
lanes, and median improvements. These will also need to be included in the TxDOT permit

PLANNING
1. Include the sidewalk ramps at the intersection of Hensel Street and the Meadowland public
way in Phase 1.
2. Provide a crosswalk treatment at the end of the public way stub to the Texas A&M property
in the same manner as other crosswalks in the development. Also, widen the ramps for the
crosswalk to better serve bicycle traffic.
3. The access and utility easements along the former Meadowland Street are not as currently
illustrated on the site plan or Sheet C6.01. Where the property is owned by the
development, provide access and utility easements. Where the property is unclaimed or
owned by another party, provide the volume and page of the abandonment document(s) for
the access and utility easements that were retained with the abandonment(s).
4. The transformer in the sanitation yard is not fully located within an existing PUE.
5. Work with CSU Electrical to relocate the electrical pull box at end of public way stub to the
TAMUS property out of the 8-foot pedestrian path along the edge of the development. The
pull box will likely be converted to a switch gear in the future that would block the sidewalk.
6. With Phase 2, please note that the sidewalk along Meadowland public way should be 8 feet
wide where that width can be accommodated.
7. If the electric transformers for Phase 2 will not be installed with Phase 1, gray -in these
locations. Also, where possible move further back from the sidewalk to have clearance from
the future screening shrubs.
8. The proposed gas meters along building are to be screened or relocated to reduce their
visibility.
9. An enlarged building elevation was provided for Building I North Elevation. Verify that all
areas (except parking garages) where more than 6 inches of a concrete building foundation
is exposed are similarly treated (such as Sections DID and MM).
10. Based on discussions at the December 27'h meeting and the December 311 summary email
from Bob Cowell, parkland dedication fees in the amount of $225 per multi -family unit for
Phase 1 (307 unitsX$225=$69,075) will be due at building permit. Multi -family units in Phase
2 will pay the current $1,636 per unit fee minus a 50-unit credit for the 12 fourplexes and 2
homes demolished in 2011 along the former Meadowland St. Please confirm.
11. Please note that the drainage letter from TAMUS is required, or the drainage in that area be
redesigned, before site plan can be approved in any form.
12. Please note that sheets C1.01-C1.04, C5.01, and C6.01 for site plan and 1-1.14-1-6.14
(minus L4.14) for landscape plan will be those stamped for compliance by Planning. These
are the only sheets that will need to be provided separately from the full construction set.
Other sheets will be stamped for compliance by Engineering, though there are others that
will require a separate permit (such as irrigation plans, many of the site details in Sheets
L11.14-L14.14) and these will not be stamped.
Landscaping
13. The canopy trees along University Drive are to be at least 4-inch caliper and those on Texas
Avenue are to be at least 3-inch caliper. Please revise.
14. As Legend item #12 is used in some places, it is unclear if some trees are still located in an
at -grade planter instead of the required tree grate. Clarify the labels including for the two
crape myrtles in front of the clubhouse.

15. On Sheet C1.01, revise the label for the location of FDC for Garage 1 to show the remoted
location by the pool as shown on Sheet C1.02.

handicap spots. Also, revise the totals.

(not mulch) is located with the planting beds along TxDOT right-of-way.
18. Label the roof drains for Buildings 1 & 3, similar to those to the TAM US property.
19. On Sheet C2.06, Section J-J is partial off the page.
20. On Sheet C5.01, revise the label for rear drive to Garage 1 from 23 feet (bc-bc) to 26 feet
(bc-bc). Also, illustrate stop bar for center 3-way intersection.
21. On Sheet C6.01, use the same nomenclature to name the access and utility easements (i.e.
not use both P.A.E and Public Access Easement). Also, label the public access easements
along University Drive.
22. On Sheet L1.14, relocate "02" label for crosswalk at Texas Avenue driveway.
23. On the landscape plan, revise legend item "38" to refer to detail 5 (not 2) on Sheet L11.
24. Provide the following notes on the landscape plan:
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow

please provide an construction sequencing plan showing how access for customers, fire,
and sanitation will be maintained throughout construction. FYI ... As discussed in previous
meetings, fire access is especially critical for some of these businesses and must not be
disturbed.
13. FYI ... Since the public right-of-way for Meadowland St. has been abandoned and only PUEs
and PAEs remain, we will need to verify that the proposed public and private improvements
on private property do not require special permission. This may include utility service
reconnections, fire hydrants, etc.
14. FYI... Wash -out facilities for sanitation area still need to be submitted & reviewed.
15. FYI ... The drainage report indicates that certain downstream storm sewer pipes along Texas
Ave. and University Dr. are undersized. These capacity issues will need to be discussed
with TxDOT and potential offsite improvements may be needed.

SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version

LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size and number of transformers,
and other equipment, required to provide service to the project. Failure to provide load data
will result in construction delays and, due to clearance requirements, could affect the final
building footprint. Delivery time for transformers and other equipment not in stock is
approximate 26 weeks. —Still need load data for sanitation yard equipment and private street
lighting.
EASEMENTS: Developer provides temporary blanket easement for construction purposes
and upon completion of project must provide descriptive easements for electric infrastructure
as designed by CSU. —Please verify that this is in place.

Electric Availability: Plan submitted for review shows electric service extended from
existing overhead lines along the Texas Ave side of the property. Those lines are not part of
the CSU electrical system and cannot be utilized to provide electrical service within CSU
Certification area.
Electric Service Location: Developer/Contractor will provide and install a temporary
service pole with a meter in a range of 70' to 100' from the nearest existing CSU electric
utility pole on the Knight's Inn side of the property. Service to the proposed leasing trailer will
be extended from that point at the expense of the developer contractor. Coordinate exact
location of pole with CSU representative prior to installation.
LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size and number of transformers,
and other equipment, required to provide service to the project. Failure to provide load data
will result in construction delay. Delivery time for transformers and other equipment not in
stock is approximate 26 weeks.
EASEMENTS: Developer provides temporary blanket easement for construction purposes
to be in effect for duration of the existence of the proposed leasing trailer.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser.
4. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
5. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other
device, per CSU specs and design.
6. Developer installs pull boxes and secondary pedestals per CSU specs and design, Pull
boxes and secondary pedestals provided by CSU.
7. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing
as designed by CSU.
