Box 9960 College Station, Texas 77842 MITCHELL M ORGAN RE: NO ADVERSE IMPACT STUDY for Entergy Site Development Dear Alan, 9Mar2010 We have completed a study defining the effects of constructing an electrical substation in the floodway fringe of Carters Creek. The study entailed using a dynamic HEC-RAS model of Carters Creek with the pre-construction and post-construction geometry of the floodplain to compute the five criteria of impact listed in Chapter 13 of the Unified Development Ordinance . Per Chapter 13, the following criteria must be met: 1. Base Flood Elevations must not be increased 2. Area of Special Flood Hazard must not be increased 3. Co nveyance shall not be reduced 4. Base Flood Storage must not be reduced 5. Base Flood Velocity must not be increased. The HEC-RAS Model utilized is an excerpt of the dynamic model created by Mitchell & Morgan, LLP for the Carters Creek Flood Hazard Study currently under review by FEMA. All hydrologic and hydraulic parameters are covered in detail in the study associated with that work. Additional cross sections were generated using the current aerial topography and the construction drawings for the substation to simulate the impact of the construction . The locations of the additional cross sections were selected to ensure that the full effects of the fill and cut were considered in the model. The additional sections are shown on Exhibit A. The dynamic HEC-RAS model computes the water surface and other related values and accounts for any net increase or decrease in storage, conveyance, roughness, etc in the computations. The HEC-RAS software produces output in a multitude of forms including tabular output. Because the City of College Station is looking specifically for the five criteria listed above, a custom table was designed to show these five quantities so that the data is easy to compare. As can be seen in the exhibits, the water surface increases minimally but below the tolerances listed in Chapter 13. Based on the results of this modeling, this project has "no adverse impact" to the surrounding properties. The models and drawings are included on the CD provided with this letter.
