Berry, P.E. / Registered Professional Engineer No 74246 State of Texas 3//V'P8- Date INTRODUCTION: DRAINAGE REPORT for CROSSROAD RETAIL CENTER 2611 HARVEY ROAD COLLEGE STATION, TEXAS BRAZOS COUNTY MARCH, 2008 (3rd Revision) This report is submitted to further support the decision that detention of the runoff storm water at the Crossroads Retail Center will not be required. The data and hydrographs calculated for a 24-hour 100-year event storm included in this report support this decision. Review of the data shows that any detention would act to change the time the Crossroads hydrograph peaks relative to the Mitchell 100-year event* hydrograph and could increase the total peak flow rate, even though this increase would be insignificant. *Note: the Mitchell 100-year event depicts the data procured from Mitchell & Morgan Engineers, LLP at the R440 collection point and depicted on the maps (previously presented) originally prepared by Dodson & Associates, Inc. and Mitchell & Morgan, LLP. Crossroads Retail Center is to be located on the north side of Harvey Road adjacent to the Shell gas station and mart, previously know as Springer Chevron. Crossroads physical address is 2611 Harvey Road, College Station, Texas. EXISTING DRAINAGE BASIN DESCRIPTION: The proposed Crossroads Retail Center is comprised of 2.39 acres located along the northern side of Harvey Road approximately 300 feet east of the intersection of Harvey Road and State Highway 6 East Frontage Road. 4 Contiguous and parallel to the northern property line is an engineered concrete floodway that was constructed to carry the storm-water from an area of 0.5 square miles surrounding and including the Crossroad property. The floodway is designed to carry the storm-water exiting from 3 each 4'x8 ' box culverts and, also, the stromwater from the property along the northern side of Harvey Road that runs from Crossroads to a location (collection point) approximately 2000 feet downstream. The elevation changes approximately eleven feet from the three box culverts flow line elevation to the surface elevation at the collection point. The collection point for study is depicted as R440 on the CARTERS CREEK FHS DRAINAGE BASIN AND HEC-HMS REACH AND JUCTION MAP, Appendix Al, by Dodson & Associates, Inc. and Mitchell & Morgan, LLP, April 2006 (previously submitted). PROPOSED DRAINAGE: Crossroads Retail Center will drain directly into the floodway via a series of openings in the Crossroads concrete driveway along the northeast perimeter of the property. There will be no detention of storm-water and no collection within the parking lot or driveway. A hydrograph representing the difference between the post-development 100-year event and pre-development 100-year event storm-water runoff from Crossroads was plotted with the hydrograph for the Mitchell 100-year event. Review of the data shows the contribution from the Crossroads 100-year event is 0.0701 cps during the Mitchell 100- year event peak flow rate of 20,325 .0000 cps. This contribution is of such small value compared to the Mitchell event that it is not distinguishable as separate hydrographs that depict the complete events. CONCLUSION: Detention of storm water at the Crossroads Retail Center would not operate to any significant benefit. Detention allows collection of storm water and a throttled discharge possibly adding to the floodway total peak discharge for the 100-year event. Allowing the Crossroads runoff to free flow into the concrete floodway adjacent to the site would, worst-case situation, only add 0.0701 cps to the existing 20,325.0000 cps flow rate. This insignificant increase would be nearly impossible to measure in comparison to the existing peak flow. However, detention would move the hydrographs in time and could add more than 0.0701 cps to the floodway total peak discharge for the event. REPORT METHODOLOGY: The SCS Hydrograph Method, as adopted by the City of College Station, was used to produce Drainage Report hydrographs and computations. Bentley Systems, Inc, computer software Bentley Pondpack (10.00.027.00) and USDA Development Team software WinTR-55, Version 1.00.08 were used to produce this report. 5 The maps (previously presented) were originally prepared by Dodson & Associates, Inc. and Mitchell & Morgan, LLP and submitted to FEMA LOMA Depot and to the City of College Station, Texas in request for a LOMR (Letter of Map Revision) in Carter's Grove Creek. 6 A TABULATION OF HYDROGRAPHS FOR CROSS ROADS POST DEVELOPMENT I 00-YR.
