The following page is a list of staff review comments detailing items that need to be addressed. Submit an Administrative Adjustment Application in order to allow for the reduction in required parking spaces. 2. End islands measuring 180 square feet are required at the end of every parking row. This requirement is currently not being met for the parking spaces located closest to the building. 3. Parking spaces must be 20' to the front of curb. The spaces located closest to the building may be reduced to 18-feet if they are located adjacent to a 6-foot sidewalk or 4-foot landscaped area. This may help with design/space constraints. 4. Please clarify the type of proposed fence being provided on the Site Plan. If the fence is not a solid screening wall, additional screening will be necessary for the parking that is visible from Cherry Street (see Landscape Comments). 5. The fence along Cherry Street will need to be modified in order to ensure the building entrance is a "public entry". No fencing is allowed to block the public entrance fagade. 6. Provide a dumpster details and specify the materials to be used. 7. A Private Improvement in a Public ROW Permit (PIP) is required for landscape, irrigation, and streetscape improvements. 8. Street lights will need to be provided based on City of College Station Standards for Northgate street lighting. 9. Gated residential communities must meet the Section 8.W.3 of the Geometric Design Guidelines for throat depth and entry designs. If these criteria cannot be met a variance must be sought. 10. Please note that Parkland Dedication Fees in the amount of $1,636.00 per unit, for a total of $53,988.00, are due at the time of building permit. 11. Clarify where the mechanical equipment will be located for this site. 12. Provide a general note on the site plan that all roof and ground -mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 13. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. Reviewed by: Teresa Rogers Date: February 19, 2013 LANDSCAPING/STREETSCAPING/BUFFER 1. The parking area adjacent to Cherry Street must be screened along 100% of the street frontage, minus driveways, with shrubs or a brick/stone/concrete product a minimum of 3 feet in height and within 3 feet of the sidewalk. Walls shall be complementary to the primary building and shall be constructed as sitwalls. 2. Please list the types of plantings that will be placed in the at -grade planting bed areas to ensure that they are chosen from the approved plantings list. 3. Trees and at -grade tree wells with tree grates must be provided every 25-feet on center starting 20-feet from the face of the street intersection. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights -of -way, and adjacent property disturbed during construction. Provide a note stating: Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed as per City Ordinance 2394. Reviewed by: Teresa Rogers Date: February 19, 2013 ENGINEERING COMMENTS NO. 1 Please clearly define the limits of the proposed PLIES. The water meters should be at the edge of the PLIE. Label the water meter sizes. What is the waterline running just beyond the property line within the right -of way on Tauber and Cherry? Please add a note that the access onto Cherry St. will be Exit Only. A sign stating this will need to be provided on site as well. Label each existing and proposed utility service line with size. Please provide calculations for the water & sanitary sewer demands. Provide a note indicating the property's location with regard to the floodplain. FYI... Engineering documents are still under review and may affect the site plan. Reviewed by: Erika Bridges Date: February 25, 2013 ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION 1. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version of plat and / or site plan as soon as it is available. Email to: sweido(c-cstx.gov. 2. LOAD DATA: The developer will provide load data to CSU as soon as it is available. This information is critical for CSU to accurately determine the size and number of transformers, and other equipment, required to provide service to the project. Failure to provide load data will result in construction delays and, due to clearance requirements, could affect the final building footprint. Delivery time for transformers and other equipment not in stock is approximate 26 weeks. 3. EASEMENTS: Developer provides temporary blanket easement for construction purposes and upon completion of project must provide descriptive easements for electric infrastructure as designed by CSU. 4. EASEMENTS: Developer provides descriptive easements for electric infrastructure as designed by CSU, as shown on plat or site plan. 5. If easements are existing, the developer will be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. 6. General location of transformer is shown. Exact location of transformer and other above ground electrical facilities has not been field verified. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per CSU specs and design. CSU will provide drawings for electrical installation. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other device, per CSU specs and design. Developer installs pull boxes per CSU specs and design, Pull boxes provided by CSU. Final site plan must show all proposed electrical facilities necessary to provide electrical service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing as designed by CSU. Please submit a written request to Carol Cotter, the City's Development Engineer, for any waivers to gated community access requirements (i.e. throat depth, etc.). 2. FYI ... The proposed PUE application will need to be submitted prior to site plan approval and dedicated prior to CO. 3. FYI... Retaining walls higher than 24-inches will require a separate building permit. 4. C1 — Please label the isolation valve and provide associated the standard note to the site plan. 5. C1 — Is there a proposed PUE along Cherry St.? The proposed rear lot PUE appears to connect to the setback lines. 6. C1/1_1 — Please use the Northgate Details from the Site Design Standards for street trees, soil, etc. C1 — Please show all proposed private light poles. FYI... Private lights are not permitted in PUEs. C1 — How will vehicles unable to obtain access through the gate be able to turn around and exit? 9. C3 — The note calls for the entire section of concrete to be removed and replaced, however the removal area on the drawing appears to stop several feet short of the curb. 10. C5 — Please provide additional spot elevations along the rear and side property lines. We are trying to determine if this is simply a curb or a retaining wall. 11. C5 — Retaining walls are not permitted in PUEs and will need to be removed. 12. C8 — Show and label all easements on this sheet, as well. 13. C8 — Please add another valve at the 6x8 tee. 14. C8 — Please verify that the water/sanitary sewer crossing meets TCEQ standards and add a note referencing those requirements. 15. C8 — Unlocked access to PUEs is required for maintenance. How will this be accommodated? 16. C8 — How are existing water service lines proposed to be abandoned? 17. C8 — The irrigation lines serving the street trees are required to be privately owned and maintained. Please revise the label. 18. C8 — If possible, please install the sanitary sewer service at a manhole. 19. C9 — Private storm may cross the public right-of-way but should not run diagonally within it. Please revise. 20. C9 — Based on the drawing, it is unclear whether Inlet 111 is flowing east or west. 21. C9 — Please provide a PUE for the public storm sewer crossing the corner of the property. 22. C10 — Please verify that one lane will be able to remain open at all times even the waterline is approximately 8-ft from the curb on the east side of Tauber St. Reviewed by: Erika Bridges FIRE Date: 3/12/13 We would prefer an interior fire lane be provided to the site. Fire lanes will be constructed using the "Fire Apparatus Turning Radius Template" and have a fire lane sign at the entrance. Curbs to be marked "Fire lane, No Parking, Tow Away Zone" with a minimum of four (4") letters. A site plan shall not show any part of a structure over one hundred and fifty feet (150') from an approved access road. No more than a six percent (6%) grade is allowed on any length of fire lanes. A "Knox Box" security key system is required on all buildings and a Knox Switch is required on all gated entrances. Knox caps must be provided for the FDC. Commercial construction requires a fire hydrant within three hundred feet (300) from the main entrance and within four hundred and fifty feet (450') from any part of a structure. The revised end islands shown meet the minimum requirements, however bicycle parking is not allowed in these end islands. Please relocate the bicycle parking. 2. It appears the relocation of the required parking space to the back row has reduced the clear space around the transformer and switchgear. Is there any way to design the transformer area with more clear space around it? I have talked with Sam Weido and he is concerned there is not enough clear space around the transformer, should Electrical need to work on it for any reason in the future. 3. Thank you for your response regarding the PIP application. Please submit it as soon as possible. 4. The landscape plan and Northgate review are complete and no additional submittals are necessary for those reviews. 5. It is difficult to see the meters, waterlines, and other utilities on the copy of the site plan we received. Please provide site plan with all utilities clearly legible (as it was with the first submittal). Construction Documents 2. It seems like a visitor that is unaware that the parking behind the building is private could easily get trapped in the queue and be unable to back up without other cars also having to back up. Please submit revised PUE metes & bounds and exhibit to adjust for the 6-inch building shift along Tauber. 2. The revised waterline location is now too close to a street tree. A separation distance of 10- ft should be provided between the public waterline and the tree by shifting one or the other. 3. Please also include the sidewalk cross-section detail showing two street trees and continuous CU soil on P.49 of the Site Design Standards. 4.
