In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken
to insure that debris from construction, erosion, and sedimentation shall not be deposited in city streets, or
existing drainage facilities. All development shall be in accordance with the plans and specifications submitted to
and approved by the City Engineer for the above named project. All of the applicable codes and ordinances of
the City of College Station shall apply.

All construction must be in compliance with the approved construction plans
All trees required to be protected as part of the landscape plan must be completely barricaded in accordance with Section
7 .5.E., Landscape/Streetscape Plan Requirements of the City's Unified Development Ordinance, prior to any operations of
this permit. The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and
required to remain is strictly prohibited. The disposal of any waste material such as, but not limited to, paint, oil, solvents,
asphalt, concrete, mortar, or other harmful liquids or materials within the drip line of any tree required to remain is also
prohibited.

The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site
in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design
Criteria. If it is determined the prescribed erosion control measures are ineffective to retain all sediment onsite, it is the
contractors responsibility to implement measures that will meet City, State and Federal requirements. The Owner and/or
Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any
silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any
disturbed vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall be
responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment
as well as erosion, siltation or sedimentation resulting from the permitted work.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure
that debris from construction , erosion, and sedimentation shall not be deposited in city streets, or existing drainage
facilities.
I hereby grant this permit for development of an area inside the special flood hazard area. All development shall be in
accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit
application for the above named project and all of the codes and ordinances of the City of College Station that apply.

The following are our responses to the Development Permit comments for the Jim
Hughes building permit.
Engineering:
Comment: Please justify BFE. I don't have any information on the determination of the
BFE by Urban Design Group. What document did this information come
from?
Answer: Please see the attached letter from Urban Design Group referring to the
1986 Walton Study as the floodplain elevations utilized. We have looked at
the Walton Study and believe that the elevation of the floodplain at the
Hughes Lot is approximately 275 feet according to the Walton report.
Comment: Verify location of floodplain. I show the entire lot to be in the floodplain.
Answer: The floodplain line shown is based upon the 1986 Walton Study and the use
of aerial topo.
The finished floor that we have set for Mr. Hughes is 283 .5 feet. This elevation is 6.5 feet
above the centerline of Dominik Drive. We are certain that this finished floor is at least
one foot above the base flood elevation contained within the creek at the rear of the
property.

Re: Glenhaven X Development
Dear Veronica,
As per our discussion, July 13, 1993, I am forwarding the results of our review of existing drainage
studies pertaining to the Glenhaven X area. We have reviewed three drainage studies known to us.
The following table lists the flood elevations determined in each study. The flood elevation listed from the
Ganett Study was taken from the preliminary plan submitted by Garrett Engineering. No supporting
information was submitted in their report to reflect that elevation.

No flood elevations were determined in the FEMA study in the vicinity of the proposed Glenhaven
project. Because the Walton study and the FEMA study are comparable in flood elevations for the cross
sections downstream of Glenhaven, we believe the flood elevations determined in the Walton Study are
accurate and sufficient to use for the location of the floodplain for this project. Walton's elevations are
slightly higher and more conservative.
Using those flood elevations, no existing 100 year floodplain encroaches within the limits of the proposed
Glenbaven development (elev 267.1) Additionally, no 100 year flood elevations occur within the
property (elev 271.2). We would verify the location with field surveys of the elevations.
Should field surveys indicate ultimate 100 year floodplain encroaches within the limits of the property, we
would include the 100 year ultimate floodplain on the plat along with required minimum floor elevations.
Since no existing 100 year floodplain encroaches on the property, the finished floor elevation requirement
of 0.5' above the 100 year ultimate storm, will apply. We would include the detention area in a dedicated
easement that is built at or above City standards.
We understand the detention requirements for this development are more stringent, i.e. the 100 year
ultimate development. We interpret the ordinance's System's Policies Section to require storage capacity
necessary to detain the difference in existing development and ultimate development, of the entire
upstream drainage basin, for the 100 year stonn. This requirement is above the standard detention
requirement (existing vs. proposed).
