Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:

PLANNING
1. Please contact Teresa Rogers at (979) 764-3570 to set up a facilitation meeting, or call if
you have any questions regarding the comments.
2. Switch the labels for the "General Site Plan Notes" and the "Legal Description".
3. Provide the applicant's name, address, and telephone number in the title block.
4. Revise the use from "Proposed shell building for future tenants" to the proposed land use of
restaurant and retail.
5. Revise note #121 to state the sign is existing.
6. Add a note stating: Signs are to be permitted separately.
7. Add a note stating: This property is considered a pad site and is also part of a building plot
with Lots 1, 2, 3, 4R, 5R, 7, 8 & 10 of Block 1 of the Spring Creek Commons Subdivision.
As such, this lot is required to meet the Non -Residential Architecture Standards in excess of
150,000 square feet of gross floor area. These additional requirements can be found in the
Unified Development Ordinance (UDO), Section 7.10.
8. Label the site plan with the ownership and zoning for this property and adjacent properties.
9. It appears there are different uses proposed within the building. Please label and depict the
location of the uses within the building.
10. This property is located within the Greens Prairie Corridor Overlay. Under the LIDO, Section
5.10 Overlay Districts, this property must meet additional requirements, which include a
building setback of 40-feet and a parking setback of 20-feet. Please add a note to the site
plan stating this. The parking layout will have to be revised to meet this requirement.
11. Label all parking and building setbacks on the property.
12. The ATM queuing lane and bailout lane do not meet current spacing requirements. The
queue lane will need to be a minimum of 10-feet wide and the bailout lane must be a
minimum of 12-feet wide. These requirements can be found in LIDO Section 7.3.J Drive -
Through Facility Queuing Requirements.
13. For note #160 please specify if the dividing line will be paint or a physical barrier. Please
note that if you are proposing a physical barrier there may be additional requirements.
14. Dimension all end islands and provide these calculations on the site plan. Per LIDO Section
7.3.D end islands must be a minimum of 180 square feet in area.
15. An interior parking island measuring 180 square feet must be provided for the 15 interior
spaces on the site plan. As an alternative any end island areas that exceed the minimum
required 180 square feet may be counted toward the interior parking island requirement.
16. The parking space calculations may be revised to reduce the number of required spaces
currently listed. Requirements for this site would be calculated at one parking space for
every 250 square feet of building area to yield 28 parking spaces. If you are proposing an
intense use (pizza buffet) you would need to provide an additional two spaces, in order to
accommodate an intense use covering over 25% of the building. This would bring the total
number of parking spaces required by ordinance to 30 instead of the 34 currently listed.
These requirements can be found in LIDO Section 7.3.1.
17. Please verify the number of parking spaces being provided. It appears there are only 36
spaces on the site plan.
18. Provide a cross access easement that runs parallel to the frontage road and connects the
driveway at the northwest side of the property to the driveway at the Whataburger property.
19. Provide a bike rack detail and space layout in the site plan. This requirement can be found
in the Site Design Standards. The facility should be 55 square feet in area, and
approximately 9'x6'.
20. The bike rack will need to be relocated to a place on the property that is so it is separated
from vehicle parking and traffic. The bike rack should have a 3-foot clear space around it to
ensure ease of use.
21. Relocate the exterior dumpster bollards to allow the gates to swing 180 degrees from the
closed position as required in the Site Design Standards.
22. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING/STREETSCAPING/BUFFER
1. Because this site is part of a 150,000+ square foot building plot, additional requirements
found in UDO Section 7.10 apply:
- Landscaping points for the site must be doubled.
- All trees must be a minimum of 2.5' caliper
- Parking areas must be screened from the public right-of-way using berms.
- Tree wells are required along 15% of the linear front of the fagade facing the public right-
of-way (SH 6) and must have a minimum of one canopy tree for every six feet in length.
This landscaping may count toward the overall landscape requirement.
- Pedestrian connections must be provided to connect this building and site to the other
buildings and sites within the building plot. Walkways must be a minimum of 5-feet and
if they are within a parking lot area, must be clearly designated using brick pavers or
stamped dyed concrete pattern.
2. Screening shrubs and non -screening shrubs receive 10 points per plant, so long as the
plants are a minimum of 5 gallons. The landscape point totals should be edited to reflect
this allowance.
3. Streetscape trees are required within 50-feet of the right-of-way. This site is required to
have 8 streetscaping trees.
4. Provide documentation that shows the proposed irrigation system is a water conserving
system in order to obtain point credits.
5. This site is eligible for additional point credits. Please revise the landscape points to
account for any reductions in points.

1. Please add a note stating that the property does not lie within the 100-year floodplain as
regulated by FEMA.
Please show all existing utilities.

Please provide a legend.
Please provide a vicinity map.
What is the dashed line near the frontage road?
Please provide a fire flow report to verify the number of hydrants required.
8. Please add a note stating that this site is located within the Spring Creek Sanitary Sewer
Impact Fee Area. Fees will be collected at the time the building permit is issued.
9. Please show the removal of the temporary curb for the connection to the adjacent site.
10. What does the hatching near the rear driveway represent?
11. Please show all the details called out in the notes section.
12. Please provide documentation that permission has been given to encroach into the pipeline
easement.
13. Please clearly show the extent of the sidewalk being constructed at the rear of the lot. Is
this intended to be public? This is within a private site and needs to be private.
14. At the northern corner of the site, there is a landscaped area that does not appear to have
curb around the entire area. This area also encroaches into the adjacent lot.
Development Permit
15. Please provide an engineer's estimate of all public infrastructure.
16. Please provide a drainage report verifying that this site meets the assumptions of the
original drainage report. The drainage report needs to also address the drainage onsite.
17. Please provide details for modifying the existing storm sewer manhole. Has permission
been obtained from the owner of the storm sewer manhole to make modifications?
18. Please show ponding depths at the proposed inlet in the drainage report.
19. Please provide legends for sheets C3-05.
20. Please provide a detailed plan for the fire hydrant and the waterline modifications that are
being proposed.
21. It looks like you are proposing to place a bend in the 6" waterline and connect each meter
individually to a public line. There should only be one connection to the public line.
22. Water services are required to be copper to the meter.
23. There are additional Standard City Details that would apply to this site. Typically, these
sheets are submitted as full sheets (water, sewer, drainage, sidewalk, etc) so that any
issues that arise during construction can be covered with these details.

TRANSPORTATION
Date: February 12, 2013
Previous Traffic Impact Analysis (TIA) made provisions for two drive-thrus on the building
plot, including out parcels (pad sites). There are currently two drive-thrus in existence. No
additional restaurant drive-thru is be allowed for this development or future developments
unless the TIA is revised at the developer's expense.

FIRE
1. No more than a six percent (6%) grade is allowed on any length of fire lanes.
2. Fire lanes will be constructed using the "Fire Apparatus Turning Radius Template" and have
a fire lane sign at the entrance. Curbs to be marked "Fire lane, No Parking, Tow Away Zone"
with a minimum of four (4") letters.
3. A "Knox Box" security key system is required on all buildings and a Knox Switch is required
on all gated entrances.
4. Commercial construction requires a fire hydrant within three hundred feet (300') from the
main entrance and within four hundred and fifty feet (450') from any part of a structure.
5. F.D.C. locations will be within one hundred and fifty feet (150') of a fire hydrant and located
on the "road side" of a structure.
6. According to the site plan there will possible be a Pizza Buffet located in this structure. If so
we are currently under IFC/IBC 2012 and an automatic fire suppression system (sprinkler
system) may be required.

ENGINEERING COMMENTS NO. 3
1. Thank you for showing the adjacent 6" water line. Please also show the 24" waterline in
front of the site.
2. There are several public curb details which are not permitted for private sites. Please
specify which curb detail or show a separate detail on the site plan. The curb should be
a 6" monolithic raised curb. Details ST1-01, ST1-05, or ST 1-04 are acceptable to use
for private sites depending on the grading of your site.
3. Please provide a detail for concrete paving. Our standard details do not include
concrete paving details.
4. 1 do not see the location of the second fire hydrant that is being utilized. Please show
the location or add a note showing the direction in which it is located and an approximate
distance.
5. It appears a landscaping wall has been added with this review. We do not allow walls in
our easements. Is this permitted by the pipeline company? It does not appear to be
included in the encroachment agreement. Have the berms been approved by the

1. It is necessary to provide documentation that the cross access easement has been filed
prior to the site plan being approved.
2. The 3 foot berms that were provided as a requirement for screening must be shown on the
grading plan.
3. Please use the bicycle parking space layout and appoved inverted U design for all required
bicycle parking. These requirements can be found in the City of College Station Site Design
Standards.
4. Revise note #121 to include a sentence which states: Signs are permitted separately.
5. Revise the ownership information for Lot 4R to state "Whataburger Real Estate LP" instead
of "Whataburger, Inc. and Chick-fil-a Inc."
6. Revise the ownership information for Lot 7 to state "Chick-fil-a Inc" instead of "Corinth-S.H. 6
& Green Prairie L.P."

1. Please show the existing water lines adjacent to the site. These need to be shown, so that
the contractor is aware of the approximate locations of existing utilities.
2. Please show the sanitary sewer service on the site plan.
3. How will the brick pavers be installed around the existing sanitary sewer manhole near the
proposed driveway? Please add a detail for this.
4. It appears that there is additional sidewalk shown with this submittal that will be located on
the adjacent lot outside of the access easement. Please provide permission of the adjacent
land owners or an access easement. An access easement is required for the driveway
connection which is not located in the existing access easement.
5. It appears that concrete paving and curb details are not included in the civil drawings. The
curb requirement for parking areas is shown in our Site Design Standards. This detail is
different than our public curbs.
6. Please provide a detail for the brick pavers.
7. Label 113 no longer points to the dumpster enclosure.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version
of plat and / or site plan as soon as it is available. Email to: gmartinez(cD-cstx.gov.
LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size of transformer, and other
equipment, required to provide service to the project. Failure to provide load data could
result in construction delays. Delivery time for transformers and other equipment not in stock
is approximate 26 weeks.
EASEMENTS: Developer provides descriptive easements for electric infrastructure as
designed by CSU, as shown on plat or site plan.
The developer will be responsible for locating existing easements on site to insure that
electrical infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS
Developer installs conduit per CSU specs and design.
CSU will provide drawings for electrical installation.
Developer will intercept existing conduit at designated transformers and other existing
devices or locations and extend as required.
If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing
as designed by CSU.

1. Thank you for showing the adjacent 6" water line. Please also show the 24" waterline in
front of the site.
2. There are several public curb details which are not permitted for private sites. Please
specify which curb detail or show a separate detail on the site plan. The curb should be
a 6" monolithic raised curb. Details ST1-01, ST1-05, or ST 1-04 are acceptable to use
for private sites depending on the grading of your site.
3. Please provide a detail for concrete paving. Our standard details do not include
concrete paving details.
4. 1 do not see the location of the second fire hydrant that is being utilized. Please show
the location or add a note showing the direction in which it is located and an approximate
distance.
5. It appears a landscaping wall has been added with this review. We do not allow walls in
our easements. Is this permitted by the pipeline company? It does not appear to be
included in the encroachment agreement. Have the berms been approved by the
pipeline company?
