CITY OF COLLEGE STATION February 11, 2008 ED FROEHLING BUILDER INC 3887 HIGH LONESOME COLLEGE STATION, TX 77845-9443 RE: Temporary Parking Removal on the Alley that is South of the 4200 Block of Alexandria Avenue Dear Ed Freehling Builder Inc.: The City of College Station was contacted by Wallace Phillips of Spring Creek CS Development Ltd regarding the development of the 10.23 acres south of the 4200 Block of the Alexandria A venue. The development has recently had a Final Plat approved titled Spring Creek Gardens, Phase 3 and is a single family residential subdivision consisting of 37 lots served with internal local streets. Mr. Phillips has requested the issuance of Building Permits on the proposed lots adjacent to the subject alley before construction of the associated internal local streets. This request was reviewed by Fire Department, Planning and Development Services Department, and the Public Works Department. It was concluded that parking must be temporarily removed from the subject alley to ensure emergency service vehicular access for the issuance of the subject Building Permits. The proposed length of the temporary parking removal is from March 8, 2008 to March 8, 2009. You are being contacted because the parking which is being recommended for removal is adjacent to your property (please see enclosed map). The proposed ordinance removing parking on this alley that is south of the 4200 Block of Alexandria A venue will be sent to the College Station City Council on February 28, 2008. Phase 3 is a single-family residential development with one lot for administrative or professional offices, which will include the construction of utilities and infrastructure. Phase 3 is located on Decatur Drive to the west of the Spring Creek Townhomes development and south of the Shenandoah Subdivision. The entire site lies within the corporate limits of the City of College Station. Area: 10.23 acres Existing Land Use: Vacant Proposed Land Use: Single-Family Residential (36 lots), Office (1 lot) Number of Lots: 36 residential, 1 office Drainage Basin: Spring Creek Tributary A FEMA FIRM: #48041 C0205 D, dated 2/9/2000 Floodplain: A portion of this phase of the development lies within the floodplain. The floodplain areas are within proposed Greenway Areas of this development. HYDROLOGIC CHARACTERISTICS The existing site is predominately open with some wooded areas. The elevations range from 277 to 283, sloping in a southerly direction, where runoff enters Tributary A of Spring Creek on the adjacent tract, which ultimately flows into Spring Creek. A detention pond was constructed on the Crowley Tract downstream of this development to control the increase in runoff from this property. The runoff from a portion of the development wi II be captured by the proposed storm sewer system and discharged into the sto1111 sewer system for Decatur Drive, which is sized to handle all the runoff from the development. However, all of thi s development cannot be discharged into the storm sewer because of the elevation of the site. An evaluation of pre-and post-development off-si te discharges has been performed, and the results are shown in the following tables. Pre-development drainage areas are shown on Exhibit C, and post- development drainage areas are shown on Exhibit A. GENERAL STORMW ATER PLAN The drainage plan for this development will involve the installation of pipes, inlets & j unction boxes, which will collect and transmit the runoff into the storm sewer system for Decatur Drive or into existing drainages which flow across the adjacent tracts and then into Tributary A of Spring Creek. The detention pond for this proposed development is located on the Crowley Tract. The discharge from Pipe 7 into the COE protected area is the same as the pre-development discharge, and an oversized headwall with dissipater blocks and rock riprap will be installed to further reduce the possibility of damage to this area. COORDINATION & STORMW ATER PERMITTING The project will require that a Notice of Intent be submitted to the Texas Commission for Environmental Quality. No other permits are anticipated for this project.
