• Silt fence installation for erosion and sedimentation control partially complete. Some areas
inaccessible due to standing water.
• Clearing and grubbing completed at end of day on parking lot and driveway.
• East and west section of building pad remains to be excavated to required elevation.
• North section of building pad over excavated to remove saturated soil and aerate soil underneath.
• Proofrolling in middle of pad at approximately 60'N and 150'E of SW comer of building pad
revealed very soft spot. Soft spot excavated to remove organic debris (buried trees, limbs, and
branches) resulting in a pit measuring approximately 15'wide x 25'long x 5' deep.

• Site grading on building pad and parking lot continues.
• Excavated area on building pad at approximately 60'N, 150'E of SW corner was backfilled in 1 foot
increments with competent soil, compacted and tested for density.
• Notified by Chuck Gregory (DCE) to inform White-Spunner construction superintendent, Paul Lowe
to suspend use of existing stockpile for fill until Coy Armstrong (with Bury+ Partners) approves its
use.
• Vacant lot adjacent to west parking lot stripped of vegetation and topsoil to expose soil to be used as
fill material for pavement.
• Excavation of saturated soil from western section of building pad underway
• Over excavated eastern section of parking lot backfilled to balance grade excavated material adjacent
to west parking lot. Backfill is placed in eight-inch lifts, with each successive lifts tested. See
corresponding tests.
• East section of parking lot undergoing excavation to required grade.
• Obtained additional 12 proctor samples from imported fill delivered by dump trucks.

• Heavy overnight precipitation hinders earthwork operations; excavation and removal of unsuitable material from NW
Corner of building pad continues.
• Site grading of main driveway to store underway.
• Surface soil on parking lot scraped with bulldozers to aerate saturated soil
• Dewatering of ponded water from building pad by use of trenches to direct water away from building.
• Fill material placed on building pad 12-18-02 spread to aerate excessive moisture.
• Excavation and removal of wet soil from NW corner of building pad complete. Surface layer in exposed subgrade to
aerate. Exposed layer reveals competent soil.
• Remnants of burn pit unearthed during excavation on parking lot in front of store. Burn pit consists of tree trunks,
limbs and branches. No standing water noted however, bum pit is considerable in size. Paul Lowe with White-
Spunner Construction notified via telephone. Paul Lowe with White-Spunner Construction authorizes excavation and
removal.

• Fill material placed on overexcavated NW comer of building pad.

• Conferred with Chuck Gregory, P.E. (DCE) of concern by sub-contractor and contractor that over
excavation of large volume of saturated soils from building pad's N central section and East word is
getting prohibitive. Paul Lowe (W-SC) contacted Terry Mapes (Home Depot U.S.A.) and let him
know of the situation. Terry Mapes advised DCE to send out a professional Engineer to assess the
situation and advise on the most economical course(s) of action in which to proceed.
• Backfill on building pad bearing competent soil continues with placement of excavated material
from adjacent lot West of parking lot
• Removal of stockpile excavated material from central section of parking lot
• Spencer Higgs, P.E. arrived on site and was briefed on problematic areas and conditions encountered
during construction. Paul Lowe (W-SC), Kelley Burt (KBD), Robert Krupa (KBD), and DCE
Technician, Rey Centino discussed avenues of approach with Spencer Higgs on the best way to
continue with construction operations in an effective, yet economically feasible method to complete
building pad and parking lot.
• Suggested methods of Spencer Higgs were:
Aggressive dewatering systems to include: pumping out standing water on remaining sections of
building pad; creating more channels or trenches and creating sump pits where water can be
diverted toward sump pump and be pumped out.; Remove Y2 portion of semi-competent layer
layer of soil, fill with gravel, place geogrid, and backfill with dryer material to "bridge" over to
more competent material; To continue over-excavation to reach competent soil and remove
deleterious material away from jobsite.
• Spencer Higgs requested Kelly Burt to provide cost analysis on continuing over excavation and hand
off vs. placement of grid, rock, and fill material to provide stable foundation for building pad.
• Bum pit issue, front of store: exploratory vertical and horizontal excavation to determine extent and
reach of organic debris for control and removal of debris for stable foundation.
• Chuck Gregory suggested geogrid representative to be available on-site to assess and provide
additional methods in order to resolve issue.
• Terry Mapes advised by DCE to see first-hand problems encountered, and to authorize ways and
means to continue the project.

Purpose of Site Visit: To address the following items presented below in regard to the earthwork operations for the above noted
project.
On December 20, 2002, one of our technical representatives visited the above referenced site. The following items were observed
or discussed:
• "Pit" of "fill" area located outside of storefront in proposed pavement area.
Overall site drainage during construction area.
Saturated and very soft subgrade in proposed building area.
Possible subgrade remediation/modifications to expedite construction.
• Scheduling and planning of future meetings to further address these items.

Purpose of Site Visit: Earthwork Monitoring
On December 26, 2002, one of our technical representatives visited the above referenced site at the request of Home Depot. The
following items were observed or discussed:
• Fill placement on both sections of parking lots pending grading, compaction and density tests. (compactors inoperative)
• Site visit by Spencer Higgs, P .E. (DCE) to implement avenues of approach to tackle problematic areas on project site,
supplemented by technical support from Eric Kruppa of Tensar Earth Technologies, Inc.
Spencer Higgs, Robert Krupa, Eric Krupa and ReyCentino addressed problematic issues encountered on job site and
offered solutions to remedy construction problems and delays.
Possible subgrade remediation/modifications to expedite construction.
• Steps for quick remediation offered by Spencer Higgs, P .E. (DCE) to include:
• Measuring remaining areas of building pad subject to over excavation to reach competent soil.
• Employing areas of impacted granular fill to be placed in soft areas and placing geogrid material to form
a stable surface and match required subgrade level with additional layer of geogrid.
• Using suitable excavated and stockpiled material as fill on parking lot.
• Use of diagrams to show areas as problematic.
