SUBJECT: Primrose School Project - Site Plan
Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:
City of College Station Transmittal Letter;
Memo providing written responses to all of staff's comments (identify the specific
page that each comment was addressed on or the reason for not addressing the
comment);
Four (4) revised site plans;
One (1) landscaping plan;
One (1) 11x17 grading and erosion control plan;
Easement Dedication Sheet and required documents (please note that the Site
Plan will not be stamped approved until the Blanket Easement, or all other
appropriate easements, have been dedicated to the City of College Station).
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there are
comments that you are not addressing with the revised site plan, please attach a letter
explaining the details. If you have any questions or need additional information, please contact

STAFF REVIEW COMMENTS NO. 1
Project: Primrose School Project (SP) — 12-00500142
PLANNING
1. Proposed public utility easements should be shown and dimensioned.
2. Please provide a detail of how the retaining wall will be treated or a note stating the
screening method.
3. Please add a note a that any exposed concrete over 6" in height will be screened from view
or treated to look like stone, brick, or other alternatives as approved by the Administrator.
4. Please label:
a) Each parking island with its square footage.
b) irrigation meter and electric meter location
c) All setbacks (including side). Parking setback is 20' and the building setback as 40'
from Arrington Road. The parking setback does not apply to the private drive.
d) 5-inch concrete pavement areas.
e) Driveway entrance curb return radii (on both sides)
f) Type offence. . FYI... Chain link fencing must be screened from view.
g) Distances to the nearest public street or driveway curb cuts from both new curb cuts.
h) Driveway width and throat depth.
i) Dashed line that follow a distance of the sidewalk
5. Please remove the +/- from the building square footage as a difference could change the
parking requirement.
6. The curb needs to be cut where the sidewalk ramps into a cross walk. I only see this being
needed at the mid -block crosswalk along the private drive.
7. There should be a minimum clearance around the transformer pad of 10 feet. The
transformer must be screened from view of the right-of-way.
8. It appears that none of the accessory structures are enclosed. Please confirm.
9. Please revise the key map provided on the site plan to highlight only the subject lot. All of
Phase 12 is highlights at the time.
10. The crosswalk closest to Arrington appears to be further back than where a stop sign would
typically be located. Please show the location of the stop sign to confirm that the vehicles
will stop prior to crossing the crosswalk.
11. Please extend the sidewalk all the way to the detention pond lot. It is unknown at this time
the final plans for this area.
12. The phone number of the owner and applicant needs to be added to the title block.
13. The low profile sign needs to be removed from the Site Plan. As previously discussed,
special arrangement would need to be made with the developer for this site to be permitted
a low profile sign. Such arrangement s have not been made as of yet.
14. Please clarify the purpose of the small sporadic arrows.
15. Please revise Site Specific Note 15 to state that Tower Point Phase 12, Block 2, Lot 1 is part
of the Tower Point Phase 12 building plot (b.), as identified on the approved Preliminary
Plat for the purpose of landscaping, signage, and Non -Residential Architectural standards
for building plots between 20,000 and 49,000 square feet.
16. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING/STREETSCAPING PLAN
1. Please add perimeter site dimensions, owner and applicant, subdivision, berm
elevation/grading information to the landscape plan.
2. Though more points are provided than required by ordinance, please revise the total point
calculation to be 4080.
3. Please add a note that the Tower Point Phase 12, Block 2, Lot 1 is part of the Tower Point
Phase 12 building plot (b.), as identified on the approved Preliminary Plat, for the purpose of
signage, landscaping, and Non -Residential Architectural Standards for building plots
between 20,000 and 49,000 square feet.
4. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage
areas, the parking lot setback, rights -of -way, and adjacent property disturbed during
construction.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed
as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.
SANITATION
1. The dumpster gate must be able to swing open 180 degrees. This will require at least a 6"
clearance for the curb.

ENGINEERING COMMENTS NO. 1
1. The development permit is currently under review. Any changes required on the
development permit may affect the site plan.
2. The public infrastructure for this site is currently under construction. The water and sanitary
sewer services will not be permitted to connect to the public lines until they have been
approved and accepted by the City. No certificate of occupancy will be issued for this site
until the public infrastructure has been accepted and approved. This may cause delays to
the project.
3. Please add a note stating that the development is located within the Spring Creek Impact
Fee Area. The fee will be due at the time building permits are issued.
4. Please add a note stating that the 6" waterline (to which the services will connect) is being
constructed by others.
5. The end of the 6" waterline needs to be contained within a public utility easement which
does not appear to be the case at this time. This may affect the retaining wall as retaining
walls are not permitted in public easements.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 26 weeks.
2. Developer provides digital AutoCAD 2000 or later version of plat and site plan. Email to:
g ma rti nez(cDcstx.gov.
3. Transformer will be sized by CSU. Electric service provided by CSU will be three-phase with
a secondary voltage of 120/208.
4. The transformer location and conduit routing design for this project have changed since the
initial PAC meeting. The proposed transformer and conduit routing shown on this site plan
do not match the current CSU electric design. Final transformer location and conduit routing
will be determined by CSU electric design.
5. Developer provides temporary blanket easement for construction purposes and provides
descriptive easements for electric infrastructure as designed by CSU.
6. Developer may be responsible for locating existing easements on site to insure that
electrical infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS
Developer installs conduit per CSU specs and design.
CSU will provide drawings for electrical installation.
Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
Developer installs pull boxes per CSU specs and design (pull boxes provided by CSU).
Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), meter location and conduit routing as designed by
CSU.

FIRE
1. The FDC needs to be relocated, Arrington is a major collector and the FDC cannot be
located on a major collector. F.D.C. locations will be within one hundred and fifty feet (150)
of a fire hydrant and located on the "road side" of a structure.
2. No combustibles will be allowed on site until all-weather roads and fire hydrants have been
accepted by the City.
3. A site plan shall not show any part of a structure over one hundred and fifty feet (150) from
an approved access road.
4. No more than a six percent (6%) grade is allowed on any length of fire lanes.
5. Fire lanes will be constructed using the "Fire Apparatus Turning Radius Template" and have
a fire lane sign at the entrance. Curbs to be marked "Fire lane, No Parking, Tow Away Zone"
with a minimum of four (4") letters.
6. A "Knox Box" security key system is required on all buildings and a Knox Switch is required
on all gated entrances.
7. Commercial construction requires a fire hydrant within three hundred feet (300) from the
main entrance and within four hundred and fifty feet (450') from any part of a structure.

1. Please show and label the isolation valve on the site plan.
2. Please provide an external drop manhole for the sanitary sewer service.
3. Per Joe Guerra's email on 8/3/12, the western driveway off of Arrington is required to be
right -in only. Please revise.
4. FYI ... The site plan will not be approved until the construction plans for the required right turn
deceleration lane at Arrington (that the developer agreed to in the Traffic Mitigation Plan) are
approved. CO will not be issued until the required traffic mitigation is complete.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version
of plat and / or site plan as soon as it is available. Email to: gmartinez(cD_cstx.gov — Received

LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size and number of transformers,
and other equipment, required to provide service to the project. Failure to provide load data
will result in construction delays and, due to clearance requirements, could affect the final
building footprint. Delivery time for transformers and other equipment not in stock is
approximate 26 weeks. — Received from Schultz Engineering 07.30.2012
EASEMENTS: All easements are shown as existing on site plan dated AUGUST 2012.
Primary electric facilities will be designed within existing easements as shown. Electric
service route (3-4" PVC conduits for service to building) will not require additional PUE.

on site to insure that electrical infrastructure is installed within easement boundaries.
