Senior Planner SUBJECT: THE BARRACKS II PH 100 (FP) - Final Plat Staff reviewed the above -mentioned Preliminary Plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review and to be scheduled at a future Planning & Zoning Commission meeting. Remove note #14. 2. Revise note #10 on sheets 2-4, it is referencing the wrong phases. 3. Delete first sentence of note #11 (all sheets). 4. Note #10, last sentence — since the phases have been renumbered/broken down shouldn't phase 104 be 106? 5. Label Deacon Drive as Deacon Drive West. 6. Based on our meeting, please adjust the phase line for Phase 300 to include a portion of Deacon Drive. 7. Update the preliminary plat to show the new boundaries around the small detention pond adjacent to Phase 100. With the amending plat the townhome lots increased in lot length, which should decrease Block 28, Lot 1 lot size/boundary. 8. Remove Phase 100 from Title Block. In addition, Block 1 through Block 7 should be removed as this section is already platted. Please update the number of lots and acreage to reflect these changes. 9. Shade the Parkland areas that have already been dedicated with Phase 100. 10. Update the vicinity map to show the boundaries of the new preliminary plan. 11. Provide volume and page numbers for easements that have already been dedicated (i.e along the backside of the townhomes on Commando Trail). 12. Please add the following notes: a. Townhomes are limited to 9000 sf. b. All Commercial buildings are limited in size to 10,000 sf, with one 15,000 sf commercial building allowed on either commercial tract 3 or 4. c. Commercial tracts 2, 3 and 4 will each be allowed one freestanding sign not to exceed 20' in height. Any additional changes on these plans that have not been pointed out to the City will constitute a completely new review. ENGINEERING COMMENTS NO. 1 1. The City does not want to maintain the mitigation areas. These areas should be covered by HOA maintenance and dedicated as common area. 2. Block 24 needs to provide access to a street. It currently only has access to an alley. 3. Please revise the 20' pavement/24' ROW label from the sidewalk within the mitigation areas. 4. It is very difficult to see the water lines, sanitary sewer lines and storm sewer lines. Can they be darkened to make it easier to see where they overlap other lines? 5. On sheet 2, there is a label for a COCS Monument on the left side which should not be there. 6. There are several areas where utilities are not shown to be within an easement. 7. The 12" waterline along the commercial areas needs to be shown in an easement. 8. An easement is needed at Block 15. Lot 12. NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review.2 of 3 9. There are several swales shown draining to the mitigation area which need to be located within drainage easements. 10. Drainage easements are need at Block 26, Lot 11 and Block 23, Lots 3&4. 11. The sanitary sewer along Block 24 needs to be in an easement. 12. There are several drainage easements along Cullen Trail which are not being shown with this revised preliminary plan. Are the no longer needed? 13. There is common area being removed along this section as well. Was this intentional? 14. The date in the title sheets needs to be revised. The name, or a similar street name, already exists in College Station, Bryan, and/or the County. Also Armored Loop needs to be changed to Armored Drive; the street does not meet the definition of a loop. The proposed street names have been preliminarily approved and will be re -verified prior to filing any plats to ensure no duplicate street names are being created within Brazos County. The pond layout/easement layout (Lot 1 Block 28) differs from page 1 to page 3. The length from the rear corner marker of Lot 14, Block 7 to the corner of the Lot 1, Block 28 has only changed by a couple of inches. This length should be less due to the amending plat for Lot 14 adding 15' to the rear of the property (i.e. Lot 14 went from having 90' before the curve, to 105' before the curve). In addition, the acreage for Lot 1, Block 28 should be decreasing. Provide volume and page numbers for the easements in Phase 100. The water line in Lot 1, Block 27 (commercial tract 4) is not covered by an easement. Parkland areas already dedicated should be indicated as such. As an fyi, phase 101 or 300 will need to incorporate the new parkland that is proposed to be dedicated. FYI, the proposed parkland addition/amendment will need to go before the Parks & Recreation Advisory Board. What is the status of the abandonment application? Reviewed by: Matt Robinson Date: 8/27/12 ENGINEERING 10. Please add a note stating whether or not a portion of the property lies within the 100-year floodplain. 11. It appears that the property has been tied to a City of College Station Monument, but the monument number is not labeled. 12. In phase 300, the preliminary plan does not match the recently submitted development permit. The easement and what I assume is the detention pond boundary are different. Also, they are shown differently on sheet 1 and sheet 3 of this submittal. 13. On sheet 2, why does the water line along Airborne Avenue stop short of Sniper Drive? It would seem like it should connect to the waterline along Sniper. 14. Please provide adequate separation between water lines and storm sewer lines (typ.). 15. On phase 300 (sheet 3 &5), please label the drainage easements as public or private where the storm sewer ouffalls are shown. Please keep in mind that the City will not maintain storm sewer pipes under the slopes of a private detention pond. 16. What is the intended use of the 15' PUE shown in the middle of Lot 1 Bock 28 (sheet 3)? 17. Please label the solid lines on Block 28, Lot 1. 1 assume these are the limits of the detention ponds? 18. The 12"/8" water lines in the 400 phases need to be shown within easements. 19. In phase 401, why does the 8" water line dead end in the middle of the lot? Typically we require the infrastructure to be extended to and through the property. 20. Please maintain adequate separation between the 12" sanitary sewer and 12" water line on Deacon Drive. If all comments have been addressed and the following information submitted by Monday, September 24th, 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for October 18th, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. One (1) 24" x 36" copy of the revised Preliminary Plan; Thirteen (13) 11"x 17" copies of the revised Preliminary Plan. Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. On Block 14, Lots 13-31 it is labeled only as a 10' PUE. When adjacent to unplatted property the PUE should be 20'. It was shown this way on the original preliminary plat. 2. The proposed parkland addition/amendment and discussion over the maintenance responsibility of the mitigation channel will need to go before the Parks & Recreation Advisory Board. The next available meeting is October 9'h 3. Staff is currently reviewing the Parkland Abandonment application. This item is tentatively scheduled to go the City Council meeting on October 11'h Reviewed by: Matt Robinson Date: 8/27/12 ENGINEERING 1. Flood Plain note needs to cite the appropriate FIRM panel (48041C0305E) dated May 16, 2012. 2. The construction plans I just reviewed for Section 300 show the 12" water line remaining on the north side of Deacon and an 8-inch line crossing at intersection with Cullen Trail. Please verify the alignment. 3. The approved mitigation in the Corp Permit shows a mitigation area north of Deacon Drive which would put it in the Detention Pond. Please address.
