After several conversations with Planning and Public Works (Wally & Troy), I think we have arrived back at a similar design to The Barracks I with the 300 gallon containers. However the dumpster screening in the alleys needs to be completely removed from the public right of way and the dumpster screening along the public streets and within the City's right of way will need to be documented with a PIP application (Private Improvements in Public Right of Way), which will need to accompany the final plat application of each phase of development. The dumpster screening adjacent to public streets will need to be located no closer than 5 feet from back of curb. In discussing this with Wally, the truck is able to reach a dumpster located within 7 feet. The reasoning for not locating the screening at the back of curb is to provide some site distance for people to see oncoming cars as they back out of their driveways. Troy Rother, who ultimately has to approve the PIP application has requested that along with the PIP application you provide a certification that in the event that site distance becomes a problem or citizens complain about the site distance that the developer or HOA take full responsibility in addressing these concerns. In addition, the proposed dumpster pads and screening locations and details needs to be documented in the construction documents for each phase of development. Another alternative is to provide an 8 yard dumpster and screening for every 16 dwelling units. This alternative will need to be further discussed with Wally as the 8 yard dumpster is front loaded and their locations will be critical in order to assure appropriate accessibility by the solid waste vehicles.
