SUBJECT: THE BARRACKS II PH 101 (FP) - Final Plat
Staff reviewed the above -mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed.
Two (2) 24"x36" copy of the revised final plat;
Parkland Dedication in the amount of $71,064 must be submitted prior to the
filing of the final plat;
Easement Dedication Sheet for Temporary Turnaround;
One (1) set of revised construction documents.

PLANNING
1. Revise Certificate of Ownership and Dedication. Add "All such dedications shall be in fee
simple unless expressly provided otherwise." as the last sentence.
2. Under the Certificate of City Engineer add "Plat" after subdivision.
3. Provide curve markers.
4. Provide lot corner markers.
5. Label/shade common area adjacent to Lot 31.
6. Remove the label "8.57 acres out of called 108.88 acres..." on plat drawing.
7. On Block 14, Lots 13-31 the 20' PUE is labeled as 10'.
8. Parkland tracts 2& 6 were dedicated with 0.38 acres, not the 0.35 acres labeled.
9. As an fyi, phase 101 or 300 will need to incorporate the new parkland that is proposed to be
dedicated.
10. Provide a note stating that each lot will be required to provide a minimum of two (2) trees of
at least two inches (2") in caliper or one (1) tree of four inch (4") caliper per Ordinance No.
3222.
11. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not been made aware of will
constitute a completely new review.
12. A temporary turnaround is required at (specific location) for Fire and Sanitation services:
• An Easement Dedication Sheet and all necessary attachments must be submitted for
review prior to the final plat being scheduled for a P&Z meeting;
• The Temporary Turnaround Easement must be filed at the courthouse and the recording
information included on the Final Plat prior to the plat being filed at the courthouse.
13. Please note that you may be required to submit paid tax certificates if they are not current
prior to the filing of your plat.

ENGINEERING
1. Plat boundary should be shown in bold line type to clearly indicate plat boundary.
2. Plat Emphasis should be on the platted lots. By shrinking the font and line types on the
certifications and Filed Notes, this can be enlarged.
3. Remove contours from Final Plat.
4. Add note about the property being located within the Steeplechase Impact Fee Area to plat.
5. Subdivision Regulations require 20' PUE at rear of lots. This may be split between abutting
lots.
6. The 10' Drainage easement between Lots 24 and 25 is not wide enough for maintenance
equipment, especially with a building on either side.
7. Additional easement width also needed where utilities (water and sanitary) are less than 5.5
feet from limits of PUE or ROW.
8. Submit Letter Acknowledging City Standards.
9. Project Notes — All public infrastructure shall be constructed in accordance BCS Unified
Design Guidelines, Specifications and Details. Where there is a conflict between he plans
and BCS Unified, BCS Unified will supersede unless noted in the approved "Letter
Acknowledging City Standards".
10. Project Notes (Paving) - Concrete design, etc to comply with BCS Unified Design
Guidelines, Specifications and Details. Also, welded wire fabric is not allowed for public
infrastructure.
11. Project Notes (Utilities) —water service lines shall be copper in accordance with BCS Unified
Design Guidelines, Specifications and Details.
12. Please provide an overall street lighting plan that complies with COCS requirements with
regard to location and type.
13. Provide electrical plan.
14. Temporary turnaround also needed on alley.
15. Please provide Signage Plan and Details; also please include a table of block numbers and
list of each sign required. Here is a list of block numbers from Mandi Alford:
• Deacon Dr. W 400 @ Cullen Trail 3100
• Cullen Trail 3100 @ Hayes 400
• Cullen Trail 3200 @ Foxtrot 400
• Cullen Trail 3300 @ Capps 300
16. End of road markers and barricades per MUTCD are required for all stubs and dead ends.
17. Provide correspondence with the Unites States Postal Service concerning mailboxes.
18. Please provide dumpster pad and screening locations and details. Submit PIP application.
See attached e-mail correspondence.
19. Erosion Control Plan — Please use gravel bags instead of sand for inlet protection. Sand
bags tend to block drainage and end up getting pushed into the inlet.
20. Southernmost construction exit through the residential subdivision not approved. All
construction need to utilize Deacon which is a Collector.
21. How are you planning to handle cross -lot drainage?
22. It appears you are trying to squeeze everything into the ROW, but there are 10' PUEs along
the lot frontages. Please show PUE limits on plans.
23. What is the significance of the dashed lines (denoted as "Existing Right ROW' in the profile
view legend) along several of the lots lines in the plan view; i.e. Lots 6 and 7, Lots 12 and
13, etc.
24. Have you considered routing the 36" storm flow to the inlets already being proposed to cross
Deacon Drive, upsizing the lines and thereby eliminating the additional crossing of Deacon?

25. At a minimum, the upstream soffit need to match the downstream to avoid surcharging.(18"
pipe at B6 and B-8.
26. What is dept of water crossing intersections as denoted in the plans? Inlets need to
intercept all flow ahead of intersections for the design storm, or provide valley gutter that will
allow for smooth uninterrupted traffic flow while not being a hazard to pedestrians or
bicyclists. Since streets are being proposed as concrete may need to look at jointing plan.
27. It is preferable that utilities cross perpendicular to the street where possible so as to not
increase the maintenance burden of having to tear up more of the street for repairs. Please
justify the diagonal crossings of water and storm sewer near Sniper Drive.
28. What are the limits of ponding at the grate inlet and the flowpath of water that exceeds the
capacity? Experience has shown that grate inlets in landscaped areas on private property
are difficult to maintain. Please consider an open -backed inlet instead. This may also help
with the diagonal crossings issue.
29. Show sanitary conflict with storm, Sheet C2.5.
30. Show limits of structural back -fill. It is required for utilities under all pavement. With the type
of development proposed, most of the utilities will require structural back -fill since practically
all of the lot in the area of the utilities will be paved parking.
31. Indicate TCEQ requirements for water and sanitary crossings; i.e. centering joint of pipe,
pressure pipe requirements, and minimum spacing.
32. A minimum of 3' clearance is required between waterline and other utilities (TCEQ applies
for sanitary) i.e. storm.
33. A minimum of 2' clearance is required for water crossing other utilities (TCEQ applies for
sanitary), i.e. storm.
34. Verify air relief not needed near connection with existing waterline Sta 14+04.
35. Locate sanitary sewer manholes out from sidewalk as they are a tripping hazard.
36. What are the offset notes on Sheet C4.1 referring to?
37. Storm Drain System Report — Based on the finished product of the original Barracks, there is
a significant amount of impervious cover, do the assumptions in your design (storm system
and detention design) take into account the significant amount of impervious cover within
these post development (Townhome) drainage areas. In other words the proposed small lot
sizes and proposed private paving within the "Townhome" designated areas exceed the
amount of impervious cover that is accounted for in our standard run-off coefficient for single
family residential lots.
38. Storm Drain System Report — Provide hydraulic gradeline profiles.
39. Storm Drain System Report - Submit complete report that WinStorm generates as well as
CD of the analysis.
40. Please confirm that the NOI and SW3P provided for previous phase of the project is for the
entire site.

PLANNING
1. The new proposed parkland dedication areas need to be included (linear strips that follow
along the mitigation channel).
2. The majority of Parkland tracts 3 and 4 have already been dedicated, please indicate as
such and show the new pieces as parkland.
3. The hard boundary (bold line) of the plat needs to include the new parkland areas (added
pieces to parkland tracts 3 and 4, and linear strips along the mitigation channel).
4. Remove the temporary turnarounds as they are no longer necessary.
5. Copies of the revised location drawings for the PIP will need to be submitted prior to
approval of the construction documents.
6. Please note that you may be required to submit paid tax certificates if they are not current
prior to the filing of your plat.

ENGINEERING COMMENTS NO. 2
7. FYI -Welded wire fabric not allowed for public paving infrastructure or paving in public ROW.
Welded wire fabric still appears in Note 4.
8. FYI -Street lights are normally required at all street intersections and access ways, in cul-de-
sacs and generally at 300-foot intervals.
9. Street Sign Table — Sign No.4 should read Cullen Trail 3300.
10. Provide BTU agreement for street lights and electric service.
11. Trash pads shall not be located on top of stormwater inlets or utility services. (Keep in mind
that anything washed or draining into the inlets may wind up in the detention/recreation
pond.)
12. Structural backfill required on utilities under trash pads.
13. Verify there is adequate vertical separation between trash pad footing and utilities beneath.
Several locations seem deficient, especially over storm sewer pipe.
14. Trash pad located on east side of Cullen Trail closest to Capps Drive is in visibility sight
triangle and will have to be relocated.
15. In looking at Phase 100 final product for sidewalks and driveways, there is not a clear
enough distinction between the sidewalk and driveway. In many instances the sidewalk was
completely blocked by vehicles parked in the driveways. Please propose something to
better define the sidewalk limits.
16. Structural backfill required on waterline crossing alleys and streets.
17. Confirm that the 15' Drainage Easement width between structures is sufficient to
accommodate equipment, bank slopes, OSHA separation, and area for soil stockpile for
future maintenance and repairs.
18. Signage will need to be erected notifying construction vehicles that Keefer Loop is not a
construction exit. Approved construction exit is at Deacon.
19. Regarding cross -lot drainage; The concern is more for future individual lot ownership and
drainage issues that develop between neighbors. If there is no defined buffer or easement it
is more difficult to private property owners to get improvements or corrections made on
property owned by someone else.
20. Cluster mailboxes proposed in site visibility triangles. Please adjust. What modifications
need to be made to sidewalks in order to accommodate the mailboxes?

ENGINEERING

1. At intersections, grades of intersecting streets should not be more than +/- 2% within the
first 25 feet of the intersecting curb line.
2. Without cul-de-sacs, dead end streets need signage.
3. Minimum radius of curvature for 8-inch waterline is 400 feet. The vertical curves with
K<4 will need fittings instead of deflection.
4. Since you now have additional foot of cover, can you not add the 0.1' drop across
junction boxes back into the design?
