SANITATION
The dumpster enclosure needs to be turned 10 degrees counter clockwise in order for
sanitation vehicles to have a better angle and approach to enclosure.

Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:

PLANNING
Basic Site Plan Req's
1. This property is currently platted as four separate lots. As stated in Note 5 of the Concept
Map for the PDD, "the property is required to replat into one lot, the applicable part of the
abandoned Meadowland Street right-of-way included in the plat, and a public way or right-
of-way provided." Please provide documentation that this requirement has been met.
2. Please remove the fifth lot from the vicinity map as it is not included in this development.
3. Please show the site in its entirety; move the property line to Meadowland Street.
4. Please dedicate an access easement of the property. This can be done through the platting
process or through separate instrument.
5. For easier readability, please provide the demolition site plan separately.
6. Please show the existing access easement at the rear of the property and open the parking
area to accommodate its location.
7. Per Site Plan Minimum Requirements, please provide the ownership and current zoning of
all abutting parcels.
8. In Note 18, 'electrical' is misspelled. Please revise.
Per Ordinance
9. Please provide a note that states this site's development requirements are based on
Ordinance 2011-3389.
10. Is a meeting room being proposed? As per the Ordinance, if the room is larger than 600
square feet, additional parking must be provided. Please provide information describing the
proposed size of the room.
Fire Issues
11. Please provide the building's height on the site plan.
12. The fire lane at the rear of the lot is in excess of 100 feet and fire will not be able to
maneuver without a hammerhead. Please reduce the fire lane designated area.
13. Please move the FDC to the other side of the Pedestrian Pathway.
14. Please label the fire hydrant located along Meadowland Street.
Easements
15. Please show all existing PUEs and easements on the site and adjacent properties.
Parking/Ped
16. Please provide a sidewalk leading from the parking lot to the entry fagade of the building
along the pool area.
17. The parking spaces along the building (facing Hampton's Inn's property) are not the required
9' width. Please revise.
18. Please move the "Truncated domes to extend full width and length of hcap ramp, typ" to
point at the ramp and not the striped landing area in the parking lot.
19. Please include the handicap parking sings on the plan that are being called out.
20. Please show that the ADA ramps are at grade and the handicap spaces adjacent have
wheel stops.
21. Please label what appears to be a transformer in Parking Island I.
22. Based on the structure's square footage, one or more facilities capable of accommodating
eight bicycles are required per UDO Section 7.9 'Non -Residential Architectural Standards'.
Please show that this requirement has been met on the site.

23. Please provide the ROW pavement area for Meadowland Street (??) and Texas Avenue.
24. Please provide details for the hand rail, wood footbridge, wood, dumpster enclosure, and
sidewalk fan details in construction documents.
25. Please show water demands and remove the XXX.
26. Per Site Design Standards, the dumpster pad must be 12' x 12', free of any obstructions
such as bollards, measured within the interior of the dumpster enclosure. Please revise.
27. Because the dumpster is being shown in the easement, please provide a note that if any
utility construction or maintenance is required that replacement of materials will be the
property owner's responsibility.
28. Please move the 'Pool BOT 326.00' label to be located with the proposed pool.
29. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING/STREETSCAPING/BUFFER
1. Per LIDO Section 7.9.E. "Additional Standards for Fifty Thousand (50,000) SF or Greater",
the minimum required landscape points for a site shall be double of that required for
developments of less than fifty thousand gross square feet in area. The minimum allowable
tree size is two-inch caliper. Streetscape point requirements remain the same and shall
count toward the landscape point requirement. Please show that this has been met.
2. As per the Ordinance, "the required tree wells along facades facing a public right-of-way or
Public Ways for building plots in excess of 50,000 gross square feet may be relocated from
the fagade areas to the Public Way". Because the gross square footage of this site is
60,000, please show that this requirement has been met along Meadowland Street and that
the trees are either in planters or tree wells.
3. Please include the points for landscaping within the site and consolidate with streetscaping
points.
4. Please provide a label for the line defining the 50' streetscape area.
5. One Dwarf Burford Holly is shown on the outside of the property line in the corner near the
proposed dumpster location. Please revise to show its location within the site's boundary.
6. Four Live Oaks are shown on the landscape plan, but eight are shown in the plant schedule.
Please revise and ensure that the required number of landscape points are still met.
7. Fourteen Watermellow Crape Myrtles are shown on the landscape plan, but fifteen are
called out in the plant schedule. Please revise and ensure that the required number of
landscape points are still met.
8. Sixty-six Indian Hawthornes are shown on the landscape plan, but two hundred and
seventy-four are shown in the plant schedule. Please revise and ensure that the required
number of landscape points are still met.
9. There are nine unidentified shrubs in the area adjacent to the entry portico. Please include
them in the plant list and corresponding points.
10. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version
of plat and / or site plan as soon as it is available. Email to: gmartinez(cD-cstx.gov.
LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size and number of transformers,
and other equipment, required to provide service to the project. Failure to provide load data
will result in construction delays and, due to clearance requirements, could affect the final
building footprint. Delivery time for transformers and other equipment not in stock is
approximate 26 weeks. Note: The transformer for this project will be located along the
Meadowland side of the property. Please make plans for the electric service entrance to be
located on this side of the building.
EASEMENTS: Developer provides temporary blanket easement for construction purposes
and upon completion of project must provide descriptive easements for electric infrastructure
as designed by CSU.
If easements are existing, the developer will be responsible for locating easements on site to
insure that electrical infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS
Developer installs conduit per CSU specs and design.
CSU will provide drawings for electrical installation..
Developer will intercept existing conduit at designated transformers, or at other existing
devices or locations and extend as required.
If conduit does not exist at designated transformer or other existing devices or location the
developer will furnish and install conduit as shown on CSU electrical layout.
Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other
device, per CSU specs and design.
Developer installs pull boxes per CSU specs and design, Pull boxes provided by CSU.
Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing
as designed by CSU.

ENGINEERING COMMENTS NO. 1
1. The throat depth needs to be at least 55-ft.
2. Meadowland should be labeled as a private public way. Include a note on site plan
regarding maintenance of the public way.
3. For clarity, please move fire truck maneuvering diagram to separate sheet.
4. Monolithic curbs are required around the perimeter of all paved areas.
5. Note #7 should be revised, as an irrigation plan is required to be approved with the site
plan.
6. Can you block access along existing access easement?
7. Label the proposed PUE's for the force main & water line/meters.
8. There are two Note #3s.
9. Please label the FDC, isolation valve, and water meter sizes on the site plan.
10. Please label the public and private water, sanitary sewer, and storm sewer.

21. FYI... There is an existing 20-ft access easement where building will be located. This
should be abandoned prior to site plan approval.
22. FYI... The construction documents are still under review and may affect the site plan.

1. Please provide a cost estimate, NOI, and Letter of Acknowledgment.
2. Please provide details for the retaining wall and hand rail. FYI ... A building permit is required
for any retaining wall 24" or higher.
3. Submit TxDOT permits applications for all work in the Tx DOT right-of-way. FYI ... These
need to be approved prior to site plan approval.
4. Detention is required in this area, so more details of the detention facilities and a
comprehensive drainage report need to be submitted.
5. Please verify the capacity of the storm sewer system that you are proposing tying into.
6. FYI... Private storm sewer is not permitted to run within the right-of-way.
7. C1.1 - Label all pipes, valves, bends, etc. on the utility lines.
8. C1.1 - Label all existing and proposed easements with size and volume/page number.
9. C1.1 - Please show the existing and proposed fire hydrants.
10. C1.1 - The referenced sheet ST-1 was not provided.

1. Please revise the Landscaping Point Calculation to show the 5,154 point requirement for
this site. This number is based on doubling the number of landscape points based on the
site being larger than fifty thousand gross square feet in area.
2. The streetscape calculations appear to be incorrect as driveways are not included in the
linear footage requirement:
• Texas Avenue measures to be 171 feet minus a 29 foot driveway.
o 142725 = 7 streetscape trees are required and 10 have been provided (7
canopy trees and 6 non -canopy trees — 2 non -canopy trees count as 1
canopy tree).
• Meadowland Street measures to be 324 feet minus a 40 foot driveway.
o 284732 = 9 canopy trees are required and 7 have been provided.
Please revise to show that these requirements have been met by separating streetscape
points from landscaping points and showing necessary calculations.
3. Please provide the size of proposed trees and shrubs in the site landscape schedule.
Additionally, please provide the corresponding points to show that the double landscape
points for this site have been met.
4. It appears that the formatting on the print has made some parts of the plan difficult to read.
Please revise for readability.

Site Plan
1. (Repeat) Label the proposed PLIE's for the force main & water line/meters. Please label
all PUEs as "Public Utility Easements. Also, the 6x20 PUE needs to be labeled on
C1.1.
2. (Repeat) Please label the FDC, isolation valve, and water meter sizes on the site plan.
Based on the proposed 3-inch water meter, a meter vault will be needed. Please
show and label accordingly.
3. (Repeat) Please label the public and private water, sanitary sewer, and storm sewer.
Please label these items on C1.1, as well.
4. (Repeat) Please label the ADA ramps and provide details. Ramp details should be
included in the plans.
5. (Repeat) Show and label proposed site lighting. There are a few light poles that need
to be removed from PUEs.
6. (Repeat) Label the curb return radius on both sides of the driveway. Please provide
the minimum 25-ft curb return radius on both sides of the driveway.
7. (Repeat) FYI... FM will need to be relocated within a new PUE prior to site plan approval.
The PUE which currently contains the force main will need to be abandoned via
City Council with our typical easement abandonment process. Please submit an
abandonment application.
8. (Repeat) Please submit an easement dedication application for a Temporary
Blanket PUE per Electrical's previous comment.
9. The proposed 30-ft PUE along the front of the property only scales at 20-ft wide.
10. Please remove the private storm sewer from the PUE.

Construction Documents
1. (Repeat) Please provide a cost estimate, NOI, and Letter of Acknowledgment. We still
need an engineer's cost estimate. The NOI may be submitted by the contractor
prior to receiving the Development Permit.
2. (Repeat) Please provide details for the retaining wall and hand rail. FYI ... A building
permit is required for any retaining wall 24" or higher. The proposed retaining wall
within the PUE needs to be removed.
3. (Repeat) Please verify the capacity of the storm sewer system that you are proposing
tying into. Please estimate the available capacity of the pipe immediately
downstream. Additionally, provide details for the connection to existing junction
box.
4. (Repeat) C1.1 — Label all existing and proposed easements with size and volume/page
number. Label existing PUEs and Electrical Easement with volume and page
number.
5. (Repeat) C1.1 — Please show the existing and proposed fire hydrants. Since FH #3
cannot be utilized for fire flow on this site, please show & label the 3 hydrants
along former Meadowland St. instead.
6. (Repeat) C1.1 — Please cut in a tee and add a valve on the existing 8" waterline. Label
connection as a 12"x6" tee and 12" valve.
7. (Repeat) C1.2 — Please clean up the existing topo points from the survey. There are
still survey points on the sheet that make it difficult to read the applicable grading
information.
8. (Repeat) C1.2 — Are these existing or proposed contours? Please label. All existing
and proposed contours need to be shown and labeled.
9. (Repeat) Fire Flow — The 2012 IFC should be referenced since that is the version we are
operating under. Please note that the fire flow requirements are per the 2012
International Fire Code and are not just CoCS minimum requirement.
10. (Repeat) Fire Flow — Please provide data showing what will happen in the water system
as a result of running 3 hydrants and peak daily demands. Since the 12-inch waterline
along former Meadowland St. has not been constructed, please also run a
scenario where fire flow must be provided from the existing infrastructure along
Meadowland.
11. C3.0 — Inlet protection will need to be provided for on -site storm inlets as well.
12. C3.0 — For the 36-inch storm sewer junction box at the entrance, it looks like the rim and
T/C elevations are about a foot different. Please clarify.
13. C3.0 — Where is the area with 20% slope described in the drainage report?
14. Drainage Report — Please provide the engineer's detention certification per Section III of
the Stormwater Design Guidelines.
15. Drainage Report — Based on the specifics of this site, the rational method should be
used in determining the pre- and post -development stormwater run-off.
16. Drainage Report — Additional information is required to complete the drainage report:
pre- and post -development site runoff, pond sizing calculations, pond storage -routing
information, hydrographs, pond emergency overflow location & sizing, outfall and pipe
sizing, details regarding tie-in to TxDOT JBox, calculations for ponding in the parking lot
(not exceeding 6"), and Appendix D.

schedule for streetscaping — and four (4) are shown to be
within the site. Providing the total as eleven (1 1) here
causes confusion in counting the same tree twice and an
assumption that there should be eighteen (18) on site.

the schedule, but twelve (12) have been counted already
as streetscape trees and thirteen (13) are within the site.
• Two -hundred seventy-six (276) Dwarf Burford Hollies are

The relocation of site lighting;
The manhole box at the landscaped island at the front

The tree wells —two are shown as half -wells on the site
plan. Based on the UDO, one (1) tree well is required for every 6' of
building fapade. In this case, this applies to both the building facing

located on Meadowland Street, please revise accordingly. This will
also need to be coordinated with Derek Walton as the location of the
tree wells will affect the sidewalk along Meadowland Street.

PLANNING
1. This property is currently platted as four separate lots. As stated in Note 5 of the Concept
Map for the PDD, "the property is required to replat into one lot, the applicable part of the
abandoned Meadowland Street right-of-way included in the plat, and a public way or right-
of-way provided." Please complete this requirement.
2. Please remove the fifth lot from the vicinity map as it is not included in this development.
3. Please show the site in its entirety; move the property line to Meadowland Street.
4. Please dedicate an access easement on the property. This can be done through the
platting process or through separate instrument.
5. For easier readability, please provide the demolition site plan and fire truck maneuvering
diagram to separate sheets.
6. Please show the existing access easement at the rear of the property and open the parking
area to accommodate its location.
7. Per Site Plan Minimum Requirements, please provide the ownership and current zoning of
all abutting parcels.
8. Please revise Note 7 as an irrigation plan is required for approval with the site plan.
9. In Note 18, 'electrical' is misspelled. Please revise.
10. Please provide a note that states this site's development requirements are based on
Ordinance 2011-3389.
11. Is a meeting room being proposed? As per the Ordinance, if the room is larger than 600
square feet, additional parking must be provided. Please provide information describing the
proposed size of the room.
12. Please provide the building's height on the site plan.
13. FYI — The fire lane at the rear of the lot is in excess of 100 feet and fire will not be able to
maneuver without a hammerhead. Once the parking lot is opened to accommodate the
access easement, the fire lane can continue along the back of the lot and this note will not
be null.
14. If the symbol next to the dumpster is the FDC, please move it to the other side of the
Pedestrian Pathway as there are concerns about access and damage occurring in the event
that a truck hits it.
15. Please label the fire hydrant located along Meadowland Street.
16. Please show all existing PUEs and easements on the site and adjacent properties.
17. Monolithic curbs are required to be provided along the perimeter of all paved areas. Please
revise and provide a detail.
18. Please provide a sidewalk leading from the parking lot to the entry fagade of the building

1. Per LIDO Section 7.9.E. "Additional Standards for Fifty Thousand (50,000) SF or Greater",
the minimum required landscape points for a site shall be double of that required for
developments of less than fifty thousand gross square feet in area. The minimum allowable
tree size is two-inch caliper. Streetscape point requirements remain the same and shall
count toward the landscape point requirement. Please show that this has been met.
2. As per Ordinance 2011-3389, "the required tree wells along facades facing a public right-of-
way or Public Ways for building plots in excess of 50,000 gross square feet may be
relocated from the fagade areas to the Public Way". Because the gross square footage of
this site is 60,000, please show that this requirement has been met along Meadowland
Street and that the trees are either in planters or tree wells.
3. Please include the points for landscaping within the site and consolidate with streetscaping

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version
of plat and / or site plan as soon as it is available. Email to: gmartinez(cD-cstx.gov.
LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size and number of transformers,
and other equipment, required to provide service to the project. Failure to provide load data
will result in construction delays and, due to clearance requirements, could affect the final
building footprint. Delivery time for transformers and other equipment not in stock is
approximate 26 weeks. Note: The transformer for this project will be located along the
Meadowland side of the property. Please make plans for the electric service entrance to be
located on this side of the building.
EASEMENTS: Developer provides temporary blanket easement for construction purposes
and upon completion of project must provide descriptive easements for electric infrastructure
as designed by CSU.

site being larger than fifty thousand gross square feet in area.
2. The streetscape calculations appear to be incorrect as driveways are not included in the
linear footage requirement:
• Texas Avenue measures to be 171 feet minus a 29 foot driveway.
o 142725 = 7 streetscape trees are required and 10 have been provided (7
canopy trees and 6 non -canopy trees — 2 non -canopy trees count as 1
canopy tree).
• Meadowland Street measures to be 324 feet minus a 40 foot driveway.
o 284732 = 9 canopy trees are required and 7 have been provided.
Please revise to show that these requirements have been met by separating streetscape
points from landscaping points and showing necessary calculations.
3. Please provide the size of proposed trees and shrubs in the site landscape schedule.
Additionally, please provide the corresponding points to show that the double landscape
points for this site have been met.
4. It appears that the formatting on the print has made some parts of the plan difficult to read.
Please revise for readability.
5. Sixteen Chinese Pistache are shown on the landscape plan, but seventeen are shown in the
plant schedule. Please revise and ensure that the required landscape points are met.
6. Two -hundred ninety-one Dwarf Yaupon Hollies are shown on the landscape plan, but two -
hundred seventy-five are called out in the plant schedule. Please revise and ensure that the
required landscape points are met.
7. Repeat: As per the Ordinance, "the required tree wells along facades facing a public right-
of-way or Public Ways for building plots in excess of 50,000 gross square feet may be
relocated from the fagade areas to the Public Way". Because the gross square footage of
this site is 60,000, please show that this requirement has been met along Meadowland
Street and that the trees are either in planters or tree wells.
8. Repeat: Please provide a label for the line defining the 50' streetscape area for both Texas
Avenue and Meadowland Street.
9. Repeat: There are nine unidentified shrubs in the area adjacent to the entry portico.
Please include them in the plant list and corresponding points.
10. Repeat: Per UDO Section 7.9.E, a berm is required to be provided along the street
frontage. Can the grade be factored into the effective height?
11. Repeat: Please label streets and adjacent properties with ownership and zoning
information.

Site Plan
1. (Repeat) Label the proposed PLIE's for the force main & water line/meters. Please label
all PUEs as "Public Utility Easements. Also, the 6x20 PUE needs to be labeled on
C1.1.
2. (Repeat) Please label the FDC, isolation valve, and water meter sizes on the site plan.
Based on the proposed 3-inch water meter, a meter vault will be needed. Please
show and label accordingly.
3. (Repeat) Please label the public and private water, sanitary sewer, and storm sewer.
Please label these items on C1.1, as well.
4. (Repeat) Please label the ADA ramps and provide details. Ramp details should be
included in the plans.
5. (Repeat) Show and label proposed site lighting. There are a few light poles that need
to be removed from PUEs.
6. (Repeat) Label the curb return radius on both sides of the driveway. Please provide
the minimum 25-ft curb return radius on both sides of the driveway.
7. (Repeat) FYI... FM will need to be relocated within a new PUE prior to site plan approval.
The PUE which currently contains the force main will need to be abandoned via
City Council with our typical easement abandonment process. Please submit an
abandonment application.
8. (Repeat) Please submit an easement dedication application for a Temporary
Blanket PUE per Electrical's previous comment.
9. The proposed 30-ft PUE along the front of the property only scales at 20-ft wide.
10. Please remove the private storm sewer from the PUE.
11. Please label the proposed 30-ft Access Easement.
Construction Documents
1. (Repeat) Please provide a cost estimate, NOI, and Letter of Acknowledgment. We still
need an engineer's cost estimate. The NOI may be submitted by the contractor
prior to receiving the Development Permit.
2. (Repeat) Please provide details for the retaining wall and hand rail. FYI ... A building
permit is required for any retaining wall 24" or higher. The proposed retaining wall
within the PUE needs to be removed.
3. (Repeat) Please verify the capacity of the storm sewer system that you are proposing
tying into. Please estimate the available capacity of the pipe immediately
downstream. Additionally, provide details for the connection to existing junction
box.
4. (Repeat) C1.1 — Label all existing and proposed easements with size and volume/page
number. Label existing PUEs and Electrical Easement with volume and page
number.
5. (Repeat) C1.1 — Please show the existing and proposed fire hydrants. Since FH #3
cannot be utilized for fire flow on this site, please show & label the 3 hydrants
along former Meadowland St. instead.
6. (Repeat) C1.1 — Please cut in a tee and add a valve on the existing 8" waterline. Label
connection as a 12"x6" tee and 12" valve.
7. (Repeat) C1.2 — Please clean up the existing topo points from the survey. There are
still survey points on the sheet that make it difficult to read the applicable grading
information.
8. (Repeat) C1.2 — Are these existing or proposed contours? Please label. All existing
and proposed contours need to be shown and labeled.
9. (Repeat) Fire Flow — The 2012 IFC should be referenced since that is the version we are
operating under. Please note that the fire flow requirements are per the 2012
International Fire Code and are not just CoCS minimum requirement.
10. (Repeat) Fire Flow — Please provide data showing what will happen in the water system
as a result of running 3 hydrants and peak daily demands. Since the 12-inch waterline
along former Meadowland St. has not been constructed, please also run a
scenario where fire flow must be provided from the existing infrastructure along
Meadowland.
11. C3.0 — Inlet protection will need to be provided for on -site storm inlets as well.
12. C3.0 — For the 36-inch storm sewer junction box at the entrance, it looks like the rim and
T/C elevations are about a foot different. Please clarify.
13. C3.0 — Where is the area with 20% slope described in the drainage report?
14. Drainage Report — Please provide the engineer's detention certification per Section III of
the Stormwater Design Guidelines.
15. Drainage Report — Based on the specifics of this site, the rational method should be
used in determining the pre- and post -development stormwater run-off.
16. Drainage Report — Additional information is required to complete the drainage report:
pre- and post -development site runoff, pond sizing calculations, pond storage -routing
information, hydrographs, pond emergency overflow location & sizing, outfall and pipe
sizing, details regarding tie-in to TxDOT JBox, calculations for ponding in the parking lot
(not exceeding 6"), and Appendix D.
