Staff reviewed the above -mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information by any Monday at 10:00 a.m. for further
staff review:
City of College Station Transmittal Letter,
Memo providing written responses to all of staff's comments (identify the
specific page that each comment was addressed on or the reason for not
addressing the comment),
Seven (7) complete sets of site civil construction documents for the
proposed development with the revised site and landscaping plans
attached (one set will be returned to you, please submit additional copies
if you want more than one approved set),
Two (2) revised site plans,
One (1) landscaping plan,
One (1) 11x17 grading and erosion control plan,
_ Easement Dedication Sheet and required documents (please note that
the Site Plan will not be stamped approved until the Blanket Easement, or
all other appropriate easements, have been dedicated to the City of
College Station).

Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there
are comments that you are not addressing with the revised site plan, please attach a

STAFF REVIEW COMMENTS NO. 1
Project: Carters Crossing Park (SP) — 13-00900015
PLANNING
1. Label the ownership and zoning for abutting parcels.
2. Define the boundary of the park and show the entire park property on the Site Plan.
3. All proposed structures that will be located in the park must be depicted on the site plan. In
addition, the structures (except for playground equipment) would need to conform to Non -
Residential Architectural (NRA) Standards, which can be found in the Unified Development
Ordinance (UDO), Section 7.10. An NRA application will need to be submitted for any
proposed structures in the park.
4. Depict, label, and provide the volume and page number for all easements (100-foot Gulf
States Utility Easement, 60-foot Exxon Easement, 50-foot CoCS Electrical Easement)
5. Remove General Construction Note #7, as there is no parking proposed on this site.
6. Remove sign details from the construction documents. The details will not be necessary as
part of the construction documents because the sign will need to be moved out of the PUE.
The sign will be permitted separately and a Sign Permit Application must be submitted to
Planning and Development Services for review.
7. Please note that the park sign will be required to meet standards for a Low Profile sign
described in LIDO Section 7.5. It appears the sign is located to close to the right-of-way
(ROW). A minimum 10-foot setback is required from the ROW.
8. Provide a general note on the site plan that states the following: Exterior building and site
lighting will meet the standards of Section 7.11 of the Unified Development Ordinance. The
light source shall not project below an opaque housing and no fixture shall directly project
light horizontally. Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line.
9. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING/STREETSCAPING/BUFFER
1. The park property must comply with LIDO Section 7.6, Landscaping and Tree Protection
requirements. Please note that existing trees may be counted towards landscaping point
totals and higher point values are awarded for barricaded trees. Any existing trees that are
counted for landscape points will need to be shown on the landscape plan along with a
barricade plan.
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed
as per City Ordinance 2394.

1. Since the park land has already been dedicated, a performance bond and a payment
bond are required before the site plan can be approved.
2. Please provide an engineer's estimate.
3. Please provide a certification acknowledging that these plans are designed according to
City Standards.
4. Please show all easements.
5. Please clearly designate which sidewalk is proposed with this plan and that which is
existing or being constructed with other plans.
6. Please make sure to show all improvements on the site plan (signs, wall, etc).
7. Please include the Standard Drainage details with the construction plans on your next
submittal.
8. An additional portion of sidewalk is shown on the site plan that is not shown on the
construction plans. If the additional portion is proposed what is the shaded area in the
middle of the sidewalk loop?
9. The maximum slope for publicly maintained areas is 4:1. It looks like some areas to be
graded may exceed this.
10. There is a note on the construction plans stating that the Park is to be dedicated. The
park has already been dedicated.
11. The sign/wall should not be located over the waterline or other utilities. Please move
this feature out of the PUE.
12. Please clearly label the features. For instance, the 38" HDPE is also labeled as SD-6 in
the profile view, but is not labeled at all in the plan view.

1. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version
of plat and / or site plan as soon as it is available. Email to: ehorton(cDcstx.gov.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other
device, per CSU specs and design.
7. Developer installs pull boxes and secondary pedestals per CSU specs and design, Pull
boxes and secondary pedestals provided by CSU.
8. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing
as designed by CSU.

PLANNING
1. The revised landscape calculations shown on the site plan meet requirements, however the
plants depicted on "Sheet 4 of 5" on the landscape plan and the numbers provided in the
landscape legend do not match the site plan provided by McClure and Browne. Please
revise "Sheet 4 of 5".
2. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not been made aware of will
constitute a completely new review.

PLANNING
1. Label the ownership and zoning for abutting parcels.
2. Define the boundary of the park and show the entire park property on the Site Plan.
3. All proposed structures that will be located in the park must be depicted on the site plan. In
addition, the structures (except for playground equipment) would need to conform to Non -
Residential Architectural (NRA) Standards, which can be found in the Unified Development
Ordinance (UDO), Section 7.10. An NRA application will need to be submitted for any
proposed structures in the park.
4. Depict, label, and provide the volume and page number for all easements (100-foot Gulf
States Utility Easement, 60-foot Exxon Easement, 50-foot CoCS Electrical Easement)
5. Remove General Construction Note #7, as there is no parking proposed on this site.
6. Remove sign details from the construction documents. The details will not be necessary as
part of the construction documents because the sign will need to be moved out of the PUE.
The sign will be permitted separately and a Sign Permit Application must be submitted to
Planning and Development Services for review.
7. Please note that the park sign will be required to meet standards for a Low Profile sign
described in LIDO Section 7.5. It appears the sign is located to close to the right-of-way
(ROW). A minimum 10-foot setback is required from the ROW.
8. Provide a general note on the site plan that states the following: Exterior building and site
lighting will meet the standards of Section 7.11 of the Unified Development Ordinance. The
light source shall not project below an opaque housing and no fixture shall directly project
light horizontally. Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line.
9. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING/STREETSCAPING/BUFFER
1. The park property must comply with LIDO Section 7.6, Landscaping and Tree Protection
requirements. Please note that existing trees may be counted towards landscaping point
totals and higher point values are awarded for barricaded trees. Any existing trees that are
counted for landscape points will need to be shown on the landscape plan along with a
barricade plan.
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed
as per City Ordinance 2394.

Since the park land has already been dedicated, a performance bond and a payment bond
are required before the site plan can be approved.
Please provide an engineer's estimate.
Please provide a certification acknowledging that these plans are designed according to City
Standards.
4. Please show all easements.
5. Please clearly designate which sidewalk is proposed with this plan and that which is existing
or being constructed with other plans.
6. Please make sure to show all improvements on the site plan (signs, wall, etc).
7. Please include the Standard Drainage details with the construction plans on your next
submittal.
8. An additional portion of sidewalk is shown on the site plan that is not shown on the
construction plans. If the additional portion is proposed what is the shaded area in the
middle of the sidewalk loop?
9. The maximum slope for publicly maintained areas is 4:1. It looks like some areas to be
graded may exceed this.
10. There is a note on the construction plans stating that the Park is to be dedicated. The park
has already been dedicated.
11. The sign/wall should not be located over the waterline or other utilities. Please move this
feature out of the PUE.
12. Please clearly label the features. For instance, the 38" HDPE is also labeled as SD-6 in the
profile view, but is not labeled at all in the plan view.

GREENWAYS
1. Please provide a dead end sign for the sidewalk heading towards the Gulf States Utility
easement
2. Also please end the above mentioned sidewalk as a loop or bulb where it terminates.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version
of plat and / or site plan as soon as it is available. Email to: ehorton(cDcstx.gov.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other
device, per CSU specs and design.

7. Developer installs pull boxes and secondary pedestals per CSU specs and design, Pull
boxes and secondary pedestals provided by CSU.
8. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing
as designed by CSU.
