The reason for the addendum is that additional parking spaces have been added, making it necessary to inform you of the changes. These changes only impact the flow at the south study point, as the north remains unchanged. The times of concentration have remained at five minutes as per the approval of the City of College Station Development Services. The addition of 10 parking spaces will result in a 0.04-acre increase for both the pre-and post-development drainage areas. This spatial increase results in higher peaks for all events. The largest increase in peak flow is 0.60 cfs, occurring during the 100-year event. The remainder of the flow increases can be seen in Exhibit A. The minor increase in peaks did not adversely affect the post-detention routed flows for either the north or south study points as is evident in Exhibits 1N-5N and 1S-5S. The reason for the addendum is that the time of concentration used for the Rational Method calculations was set to five minutes. All of the drainage areas studied for this report had times of concentration of less than five minutes, so in order to be conservative, all times of concentration were set to five minutes. The City of College Station requires that the minimum time of concentration for drainage calculations be set to ten minutes. However, in light of the very small drainage areas involved in this project, it was felt that using the higher time of concentration would not accurately represent the hydrologic processes occurring on the site. Despite this, the drainage calculations were repeated with a time of concentration of ten minutes for comparison. The increase in time of concentration caused the peak flows calculated to decrease from all three drainage areas because of the smaller intensity of rainfall. However, due to the increase in stormwater volume, the detention ponds as designed in the original drainage report are undersized. Only the north study point has the proper amount of detention for only the 100-year event storm. The other areas do not have enough detention storage by less than one cfs in all cases with the maximum difference resulting in 0.63 cfs. A spreadsheet is attached to illustrate the difference between the results for the different times of concentrations . As we discussed on the telephone, this increase is insignificant and the time of concentration of five minutes is probably a more accurate representation of the site hydraulics. This lot is located west of the existing Cheddar's Casual Cafe Restaurant and the existing private boulevard entrance into the Gateway Subdivision property. The Rockfish restaurant property was originally subdivided with the Final Plat of the Gateway Subdivision and consists of 1.3 acres. Lot 5 will have a single access location that is from the private access drive located at the rear of the property. This access drive also serves the existing Texas Roadhouse restaurant and Cheddars Casual Cafe. The lot is located outside the FEMA regulatory 100-year floodplain as shown on Figure 1. The natural topography of the lot falls from west to east with an approximate 4% slope. PREDEVELOPMENT CONDITIONS Originally, the subject lot, Lot 5, Block 1 naturally drained to the east into a small tributary of Burton Creek, which was located on the Cheddars restaurant site. The civil site work for Cheddars included the design of an underground storm sewer system, which replaced the tributary. The Rockfish lot currently drains overland to the east but is now intercepted by the boulevard entrance drive into the Gateway Subdivision and is conveyed to the drainage swale in the University Drive right-of-way and then to the Cheddars storm sewer system. The predeveloped runoff area for this property is shown on Figure 2. POSTDEVELOPMENT DRAINAGE The majority of the postdeveloped runoff from the Rockfish Restaurant lot will be conveyed from the site to the University Drive storm sewer system and then to the Cheddars storm sewer system. A small portion of the site in the northeast comer will drain to the north to the rear access drive and enter the Burton Creek tributary just north of the existing Cheddars parking lot. The postdeveloped runoff areas for this property consist of three drainage areas and are shown on Figure 2. The analysis contained herein analyzes the drainage at two study points. One on the north side (Study Point North) which handles the runoff from Drainage Area 1 and the second on the south side (Study Point South) which handles runoff from Drainage Areas 2 and 3. Detention Design Due to the size of the drainage area (1.3 acres), the rational formula was used to calculate the runoff leaving the site for both pre-and post-developed conditions. The detention for the Rockfish site is made up of three separate ponds. The ponds are located in the parking area surrounding the restaurant. Pond 1 handles flow from Drainage Area 1 and releases this flow into the storm sewer within the rear access drive. The outlet for Pond 1 consists of a grate inlet with an open area of 23 square inches. The top of grate elevation is 286.63 ' and the top of curb elevation at this location is 287.13'. The maximum ponding depth for Pond 1 during the 100-year storm event is 287 .21 '. The grades in the parking lot are such that the grade break between Drainage Area 1 and Drainage Area 3 is 287 .21 ', which will keep the water from Drainage Area 1 from entering Drainage Area 3 through the 100-year event. To prevent the water 2 from leaving the parking lot near the grate inlet, the end island contains a 6-inch berm to contain the flow within Pond 1. Pond 2 handles flow from Drainage Area 2 and releases this flow into an internal storm sewer system. The outlet for Pond 2 consists of a grate inlet with an open area of 23 square inches. The top of grate elevation is 287.89' and the top of curb elevation at this location is 288.39'. Water has the capacity to pond in this area up to an elevation of 288.59', after which the water will spill over the pavement of the parking lot into Drainage Area 3. The maximum elevation in Pond 2 during the 100-year event is 288.57', therefore an overflow into Drainage Area 3 does not occur. A small portion of the water will pond up onto the sidewalk at this grate location during the 100-year event, however there still will not be overflow into Drainage Area 3. Pond 3 handles the flow from Drainage Area 3 and releases this flow into an internal storm sewer system, which is connected to that from Pond 2. The outlet for Pond 3 consists of a grate inlet with an open area of 3 7 square inches. The top of grate elevation is 283 .31' and the top of curb elevation is 283.81 ',with the maximum ponding elevation at 283.80'. Ponds 2 and 3 are connected by a 12-inch storm drain, which ultimately connects to a newly constructed storm inlet in the University Drive right-of-way. A TexDOT permit will be required to connect to this system. Exhibit 1 illustrates the flows computed by the Rational Formula, which are used in the detention pond routing calculations. The stage-storage and stage-discharge values associated with each pond were computed and are shown in tabular form in Exhibits 2-7 in Appendix A. The effectiveness of the parking lot detention is illustrated below in Table 1. The post- developed peak flows for all storm events match the peak flows that left the site prior to development. Exhibits 8 through 37 illustrate the post-developed runoff prior to detention, the post-developed runoff after routing through the pond and a comparison of these calculations against the pre-developed runoff from the site. These results are illustrated in both tabular and graphical form in these exhibits. Exhibits 38 and 39 illustrate the grate and pipe computations for the site. CONCLUSION The post-development runoff from the Rock.fish Restaurant site is detained on-site within the parking lot. The detention design accomplishes reducing the post-development peak runoff to that which existed prior to development. The runoff from the site will enter at two locations, one at the north side of the property within the rear access drive and the other at the south side of the property into the University Drive storm sewer system.
