Our maps show the sanitary sewer line along Southwest Parkway to be a 10-inch diameter line. You show a 6-inch line. Please verify. 2. The proposed water line from Station 133 to Station 215, has less than the required 4 feet of cover. Increase depth of water line in this area to meet requirement. 3. Please refer to TNRCC §290.44 e.B.iv.111, regarding the water line crossing under the existing wastewater line. You will meet the regulations by continuing the DI pipe to one joint passed the bend, before changing to PVC. In addition, both the water line and wastewater line must pass a pressure and leakage test per AWWA C600 standards. 4. Provide revised cost estimate or addendum to reflect water line revisions. 5. Show southern bore pit on plan view to verify you will not be in private property. The drainage area affected by the development contains approximately 3.8 acres of land. Reference is made to the attached grading plan (sheet C.0.3, Draft dated 8/19/02) drawing. The increase in runoff from the development for all frequencies of storm events up to and including the twenty-five year (25-year) storm event must be mitigated to not increase downstream flow rates. This report documents the engineering analysis for the mitigation through diverting the runoff towards the existing Bee Creek flood plain. METHODOLOGY Using field surveying data the three watersheds affected by the proposed development were delineated. The Rational Method was used to compute the peak flow rates for this study. The area (A) of each drainage area was obtained from the maps. Based on existing land use patterns, the weighted c factor for each area was determined. A velocity-distance relationship was used to compute the time of concentration (tc) for each area with a minimum time of concentration of ten (10) minutes. The rainfall intensity (I) for each drainage area was determined using the following formula from the State Department of Highways and Public Transportation Bridge Division Hydraulic Manual, Third Edition, December 1985. After development, the boundaries and areas of the proposed watersheds differ from that of the existing watersheds due to the re-grading of the property. RESULTS The drainage area information and the calculations for the existing and proposed conditions are attached. The subject property and the adjacent park are both within the 10 year and 25 year flood plains of Bee Creek. No detention is proposed since the subject property and park are already submerged and the increase in runoff from the proposed development will result in no significant change to the flood plain. Drainage area #1 and Drainage area #2 both drain into the existing storm inlet located at the northeastern entrance on Southwest Parkway. The boundary between drainage area #3 and drainage area # 2 was shifted to off set the increa se in runoff rates from drainage areas #1 and #2 to the existing storm inlet. The increase in runoff of drainage area #3 is detained in the flood plain. The changes in rates are as follows.
