ADDENDUM TO PRELIMINARY DETENTION EVALUATION ACADEMY -COLLEGE STATION ~ REVIEWED FOR ~~ COr\11PL IANCE MAY 1 0 2001 COLLEGE STATION ENGINEERING Purpose of Addendum: April 20, 2001 Terra Associates, Inc. 4900 Woodway, Suite 1000 Houston Texas 77058 This addendum is being issued to better reflect the final design of the storm water collection, discharge, and detention system used for this project. It includes updated storm sewer calculations and updated information regarding the use of the compensating excavation pit, discharge orifice, and spillway to the existing stock pond. Flow Determination: As determined by the attached storm sewer calculations, the 100-yr peak flow to the detention system is 60.88 cfs. This is slightly less than the 100-yr peak flow of 64.32 cfs indicated in the earlier report. Detention Analysis: The previous report demonstrated that the existing stock pond has more than sufficient capacity to accommodate all design storms. Since the actual discharge to the pond will be slightly less than was determined earlier, this fact still holds true. Discharge Capacities: All water collected by the storm sewer sy stem will discharge to the compensating excavation pit on the eastern edge of Academy's property. From there it will be discharged either by an 18-inch orifice, or over a spillway to the existing stock pond. The capacity for the spillway is determined as follows: The peak inflow to the compensating excavation pit is 60 .88 cfs and the maximum allowable discharge from the orifice is 18.03 cfs. Therefore, the spillway to the stock pond must have a capacity of at least 42. 85 cfs. The general design premise is that the orifice and discharge pipe will drain the compensating excavation pit during most minor storm events. Once the water surface reaches the flow line of the spillway, water will simultaneously be discharged to the stock pond via the spillway, and to Wolf Pen Creek through the orifice and pipe. Once the water level in the excavation pit begins to recede, water from the stock pond will drain. back to the excavation pit via the spillway until the stock pond water surface matches the crest of the spillway. ,. ' . ' I <' Spillway Capacity Calculations: Manning's Equation: Q = 1.49/n *A* R213 * S112 As designed, the spillway has an 8-foot bottom width, 4: 1 side slopes, and a depth of 2.1 feet. These parameters yield an area of 34.44 sf, a wetted perimeter of 25.32 ft, and a hydraulic radius of 1.36 ft. The slope of the spillway is 0.001 ft/ft. Given this information, the spillway has a capacity of 44.26 cfs at a water surface elevation of 249.5 in the excavation pit. This is slightly higher than the required 42.85 cfs. Orifice Capacity Calculations: Orifice Equation: Q = C*A*(2*g*h)112 The orifice is 18 inches in diameter (area = 1. 77 sf) The head is equal to the water surface minus the top of the orifice (249.5-247.24=2.26 ft) C typically ranges from 0.6 to 0.8, to be conservative, use 0.8 This yields a Q of 17. 08 cfs, which is less than the allowable 18 . 03 . PRELIMINARY DETENTION EVALUATION ACADEMY -COLLEGE STATION SITE Introduction November 8, 2000 Terra Associates, Inc. 4900 Woodway, Suite 1000 Houston, Texas 77058 Academy Sports and Outdoors proposes to construct a new retail facility on an 11.5-acre site north of Wolf Pen Creek and east of S.H.6 in College Station, Texas. The proposed site is currently undeveloped, although an access road runs through the site to properties east of the site. Of the 11.5-acres, approximately 5.4 acres is within the delineated flood plain for Wolf Pen Creek as shown on the FEMA Flood Insurance Rate Map Panel No. 480083-0 l 44C, dated July 2, 1992. The portion of the tract within the flood plain will generally not be developed except for a small encroachment for which flood plain mitigation will be provided. The developed portion of the site will consist of building, parking areas and loading areas in such a manner that the total area of impervious cover will be approximately 6.14-acres. This report specifically addresses the required detention volumes for various frequency storms and the ability of an existing stock tank east of the site to provide for the required storage capacity. The findings contained in this report were developed from topographical information collected by Terra Surveying Co., Inc., preliminary site layouts developed by Terra Associates, Inc. and the current design criteria for detention systems published by the City of College Station, Texas. Criteria, tables and figures from the City of College Station design manual, are included by reference only. Flow Determinations Two methods for computation of peak discharges from a subbasin and three methods for hydrograph development are allowed by the City of College Station for detention system evaluation. Due to the relatively small size of the tract to be investigated, we have chosen the Rational Method for determining peak discharge and the Triangular Approximation method of hydrograph development. The peak discharge (Q) from a subbasin can be expressed as the quotient of the subbasin area (A), the intensity of the rainfall associated with a given return frequency (i) and a dimensionless coefficient representing the runoff characteristics of the subbasin (C). The rainfall intensity is a function of the time of concentration (Tc). The time of concentration can be determined by evaluating the longest watercourse length within the subbasin from the uppermost point to the point at which the peak flow is desired. For the proposed Academy site, flow from the northwest corner of the site will sheet flow across the pavement surface, east toward the storefront. It will be collected by a series of inlets on an underground storm sewer. The sewer drains south and east toward an existing stock tank being considered for use as a basin to mitigate development flows. Proposed paving slopes along the sheet flow path average approximately 1.8%. Using formulas developed by Overton & Meadows (1976), the overland flow time may be estimated as follows: T = 0.007(n x L)0·4 I (P)°"5(S)04 Where, T = travel time in hours n =Manning's roughness coefficient (0.011 for asphalt & concrete pavement) L =overland flow distance in feet (355-ft. as determined from prelim site plan) P = 2-yr., 24-hour rainfall depth in inches ( 4.5-inches) S =land slope in feet per foot (0.018 ft./ft.) Accordingly, T = 0.007(0.011x355)0·4 / (4.5)0·5(0.018)0.4 T = 2.93 min. This value was confirmed using velocity and flow equations presented in SCS TR-55 for shallow concentrated flows as follows: V = 20.3282(S)05 v = 20.3282(0.018)05 V= 2.2 min. The SCS concentration time compares favorably with the value using the Overton & Meadows approach. Storm sewer pipe sizes for the Academy site have been determined, the specifics of which are tabulated on the attached sheet for reference. Although velocities in the pipe segments are in the 4-fps to 5-fps range, for analysis; our approach to travel time within the pipe system is to assume a minimum 3-fps velocity (V) for pipe full flow over the total pipe length (D). Using this approach, travel time in the pipe system is approximately 4-minutes and can be determined as follows: T =DI 60(V) Where, D =length of pipe segment in feet (740-feet) V =average velocity of flow within the pipe in feet per second (3-fps.) Accordingly, T = 740 I 60(3) T = 4.1 min. From the east boundary of the site, we recommend conveying all flows, up to and including the l 00-year flows , to the existing stock tank via a trapezoidal earthen ditch section. The length of ditch required is approximately 400 feet and the velocity may be estimated as 1.5 feet per second. Using the equation above: T = 400 I (60)(1 .5) T = 4.4 min. The total time of concentration to the point of analysis is the sum of all component travel times and may be taken as: Tc = 2.2 + 4.1 + 4.4 Tc= 10.7 min. (say 10.0 min.) The City of College Station criteria establishes a minimum time of concentration, for analysis, of l 0 minutes. Our computed time of concentration will be adjusted to this minimum l 0 minutes (conservative approach) and will be utilized for evaluation of all return frequencies in the determination of peak flows for fully developed conditions. The above described procedures were also used to determine design parameters for existing conditions. The flow path for existing conditions is different than the proposed route for developed flows. Existing condition flows generally flow south toward Wolf Pen Creek until the roadside ditch along the existing entry road intercepts them. Flows must then drain east along this roadside ditch until they reach an existing 15-inch diameter culvert beneath the roadway. Beyond the culvert, flows shift to the south side of the roadway, then continue east along a roadside ditch to a shallow channel that turns south toward Wolf Pen Creek. The total travel distance to Wolf Pen Creek along this route is approximately 1,300-feet. Using an assumed velocity of 1.5 feet per second would equate to a time of concentration of approximately 15 minutes. Table III-I within the City of College Station criteria provides runoff coefficients (C values) for various categories of land cover and use. These values may be used in the Rational method for determining peak flows. From this table, we have established the following 'C' values used in our analysis. 'C' = 0.30 for undeveloped natural grasslands 'C' = 0.90 for impervious paved areas For computational purposes, our design area for analysis purposes will be limited to the 6.14- acres to be developed. Under developed conditions, the balance of the area within the flood plain will not be drained through the proposed drainage systems. Instead, these existing condition flows will continue to drain in their current natural state. Rainfall intensities (I) may be determined from Figure III-1 of the City of College Station criteria. Using computed times of concentration; curves for the various design frequencies can be intersected to determine rainfall intensity rates for computation of the peak flow values. The following table provides a determination of the intensities and times of concentration for the storm frequencies considered for design. This detention volume may be provided within the existing stock tank east of the development. Through topographic field surveys, Terra Surveying has been able to determine that the surface area of the tank at the current measured water surface elevation of 246.50-feet is 1.20-acres. For all ranges of detention volumes, an increase in the tank water surface of less than I-foot is required. The surface level of the tank is also substantially lower than proposed site elevations (elevation 250.00 and above) to allow for detention to be stacked on top of the existing water level. By analysis, the channel to be constructed from the proposed site to the stock tank requires a 3-foot flow depth to convey the developed 100-year runoff. To maintain this depth above the water surface in the tank would require a normal depth water surface in the channel of approximately elevation 249.50 or 250.00. This working elevation would still be below most all proposed site elevations indicating that ponding within the paved developed areas would not be required as part of this design approach. Also, the natural grade through the area where the channel will be constructed is at approximate elevation 249.50. The conveyance channel should be designed to maintain the increased water surface in the stock tank within the channel banks. Some consideration should be given to elevating the south bank of the proposed channel to provide for an operating freeboard of 6-inches to I-foot. The impact of elevating the bank of the channel can be evaluated during the detailed design phase of the project. If floodplain storage mitigation is necessary, provisions can be made to address it during the design phase of the work. Since this detention facility will discharge directly to Wolf Pen Creek, we recommend the primary control structure be designed to limit discharge from the stock tank to the predicted undeveloped I 00-year discharge of 18.03 cfs. This primary control structure could be designed as a pipe outlet or could possibly be incorporated into the emergency spillway structure. The latter may be possible due to the minimal depth required in the stock tank to accommodate storage requirements. Other Considerations Other items are required to complete the design package but can be addressed in the plan preparation phase of the work. The City of College Station criteria requires design of the detention facility to consider the following issues: -7 Primary basin outfall limiting maximum discharge to pre-development rates -7 Provision for an emergency spillway (rectangular weir) -7 Minimum 6-inch freeboard for basin -7 l 0% increase in required volume to allow for sedimentation -7 Effect of discharge from detention system on downstream drainage systems A detailed evaluation of the basin outfall should be conducted in the plan preparation phase of the project. Coordination with the City of College Station is important during the design of these elements to effect cooperative and satisfactory solutions. Consideration should also be given to protecting Academy's detention interest in the stock tank since this facility is located on properties not current owned or controlled by Academy Sports & Outdoors. We hope this report provides a basic understanding of project detention requirements. Discussions with Mr. Spencer Thompson, Jr. of the Development Services Engineering group with the City of College Station indicated that detention for development at this location within the Wolf Pen Creek Watershed need only be performed for the 25-year storm event. The option that Academy would like to pursue is to place an amount of money equal to the anticipated construction cost for the sidewalk in an escrow account. This money could then be used at a later date when the property on the north side of the road is developed. We believe that this option serves the best interest of all involved. It avoids the need to place retaining walls in a public right of way and allows any future developer maximum flexibility in designing and grading the property. The future developer would have the full site available to match grades with the top of curb as opposed to just the 10 feet between the right of way and the top of curb. Initial fill was placed in 1999 by then site owner Bert Hermann. Additional fill has been placed in conjunction with the Academy project. • As of today the building slab is in place and appears to be several feet above the 100 year base flood elevation. • The City does not verify exact elevations. PRELTh'IINARY DETENTION EVALUATION ACADEMY -COLLEGE STATION SITE Introduction November 8, 2000 Terra Associates, Inc. 4900 Woodway, Suite 1000 Houston, Texas 77058 Academy Sports and Outdoors proposes to construct a new retail facility on an 11.5-acre site north of Wolf Pen Creek and east of S.H.6 in College Station, Texas. The proposed site is currently undeveloped, although an access road runs through the site to properties east of the site. Of the 11.5-acres, approximately 5.4 acres is within the delineated flood plain for Wolf Pen Creek as shown on the FEMA Flood Insurance Rate Map Panel No. 480083-0 l 44C, dated July 2, 1992. The portion of the tract within the flood plain will generally not be developed except for a small encroachment for which flood plain mitigation will be provided. The developed portion of the site will consist of building, parking areas and loading areas in such a manner that the total area of impervious cover will be approximately 6.14-acres. This report specifically addresses the required detention volumes for various frequency storms a t e Qility of an._existing._s.tQck t<tnk east of the site to provide for the required storage capacity. The findings contained in this report were developed from topographica i ormat1on co ected by Terra Surveying Co., Inc., preliminary site layouts developed by Terra Associates, Inc. and the current design criteria for detention systems published by the City of College Station, Texas. Criteria, tables and figures from the City of College Station design manual, are included by reference only. Flow Determinations Two methods for computation of peak discharges from a subbasin and three methods for hydrograph development are allowed by the City of College Station for detention system evaluation. Due to the relatively small size of the tract to be investigated, we have chosen the Rational Method for determining peak discharge and the Triangular Approximation method of hydrograph development. The peak discharge (Q) from a sub basin can be expressed as the quotient of the subbasin area (A), the intensity of the rainfall associated with a given return frequency (i) and a dimensionless coefficient representing the runoff characteristics of the subbasin (C). The rainfall intensity is a function of the time of concentration (Tc). The time of concentration can be determined by evaluating the longest watercourse length within the subbasin from the uppermost point to the point at which the peak flow is desired. For the proposed Academy site, flow from the northwest corner of the site will sheet flow across the pavement surface, east toward the storefront. It will be collected by a series of inlets on an underground storm sewer. The se' e drains south and east toward an existing stock tank being considered for use as a basin-to mitigate development flows. Proposed paving slopes along the sheet tlow pat average approximately 1.8%. Using formulas developed by Overton & Meadows (1976), the overland flow time may be estimated as follows: Where, T = travel time in hours n =Manning's roughness coefficient (0.011 for asphalt & concrete pavement) L =overland flow distance in feet (355-ft. as determined from prelim site plan) P = 2-yr., 24-hour rainfall depth in inches (4.5-inches) S =land slope in feet per foot (0.018 ft./ft.) Accordingly, T = 0.007(0.0 l l x 355)0·4 I (4.5)°-5(0.018)0.4 T = 2.93 min. This value was confirmed using velocity and flow equations presented in SCS TR-55 for shallow concentrated flows as follows: V = 20.3282(S)05 v = 20.3282(0.018)05 V=2.2 min. The SCS concentration time compares favorably with the value using the Overton & Meadows approach. Storm sewer pipe sizes for the Academy site have been determined, the specifics of which are tabulated on the attached sheet for reference. Although velocities in the pipe segments are in the 4-fps to 5-fps range, for analysis; our approach to travel time within the pipe system is to assume a minimum 3-fps velocity (V) for pipe full flow over the total pipe length (D). Using this approach, travel time in the pipe system is approximately 4-minutes and can be determined as follows: T =DI 60(V) Where, D =length of pipe segment in feet (740-feet) V =average velocity of flow within the pipe in feet per second (3-fps.) Accordingly, T = 740 I 60(3) T =4.l min. From the east boundary of the site, we recommend conveying all flows, 1U2 to and inclyding th~ I 00-year flows. to the existing stock tank via a trapezoidal ea.rthen ditch section. The length of aitch required is app, oximately 40.QJ~et~he velocity may be estimated as 1.5 feet per second. Using the equation above: T = 400 I (60)(1.5) T = 4.4 min. The total time of concentration to the point of analysis is the sum of all component travel times and may be taken as: Tc = 2.2 + 4.1 + 4.4 Tc= 10.7 min. (say 10.0 min.) The City of College Station criteria establishes a minimum time of concentration, for analysis, of 10 minutes. Our computed time of concentration will be adjusted to this minimum 10 minutes (conservative approach) and will be utilized for evaluation of all return frequencies in the determination of peak flows for fully developed conditions. The above described procedures were also used to determine design parameters for existing conditions. The flow path for existing conditions is different than the proposed route for developed flows. Existing condition flows generally flow south toward Wolf Pen Creek until the roadside ditch along the existing entry road intercepts them. Flows must then drain east along this roadside ditch until they reach an existing 15-inch diameter culvert beneath the roadway. Beyond the culvert, flows shift to the south side of the roadway, then continue east along a roadside ditch to a shallow channel that turns south toward Wolf Pen Creek. The total travel distance to Wolf Pen Creek along this route is approximately 1,300-feet. Using an assumed velocity of 1.5 feet per second would equate to a time of concentration of approximately 15 minutes. Table III-1 within the City of College Station criteria provides runoff coefficients (C values) for various categories of land cover and use. These values may be used in the Rational method for determining peak flows . From this table, we have established the following 'C' values used in our analysis. 'C' = 0.30 for undeveloped natural grasslands 'C' = 0.90 for impervious paved areas For computational purposes, our design area for analysis purposes will be limited to the 6.14- acres to be developed. Under developed conditions, the balance of the area within the flood plain will not be drained through the proposed drainage systems. Instead, these existing condition flows will continue to drain in their current natural state. Rainfall intensities (I) may be determined from Figure III-I of the City of College Station criteria. Using computed times of concentration; curves for the various design frequencies can be intersected to determine rainfall intensity rates for computation of the peak flow values. The following table provides a determination of the intensities and times of concentration for the storm frequencies considered for design. This detention volume may be provided within the existing stock tank east of the development. ough topographic field surveys, Terra Surveying has been able to determine that the surface area of the tank at the current measured water surface elevation of 246.50-feet is 1.20-acres. For all ranges of detention volumes, an increase in the tank water surface of less than I-foot is required. The surface level of the tank is also substantially lower than proposed site elevations (elevation 250.00 and above) to allow for detention to be stacked on top of the existing water level. By analysis, the channel to be constructed from the proposed site to the stock tank requires a 3-foot ow depth to convey the developed 100-year runoff. To maintain this depth above the water surface in the tank would require a normal depth water surface in the channel of approximately elevation 249.50 or 250.00. This working elevation would still be below most all proposed site elevations indicating that ponding within the paved developed areas would not be required as part of this design approach. Also, the natural grade through the area where the channel will be constructed is at approximate elevation 249.50. The conveyance channel should be designed to maintain the increased water surface in the stock tank within the channel banks. Some consideration should be given to elevating the south bank of the proposed channel to provide for an operating freeboard of 6-inches to I-foot. The impact of elevating the bank of the channel can be evaluated during the detailed design phase of the project. If floodplain storage mitigation is necessary, provisions can be made to address it during the design phase of the work. Since this detention facility will discharge directly to Wolf Pen Creek, we recommend the 7 primary control structure be desi~ed to limit discharge from the stock tank to the predicted liiiaeve opea I 00-year discharge of 18.03 cfs. This primary control structure could be designed as a pipe outlet or could possibly be incorporated into the emergency spillway structure. The latter may be possible due to the minimal depth required in the stock tank to accommodate storage requirements. Other Considerations Other items are required to complete the design package but can be addressed in the plan preparation phase of the work. The City of College Station criteria requires design of the detention facility to consider the following issues: -7 Primary basin outfall limiting maximum discharge to pre-development rates -7 Provision for an emergency spillway (rectangular weir) -7 Minimum 6-inch freeboard for basin -7 10% increase in required volume to allow for sedimentation -7 Effect of discharge from detention system on downstream drainage systems A detailed evaluation of the basin outfall should be conducted in the plan preparation phase of the project. Coordination with the City of College Station is important during the design of these elements to effect cooperative and satisfactory solutions. Consideration should also be given to protecting Academy's detention interest in the stock tank since this facility is located on properties not current owned or controlled by Academy Sports & Outdoors. We hope this report provides a basic understanding of project detention requirements. Discussions with Mr. Spencer Thompson, Jr. of the Development Services Engineering group with the City of College Station indicated that detention for development at this location within the Wolf Pen Creek Watershed need only be performed for the 25-year storm event. The Grantee shall hold harmless the Stace and its duly appointed agents and employees against any action for personal injury or propeny damage sustained by reason of the exercise of this permit. 5. The Grantee shall not erect any sign on or extending over any ponion of the highway right of way, and vehicle service fixtures such as service pumps. vendor stands, or tanks shall be located at least twelve ( 12) feet from the right-of-way line to ensure that any vehicle services from these fixtures will be off the highway. 6. This permit will become null and void if the above-referenced driveway facilities are not constructed within six (6) months from the issuance dace of this pennit. 7. The Grantee will contact the State's representative telephone ( at least twenty-four (24) hours prior to beginning the work authorized by this permit.
