I have enclosed two (2) sets of drawings & reports and the original & three (3) copies of the TxDOT Permit as requested in your comment letter. The following is a written response to the items in your letter: ENGINEERING 1. No action required. 2. The requested permits are attached . 3. We have used a Tc of 10 minutes. 4. The calculations were modified as follows: a. The cross-sectional area of all pipes has been reduced by 25%. b. The onsite piping is specified as ADS or PVC . c. Velocities at outfalls are shown in report. Rip-rap has been added to outfalls per our meeting with Randy Granes at TxDOT. Outfall pipes have also been aligned perpendicular to R.O.W. for future tie- in to Inlet Boxes per TxDOT's request. d. The area drain calculations have been added to report using a 6" maximum depth based on proposed site grading conditions. 5. No action required. 6. The retaining wall is an existing structure to be demolished. • 7. A plan & profile sheet for the 6" fire line has been provided. A detailed estimate is attached. 8. Our construction plan is to complete the paving before construction on the building begins. The existing driveway on Texas will remain and be used as the primary construction entrance during the first phase which will include installation of Drainage System #1 and associated paving. After the Phase I paving is completed , we will begin installation of Drainage System #2 and associated paving. During Phase 11 , the new Brentwood Driveway will be used for primary access. We have found that when working on sites this small this practice resolves the issues with sediment control on adjacent streets. However, the Contractor will bear the responsibility of cleaning up any debris or sediment from our jobsite on adjacent roadways as always. MISCELLANEOUS 1. Added Note 8 on SC-6. 2. Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced before any operations of this.permit can begin. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure that debris from construction, erosion, and sedimentation shall not be deposited in city streets, or existing drainage facilities. I hereby grant this permit for development of an area outside the special flood hazard area. All development shall be in accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit application for the above named project and all of the codes and ordinances of the City of College Station that apply. It is my opin ion that detention will not be required by the City of College Station on this project. However, your final drainage report will be included with your TXDOT permit. TXDOT will not allow any increase in rainfall runoff to TXDOT ROW. 2. Concerning you r TXDOT permit, the permit MUST be signed by the "owner". TXDOT wi ll not accept any other signature. Please submit an original permit signed by the own er and 3 copies. 3. Concerning you r drainage report, please show calculations for Tc. Please remember, our Tc, minimum is 10 minutes. 4. Concerning you r storm sewer design, th is is considered a private system and we do not dictate the design criteria for private systems. However, we do evaluate the impact your design has on the area and the down stream system using our criteria. Please see Design Manual for details. Please show the following calculations: a. On pipes 24" and less, the cross sectional area, (A) in Manning's equation (twice), is red uced by 25%. b. Manning's "n" is 0.014 for RCP . c. Please show exit velocities for storm water pipe outlets. End treatments may be required. d. If ponding is produced at the area drains , a maximum 8" depth is allowed. Please show area drain inlet calculations per the design guide. The area of the drain is red uced by 25%. 5. The TXDOT permit will be submitted when Drainage Report has been approved. 6. There is a retain in g wall shown on the civil plans. Please provide a detail of the proposed retaining wall. 7. The 6" fire line is considered public infrastructure from the main to the backflow preventer. A profi le view of this line is required. Please show this on the construction drawi ngs and include all conforming specifications necessary for constru ction an d inspection by the City. THE 1.326 ACRES INCLUDES THREE SEPARATE EXISTING TRACTS THAT ARE CURRENTLY DEVELOPED FOR COMMERCIAL USE . THESE TRACTS HAVE BEEN REPLATTED AS LOT1 R-1 OF THE PARKWAY PLAZA SUBDIVISION, PHASE SIX. ACCORDING TO FIGURE 11-1 OF THE CITY OF COLLEGE STATION , DRAINAGE POLICY AND DESIGN STANDARDS BOOK, THIS PROPERTY IS LOCATED IN THE BEE CREEK DRAINAGE AREA OF THE CARTER CREEK DRAINAGE BASIN. SITE DRAINAGE -EXISTING CONDITIONS THE EXISTING IMPROVEMENTS INCLUDE A CHINESE RESTAURANT, A PAWN SHOP, AND ASSOCIATED CONCRETE AND ASPHALT PAVING . THE PROPERTY PRESENTLY HAS APPROXIMATELY 55,000 SF OF IMPERVIOUS AREA. THE EXISTING DRAINAGE IS DESIGNED TO SHEET FLOW THROUGH THE DRIVEWAYS AND A CONCRETE FLUME IN THE SOUTHEASTERLY CORNER NEAR THE INTERSECTION . SITE DRAINAGE -PROPOSED THE PROPOSED IMPROVEMENTS WILL INCLUDE A 14,490 SF BUILDING AND ASSOCIATED CONCRETE PAVING. THE PROPERTY WILL HAVE APPROXIMATELY 49,000 SF OF IMPERVIOUS AREA. THE DRAINAGE HAS BEEN DESIGNED FOR STORMWATER TO BE COLLECTED IN AREA INLETS AND ROUTED VIA UNDERGROUND PIPE TO TWO (2) OUTFALL LOCATIONS ALONG THE DITCH ON TEXAS AVENUE. DRAINAGE DESIGN CRITERIA REFER TO ATTACHED SHEETS FOR METHODOLOGY AND RUN-OFF CALCULATIONS FOR A TWO (2) YEAR STORM EVENT AND 100 YR STORM EVENT. DRAINAGE SUMMARY THE PROPOSED IMPROVEMENTS PROVIDE A POSITIVE IMPACT TO THE EXISTING DRAINAGE CONDITIONS OF THE AREA TODAY. THE NEW ONSITE STORMWATER COLLECTION SYSTEM WILL ROUTE MORE RUN-OFF FROM THE SITE DIRECTLY TO THE DRAINAGE DITCH ON TEXAS AVENUE . RUN-OFF THROUGH THE DRIVEWAYS FOR A TWO (2) YEAR EVENT HAS BEEN ELIMINATED. ACCORDING TO CALCULATIONS, THE 100 YEAR EVENT FLOW THROUGH THE DRIVEWAYS HAS BEEN ELIMINATED AS WELL DUE TO THE DECREASE IN IMPERVIOUS AREA AND THE ADDITION OF THE NEW ONSITE STORMWATER COLLECTION SYSTEM.
