Inc. N OVEMBER 2008 iii SOUTHWEST C ROSSING FLOODPLAIN STUD Y Executive Summary NOVEM BER 2008 On behalf of The Oldham-Goodwin Group LLC , Kimley-Horn and Associates, Inc. (KHA) has performed a floodplain study for Bee Creek Tributary B adjacent to a tract of land near the northwest corner of Southwest Parkway and Wellborn Road . The eastern portion of the subject tract shares the property boundary with Parkway Circle Apartments , LTD . defined by the centerline of the Tributary. Based on direction from Alan Gibbs , P.E. at the City of College Station , we have utilized the KHA Letter of Map Revision (LOMR) downstream model created for the downstream property, The Woodlands at College Station Apartments, as the effective model. The property is currently classified under FEMA Zone X and does not have established base flood elevations. Building on the downstream LOMR model, KHA was able to further define the existing conditions of the Tributary upstream of Southwest Parkway by generating a revised effective model. This model provided additional cross sections to the downstream LOMR sections as well as updating the existing cross sections for the topography specific to the development. The revised effective model was also used to better define the extents of the 100 year floodway and floodplain. KHA developed a reclamation model for the property, the intent of which is to reduce the extent of the floodplain on the subject tract. This reclamation model involves fill in the fringe floodplain with no development within the existing floodway area. This study provides a detailed study of the floodplain of the Tributary and proposes improvements to reclaim floodplain areas without raising floodplain elevations. (KHA) to produce this floodplain study submittal to the City of College Station for channel improvements on the subject reach the Tributary. This report describes the overall existing and proposed characteristics of the channel, including channel grading , and technical documentation of hydrologic and hydraulic methods used . (TX) Kimley-Horn and Associates, Inc. 111 University Drive East, Suite 105 College Station, TX 77840 979-846-8401 1.2 Purpose of Study Southwest Crossing is a tract of land owned by the Oldham-Goodwin Group. Portions of this property are impacted by the floodplain of the Tributary . The purpose of this submittal is to establish the base flood elevations and the boundaries of the existing floodplain/floodway, as well as to propose improvements and modifications of the 100 year floodplain of the Tributary to reclaim property in the floodplain fringe area . Hydraulic models included in this submittal reflect the proposed improvements within the floodplain of the Tributary and confirm that these improvements will remove areas from the floodplain without raising floodplain elevations . 1.3 Location The subject tract is a 6.33 acre lot located in College Station , Texas near the northeast corner of Wellborn Road (F.M. 2154) and Southwest Parkway. The southernmost border of the property is located approximately 640 feet east of the intersection of Southwest Parkway and Wellborn Road . See Appendix A for a general vicinity map of the property. 1.4 General Site Characteristics The subject reach of the Tributary has a narrow channel thickly covered in trees and grasses with medium to dense brush on the banks of the channel. SOUTHWEST CROSSING FLOODPLAIN STUDY 1.5 Methodology NOVEMBER 2008 This study was completed using standard hydrologic and hydraulic methods. Flows for the Tributary were acquired from the Woodlands at College Station downstream LOMR model. Hydraulic conditions of the streams were modeled using the standard methods required within the U.S. Army Corps of Engineers HEC-RAS Version 4.0 computer model. More details of the flow sources and methodologies are provided in the following sections. 1.6 Results The limits of flooding for the 100-year flood event for the Tributary in revised existing and both phases of proposed conditions are shown on the workmaps in Appendix E. Inc. 2 SOUTHWEST CROSSING FLOODPLAIN STUD Y 2.0 Survey and Mapping Information 2.1 Field Survey Information NOVEMBER 2008 A topographic survey was provided to KHA by Gessner Engineering, dated 06/15/2006. Additional topographic information outside the property limits was provided by the City of College Station topographic map dated 2005. Topographic information obtained from this survey is based on FEMA benchmarks and was used as the basis for the revised existing and proposed condition hydraulic models. 2.2 Mappi ng The Gessner field survey was used as a basis to delineate the existing and proposed condition 100-year floodplains . Inc. 3 SOUTHWEST C ROSSING FLOODPLAIN STUDY 3.0 Hydrology NOVEM BER 2008 The City of College Station directed that this study be performed using the Woodlands at College Station downstream LOMR model for effective flows for the Tributary. The regulatory discharge of 932 cfs was used for the subject reach of the Tributary and is co nsistent with the downstream LOMR model. Inc. 4 SOUTHWEST CROSSING FLOODPLAIN STUDY 4.0 Hydraulics 4.1 History and Methodology NOVEMBER 2008 Hydraulic analysis of the existing channel was conducted using the standard methods required by the U.S. Army Corps of Engineers HEC-RAS Version 4.0 hydraulic modeling program . The downstream LOMR model prepared by Kimley-Horn and Associates, Inc. dated June 2008 is the city effective model for the subject reach . This LOMR is currently under review by FEMA. 4.2 Workmaps Cross section locations , proposed improvements, and the revised existing and proposed condition 100-year floodplain limits for the Bee Creek Tributary Bare shown on the workmaps in Appendix E. 4.3 Parameter Estimation Roughness coefficients (Manning's "n" Values) used in the hydraulic computations of the new cross sections were based on "Open Channel Hydraulics" [Chow, 1959], engineering judgment, and field observation of the creek and floodplain. These roughness coefficient values were consistent with the City of College Station Standards. The main channel of the subject reach was assigned an "n" value of 0.045. In existing condition, the overbanks consisted of medium to dense trees and brush, and were assigned an "n" value of 0.07. These two "n" values were consistent with the downstream LOMR model. The portions of the channel that will be subjected to cut and fill were given an "n" value of 0.045 which is a mid range value for floodplain pasture with no brush and tall grass. 4.4 Cross Section Description The downstream extent of the revisions to the effective model of the Tributary occurs at the downstream face of the Southwest Parkway crossing, located at cross section 133+07. The upstream extent of the revisions to the effective model of the Tributary occurs at cross section 142+47, located approximately 940 feet upstream of the Southwest Parkway crossing. Cross section stationing was established to remain consistent with the downstream LOMR cross section stationing for the Tributary developed by KHA. The cross sections utilized from the downstream LOMR model were updated per the topographic information provided by Gessner Engineering. These cross sections were 135+14, 137+14 and 138+89. The cross sections located downstream of culvert (133+07) remained consistent with the downstream LOMR model. Cross sections 133+64, 136+18, 138+06, 139+79, 140+88, 141+30 and 142+47 were based on the on-ground survey described in Section 2.0. 4.0 H draulics .,....._,.. Inc. 5 SOUTHWEST CROSSING FLOODPLAIN STUDY 4.5 Modeling Considerations 4.5.1 Downstream Boundary Conditions N OVEMBER 2008 The downstream boundary condition for the Tributary revised existing and proposed hydraulic model is consistent with the effective model. 4.5.2 Effective Tie-In The effective tie-in cross section to the downstream LOMR is Cross Section 132+85. The cross sections located downstream of 132+85 are identical to the downstream LOMR model. There is no tie-in at the upstream extent of the model. 4.5.3 Grading Within the Floodplain The reclamation process for the development at Southwest Crossing consists of fill in the fringe floodplain area with no development in the existing floodway as defined in the revised existing condition model. The proposed fill can be seen on the workmaps in Appendix E. 4.6 Final Results The following tables list the revised existing and proposed 100-year water surface elevations for each cross section within the studied reaches of the Bee Creek Tributary B. The results show that there will be a zero-rise condition with no increases in the 100-year water surface elevations from existing conditions . This was done to attempt to mitigate any negative impacts on neighboring properties .
