SUBJECT: CREEK MEADOWS SEC 4 PH 3A & 4 (FP) - Final Plat
Staff reviewed the above -mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted, your project will be placed on the next
available Planning and Zoning Commission meeting held in the City Hall Council Chambers,
1101 Texas Avenue.
One (1) 24"x36" copy of the revised final plat;
Thirteen (13) 11'k17" copies of the revised final plat;
One (1) Mylar original of the revised final plat (required after P&Z approval); and
One (1) copy of the digital file of the final plat on diskette or e-mail to:
pdsdigitalsubmittal(cDcstx.gov.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. Once your item has been scheduled for the P&Z meeting, the
agenda and staff report can be accessed at the following web site on Monday the week of the
P&Z meeting.

STAFF REVIEW COMMENTS NO. 1

PLANNING
1. As previously discussed, these phases exceed the capacity of the existing lift station. Lift
station improvements need to be included with this plat or the application for Section 3
Phase 1 needs to be withdrawn so the capacity is not exceeded. There are two options to
continue without immediately expanding the lift station: 1) withdraw the Section 3 Phase 1
application so that these phases replace the capacity taken by it, or 2) provide on separate
letterhead that the lift station improvements will need to occur with or prior Section 3 Phase
1 being able to proceed to the Planning & Zoning Commission for approval.
2. Please note that as stated on staff comment memos, a 90-day expiration applies to inactive
projects. Though this has occurred with the Section 3 Phase 1 application, staff is willing to
renew the 90-day expiration for the project but it will expire on December 31, 2012 if
progress has not been made on revising the construction documents or moving the project
forward.
3. Please update the Certificate of Ownership to include the final sentence reading "All such
dedications shall be in fee simple unless expressly provided otherwise."
4. Please update the Approval of Planning and Zoning certificate to read "Certificate of
Planning and Zoning Commission".
5. Please provide the number of lots that are proposed in these phases in the title block.
6. Please update the following lot information according to Brazos CAD:
• Adjoiner Lot #5 is owned by Sarah and Chris Foster;
• Tom Townsend's lot, located to the northwest of Phase 4 is 1.5 acres;
• The lot abutting Tom Townsend's lot is currently owned by Cemetery Free Will
Workers and is 0.78 acres,
• The lot shown to be owned by Matron Grays is currently owned by Byron Grays.
• The lot abutting Phase 3A & 4 to the west is currently owned by Brazos County and
is 3.698 acres.

ENGINEERING
Date: September 13, 2012
Final Plat
1. It looks like additional private drainage easements may be needed for cross -lot drainage
along the rear of lots 52-63 and lots 46-49.
2. Please show lot corners tied to City horizontal control monuments.
3. The private drainage easement along the rear of lots 32-41 should be labeled as a 20-ft.
4. FYI ... All public infrastructure is required to be built or surety provided for it prior to this plat
being scheduled for a P&Z meeting.
5. FYI ... Since Phases 3A and 4 are being reviewed and permitted together, they will need to
be constructed and completed together as well. Separate Letters of Completion will not be
issued.
Construction Documents
1. Please submit a Letter of Acknowledgment.
2. FYI... Additional Development Permit Fee in the amount of 1 % of the total public
infrastructure cost will be required.

3. The title on each sheet needs to reference Section 4, Phase 3A & 4.
4. Since there are more than 30 lots off of a single access point, a secondary emergency
access is necessary. FYI ... A temporary emergency access easement needs to be
dedicated prior to final plat approval.
5. GN-01 — The street sign details are not legible.
6. Please include all 2012 City Standard Details.
7. EC-01 — The hydro -seeding note is a bit confusing. Are all areas supposed to be hydro -
seeded or only the shaded areas? Please also reference our hydro -seeding spec.
8. GP-01 —Note #4 should reference these current sections.
9. GP-01 — How will cross -lot drainage be handled? Please provide a detail of proposed swale
or private storm. If a swale is proposed, how will obstructions be prevented from being built
to block drainage?
10. ST-01 — It looks like there should also be ramps on the east side of Lowry Meadow Ln. for
pedestrians crossing the street at that intersection.
11. ST-01 — At existing Junction Box #5, please label the flowlines in and out.
12. ST-02 — Please provide a detail for the 3 reflective warning signs on Shallow Creek Ct.
13. ST-02 — All RCP with less than 2-ft of cover needs to be Class IV.
14. ST-02 — Please use City Standard Details for sidewalk ramps.
15. ST-02 — Along Quartz Creek Ct. the ramp note references Cow Creek Ct.
16. W-01/02 —Waterline material needs to be C900.
17. W-01 — Why are water services at cul-de-sac arched? Please verify that this will not have a
negative effect on water service to those homes.
18. W-01 — Please indicate how far the nearest fire hydrant is in the adjacent section.
19. S-01 — Please provide an outside drop at MH #108 and label the service flowlines.
20. S-01 — At Water/Sewer crossings, please reference special TCEQ requirements.
21. S-02 — At MH #110, label the service flowline and verify that an external drop is not needed.
22. Sanitary Sewer Report — On pages 3, 4, & 6, please update to reference the correct section
and phase.
23. Drainage Report — Please verify that the maximum ponding is not being exceeded at Inlet
A15.
24. Drainage Report — Please provide velocities in the streets.
25. Drainage Report — Please verify that sump inlet capacities were reduced by 10% to account
for clogging.

drainage along the rear of lots 52-63 and lots 46-49. It is not clear whether or not the
20-ft PUE at the rear of Lots 46-48 is also a Private Drainage Easement.

2. (Repeat) FYI... Additional Development Permit Fee in the amount of 1 % of the total
public infrastructure cost will be required. Please submit updated cost estimate.
3. (Repeat) Please include all 2012 City Standard Details.
4. (Repeat) GP-01 — How will cross -lot drainage be handled? Please provide a detail of
proposed swale or private storm. If a swale is proposed, how will obstructions be
prevented from being built to block drainage? Please provide updated storm sheets
showing the private drainage.
5. (Repeat) ST-02 — All RCP with less than 2-ft of cover needs to be Class IV. We require
Class IV RCP unless documentation can be provided showing the equivalence of
Class III with cement stabilized bedding.
