The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by any Monday at 10:00 a.m. for further staff review: City of College Station Transmittal Letter; Memo providing written responses to all of staff's comments (identify the specific page that each comment was addressed on or the reason for not addressing the comment); One (1) 11x17 grading and erosion control plan; Four (4) revised site and one (1) landscaping plan; Please note that this application will expire in 90 days from the date of this memo, if the applicant has not provided written response comments and revised documents to the Administrator that seek to address the staff review comments contained herein. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. FYI, since the majority of this project was recently constructed a revised site plan would be the easiest way to handle the addition. Landscaping points for the whole site can be used to meet for the additional land included (if the landscaping points exceeded the original required amount) in lieu of providing an additional 800 points (minimum required) for the new phase. 2. Provide square footage of all new end islands. 3. Provide a detail for the proposed dumpster screening wall. 4. Provide volume and page number for the private cross access easement. 5. Illustrate the new electrical easement being provided with the Replat (covers the transformer pad). 6. Illustrate the public access easement over the sidewalk along Park Place. This is being added with the Replat. 7. FYI, site plan approval cannot be granted until the Replat has been approved and filed. 8. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. Reviewed by: Matt Robinson Date: 2/24/12 LANDSCAPING/STREETSCAPING/BUFFER 1. See Planning Comment #1. If separating into phases, a minimum of 800 landscaping points are required for each phase (this will need to be revised on the landscape plan if proceeding with phasing). Additionally, phase boundaries need to include the limits of construction (not just the new portion of the lot that is being added with the replat). 2. If utilizing the whole site for landscaping points, please submit a revised landscape plan as the original landscape plan was changed prior to CO. 3. Provide tree protection detail for those trees remaining on site that are adjacent to proposed construction/disturbance areas. 4. As discussed previously with John Rhodes during CO of the site, provide shrubs all along the northeast wall of the detention facility adjacent to the new drive aisle. These shrubs can count towards landscaping point requirements. Reviewed by: Matt Robinson Date: 2/24/12 ENGINEERING COMMENTS NO. 1 —Site Plan 1. Please add "floodway" to Note #1. 2. Please distinguish between the existing and proposed parking and detention pond on the site plan. 3. Show and label the proposed Public Drainage Easement which will cover the flood plain/floodway on -site. 4. Please identify the location of the floodplain/floodway in accordance with the LOMR and topography of the land. 5. It appears that a portion of the parking lot and dumpster enclosure are encroaching into the floodplain & floodway are and will need to be removed. 6. Show & label the proposed PUE for the existing electrical transformer. Please submit a PUE dedication application prior to site plan approval. 7. Please add a note indicating that encroachment into the Floodway is not permitted. The parking lot and retaining wall bordering the floodway should be constructed entirely from the parking lot side of the wall to avoid encroachment into the floodway area. 8. FYI... Engineering construction plans and documents are still under review and may affect the site plan. Reviewed by: Erika Bridges SANITATION Date: 2/27/12 1. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by any Monday at 10:00 a.m. for further staff review and approval of the plans: One (1) set of revised construction documents. Please note that the Development Permit Balance (Public Infrastructure Review and Inspection Fee), will be calculated and requested once the construction documents and engineer's estimates have been reviewed and approved. Please provide a copy of sheet C1.0A — Demo and Erosion Control Plan. 2. Grading Plan — Please show the original versus the proposed pond. 3. Grading Plan — Revise to show current floodplain, floodway, and BFE on property. 4. Drainage Report — On Page 2, the FEMA information should include that fact that there is floodway on the property. 5.
