The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, October 1, 2012, 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for Thursday, October 18, 2012, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. One (1) 24" x 36" copy of the revised Preliminary Plan; and Thirteen (13) 11"x 17" copies of the revised Preliminary Plan. Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that this application will expire in 90 days from the date of this memo, if the applicant has not provided written response comments and revised documents to the Administrator that seek to address the staff review comments contained herein. If all comments have not been addressed, your project will be pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. The title report provided only includes 6 acres of the 17-acre tract. A full, complete title report of the entire tract must be submitted and reviewed before this application can be scheduled for consideration by the Planning & Zoning Commission. 2. Please verify that the name of subdivision is "College Station Medical + Senior Living", in that the "+" sign is preferred over the more common "and" or "&" 3. As per the title report, revise Note 2 to state the property is vested in Texas Hotel Management, L.P. 4. Identify the remainder finger of property south of the proposed Arnold Road with a lot name. 5. Revise the Inset "A" to be more distinguishable on the plan and enlarge its area to include the existing and proposed Arnold Road right-of-way and pavement and sidewalk sections at the northwest corner of the Wu and Arnold tracts. Changing the plat to a larger scale may also help provide more clarity to the document. 6. Revise the Legend so that a number of the features are not identified by the same solid line. 7. Add concrete as a material in the Legend. 8. Better distinguish the boundary of the 17-acre tract with the dark line around the entire boundary. 9. Label the varying widths of Normand Drive pavement section. 10. Add the "d" to Norman Drive in the lower right title block. 11. Better distinguish the property lines of the adjacent properties from other features. 12. Identify the area of the tract on the Location Map by dark outline or hatching. 13. Identify the existing easements and utility line around the tract. 14. Change the font and/or font color of the legal description, property owners, and easements to be darker and more legible. 15. Provide a primary control point on a corner of the subdivision and tie it to a College Station monument. 16. Label the proposed utility easements (UE) as PUE. 17. Identify the width of proposed sidewalks and distance from the back of curb. 18. Provide a note that all infrastructure for the plat will be constructed as one phase. 19. Provide a note that the parking lot on The Med property will be adjusted with the extension of Normand Drive in the area and those details will need provided in the final plat construction documents. 20. Provide a note that as per the PDD Concept Plan, a six-foot sidewalk along BTU easement is required at the time of site plan development of Lots 2 or 3 and that each property will need to connect to each other via 5-foot private sidewalks internal to the site. Reviewed by: Jason Schubert Date: September 13, 2012 ENGINEERING COMMENTS NO. 1 1. Provide existing width, as well as volume and page of Right of Way dedication through the The Med property. Also identify additional approximated required Right of Way, access, slope easements, etc. 2. The current FEMA map panel 48041CO310E revised May 16, 2012 should be used and referenced. 3. Provide contour elevations and applicable discharge flowline elevations. NOTE: Any changes made to the plans that have not been requested by the City of College Station must be explained in your next transmittal letter. 2 of 4 4. Much of the plat is hard to read. The outer boundary and calls (including POB, etc) should be more bold and prominent. One particular boundary distance of 211.97 does not appear to match the metes and bounds distance of 180.26. 5. Proposed curves in Arnold Road are not clearly labeled — provide curve table. FYI ... The minimum centerline curve radius for a 2 lane minor collector is 430 ft. 6. Depict the power poles for the two lines crossing this acreage — with emphasis in ROW and proposed easements. FYI... The construction plans will need detailed information in this regard (guy wires, proposed contours, etc) and may require line/pole adjustment. 7. Provide a note that the tract is located in sanitary sewer Impact Fee area 92-01 and that fees in that amount of $316.07 per LUE will be due with building permit. 8. FYI ... The southern proposed drainage course across the CSU property does not appear very well defined. Further discussion regarding the design is needed with the construction plans. CSU will still need to review the design, but we will coordinate from Planning. 9. FYI... Proposed public water lines should be designed to be no closer than 5.5 ft from the edge of PUE. 10. FYI ... The construction documents can now be submitted. Prior to the Final Plat being scheduled for P&Z, the construction documents must be approved (Development Permit), associated the surety provided, and the associated required separate instrument easements (PUE, access, slope, etc — if not on Final Plat) must be applied for and prepared by CS Legal and ready for execution and filing. 11. FYI ... As you are aware, discussions are well under way regarding a possible agreement for participation for portions of Normand Drive. Similarly, there are funds from The Med that likely will be included in this agreement which involves modifications to The Med parking and detention pond. 12. FYI ... The depiction of proposed detention ponds on preliminary plan does not at this stage of review imply approval. 13. FYI... Coordination with the three residences which take access to Arnold is needed to ensure the design and construction will maintain access and utilities throughout construction, and that the future driveways, meters, etc are accommodated. 14. FYI ... The majority of the public sanitary sewer lines adjacent to this site are vitrified clay constructed in the 1980's. These lines are susceptible to damage from adjacent construction due to material and age. It is suggested to consider replacing the lines with this development. Otherwise, the City will perform a pre -construction TV inspection of the lines, to compare against a post -construction TV inspection. At a minimum, damaged lines will, of course, need to be replaced by the development. Post -construction TV inspection will also be the responsibility of each applicable development. Reviewed by: Alan Gibbs Date: September 17, 2012 ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version of plat and / or site plan as soon as it is available. Email to: ehorton(cD_cstx.gov LOAD DATA: The developer will provide load data to CSU as soon as it is available. This information is critical for CSU to accurately determine the size and number of transformers, and other equipment, required to provide service to the project. Failure to provide load data will result in construction delays and, due to clearance requirements, could affect the final building footprint. Delivery time for transformers and other equipment not in stock is approximate 26 weeks. NOTE: Any changes made to the plans that have not been requested by the City of College Station must be explained in your next transmittal letter. 3 of 4 EASEMENTS: Developer provides temporary blanket easement for construction purposes and upon completion of project must provide descriptive easements for electric infrastructure as designed by CSU. EASEMENTS: Developer provides descriptive easements for electric infrastructure as designed by CSU, as shown on plat or site plan. If easements are existing, the developer will be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. 6. The following easements will be required: 20' AROUND THE PROPERTY GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per CSU specs and design. 2. CSU will provide drawings for electrical installation. 3. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser. 4. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. 5. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 6. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other device, per CSU specs and design. 7. Developer installs pull boxes and secondary pedestals per CSU specs and design, Pull boxes and secondary pedestals provided by CSU. 8. Final site plan must show all proposed electrical facilities necessary to provide electrical service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing as designed by CSU. 9. Provide curve data or a curve table for the property lines curves along the extensions Arnold Road and Normand Drive. 2. Revise the labels of the proposed right-of-way dedications on The Med lots to state that these will be done by separate instrument as right-of-way or easement. 3. The lines for the existing Normand Drive appear as though they are within the boundary of the proposed preliminary plan. Revise the lines to better distinguish the boundary of the plan and the existing Normand Drive right-of-way.
