SUBJECT: CHICKS — Development Plat
Staff reviewed the above -mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Monday, February 27, 2012, 10:00 a.m.,
your project will be placed on the next available Planning and Zoning Commission meeting
scheduled for, March 15, 2012, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas
Avenue.
One (1) 24"x36" copy of the revised final plat;
Thirteen (13) 1 Vx17" copies of the revised final plat;
One (1) Mylar original of the revised final plat (required after P&Z approval); and
One (1) copy of the digital file of the final plat on diskette or e-mail to:
P&DS—Digital_Submiftal@cstx.gov.
If all comments have not been addressed your project will not be scheduled for a Planning &
Zoning Commission meeting. Your project may be placed on a future agenda once all the
revisions have been made and the appropriate fees paid. Upon receipt of the required
documents for the Planning & Zoning meeting, your project will be considered formally filed with
the City of College Station. Please note that this application will expire in 90 days from the date
of this memo, if the applicant has not provided written response comments and revised
documents to the Administrator that seek to address the staff review comments contained
herein. Once your item has been scheduled for the P&Z meeting, the agenda and staff report
can be accessed at the following web site on Monday the week of the P&Z meeting.

STAFF REVIEW COMMENTS NO. 1

PLANNING
1. To verify that no encroachments are being created by this Final Plat, please submit a survey
of the property showing the existing structures. If encroachments are being created, the
encroachment must be removed prior to recording the Final Plat at the County Court House.
2. Section 8.2.J of the Unified Development Ordinance (UDO) requires that an Access Way be
provided on blockfaces over 900' linear feet. In addition, Access Ways over 300 feet in
length are required to have an additional access point. Staff believes that this property is not
conducive to accommodate this type of facility, and will be in support if a waiver request is
submitted. To apply for a waiver request, please submit a revised application that
addresses the waiver criteria and the applicable $233 waiver fee.
3. Please revise page 3 of the application to include the linear feet of public sidewalk being
provided.
4. Public sidewalks must extend the full length of the property. Please revise the sidewalk
shown along the Wellborn Road right-of-way to comply with this standard. Please revise the
Certificate of Surveyor and the Certificate of Ownership and Dedication to reflect the
language required by Section 8.8 of the LIDO. Also, the Attest needs to be removed from
the Planning and Zoning Commission Certificate.
5. Please add a note that the current zoning of the subject tract is PDD Planned Development
District.
6. Please label each abutting property with the owner's name.
7. General Surveyor Note #3 should be removed.
8. Please revise the title block to include the total property acreage and the property owner's
and applicant's name and address.
9. Please tie this plat to a College Station control monument and show lot corner markers.
10. Please note that you will be required to submit an original paid tax certificates.
11. The construction documents and reports are still under review and may affect the plat.

TxDOT Comments
1. Any planned/future access drive will be required to meet TxDOT's current "Regulations for
Access Driveways to State Highways". Location must consider the posted speed and the
distance between existing, proposed and adjacent access points. Shared access with
adjacent parcels may be required to meet guidelines.
2. Appropriate data, including drainage, must be submitted and approved prior to any future
work/permits in State ROW.

ENGINEERING COMMENTS NO. 1
Please note that all public infrastructure required for platting (i.e. sidewalk and waterline) will
need to be built or surety provided prior to scheduling the plat for a P&Z Meeting.
Please label the volume and page number for the adjacent existing easements.
A 10-ft rear lot PUE is required along the southern property line.
Show and label the existing widths and limits of the adjacent public rights -of -way. The
abutting right -of -width should be labeled at a point on either end of the property since the
right-of-way varies.
FYI... Engineering construction drawings are still under review and may affect the plat.

ENGINEERING COMMENTS NO. 2 — Plat Infrastructure
1. Please submit a $600 Development Permit Fee.
2. Please submit a Fire Flow Report. Unless otherwise determined, the minimum required fire
flow is 2500 gpm from 2 fire hydrants.
3. As a reminder, the infrastructure plans will need to be approved prior to the plat being
scheduled for a P&Z meeting. The Site, Grading, and Demolition Plans should be removed
from this set of plans and submitted with the site plan application. These sheets are not
being reviewed at this time.
4. Erosion Control Plan — Please add a Stabilized Construction Entrance and Silt Fence along
the southwestern corner of the property along FM 2154.
5. "Water & Sewer Lines" Sheet — The City's Water Master Plan currently shows a 24-inch
waterline along the northeastern property line. In lieu of building the master waterline at this
time, we would prefer a 20-ft PUE be dedicated along the northern and northeastern
property lines to accommodate the future construction of this line.
6. "Water & Sewer Lines" Sheet — There is currently an existing public sanitary sewer on site,
so all private sanitary sewer lines shown need to be removed.
7. "Water & Sewer Lines" Sheet — Please show and label the proposed PUE's.
8. "Water & Sewer Lines" Sheet — Please remove the 12-inch waterline being extended along
the rear of the lot since it is no longer on the Water Master Plan.
9. Please submit a revised cost estimate.
10. "Water & Sewer Lines" Sheet — Verify that the waterline and fire hydrant are at least 5.5-ft
from the edge of the PUE.
11. Please submit a sidewalk plan sheet.
12. The sidewalk will need to be constructed along the entire side of the property bordering
Wellborn Rd. between W.D. Fitch Pkwy. and the southwestern property corner.
13. Please submit a TxDOT permit for the sidewalk and construction entrance within the Tx DOT
right-of-way.

The developer needs to provide a temporary blanket easement for construction purposes or
provides descriptive easements for electric infrastructure as designed by CSU for electric
lines .
Please provide a 20-foot wide public utility easement around the property.

ENGINEERING COMMENTS NO. 4 — Plat Infrastructure
(Repeat) Please submit a Fire Flow Report. Unless otherwise determined, the minimum
required fire flow is 2500 gpm from 2 fire hydrants. The fire flow should be in accordance
with the International Fire Code. Please provide justification for the 1500 gpm & 1 fire
hydrant fire flow referenced in the "Water System Analysis" based on the IFC.
(Repeat) Erosion Control Plan — Please add a Stabilized Construction Entrance and Silt
Fence along the southwestern corner of the property along FM 2154.
- The stabilized construction entrance should be perpendicular to FM
2154 and adjacent to the roadway.
- If an existing driveway will be utilized for the site construction access,
please label as such on the plans. If a driveway will have to be
constructed off of FM 2154, please provide a detail.
(Repeat) "Water & Sewer Lines" Sheet — The City's Water Master Plan currently shows a
24-inch waterline along the northeastern property line. In lieu of building the master
waterline at this time, we would prefer a 20-ft PUE be dedicated along the northern and
northeastern property lines to accommodate the future construction of this line.
- Please continue the 20-ft PUE along the property line tying in
perpendicular to FM 2154.
- The waterline should probably be shifted to the east as soon as
possible so that the 30-ft PUE can be reduced. FYI... With the site plan,
we will look at the location of site lighting and verify that private light
poles are not within PUEs.
- After further consideration, it appears that the 10-ft PUE adjacent to
Southern Trace is not needed and may be removed from the plat.
FYI... Additional easements may need to be dedicated at the time of site
planning as needed.
(Repeat) "Water & Sewer Lines" Sheet — There is currently an existing public sanitary sewer
on site, so all private sanitary sewer lines shown need to be removed.
- Please remove the private sewer and water service lines from these
plans.
- FYI ... All private service lines will need to be constructed outside of
PUEs.
(Repeat) The sidewalk will need to be constructed along the entire side of the property
bordering Wellborn Rd. between W.D. Fitch Pkwy. and the southwestern property corner.
The sidewalk looks like it's clipping a northern property corner and should be shifted
into the ROW.
