SUBJECT: THE COTTAGES OF COLLEGE STATION LOT 2R, BLK 1 - Final Plat
Staff reviewed the above -mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:
One (1) 24"x36" copy of the revised final plat;
One (1) 11 "x17" copy of the revised final plat;
A survey of the easements areas;
One (1) Mylar original of the revised final plat (required after staff approval);
One (1) copy of the digital file of each sheet of the final plat on diskette or e-mail
to: pdsdigitalsubmittalocstx.gov; and
One (1) copy of the digital file of only the easement layer of the final plat on
diskette or e-mail to: pdsdigitalsubmittalocstx.gov.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein.
Please note that a Mylar original of the revised final plat will be required after staff approval and
prior to the filing of the plat. If you have any questions or need additional information, please call

Project: THE COTTAGES OF COLLEGE STATION LOT 2R, BLK 1
(FP-REPLAT) - 12-00500181
PLANNING
1. The application was submitted for a Final Plat — Replat with application fee of $932. This
plat qualifies as a Minor Replat and the application fee is $700 for minor plats. Once you
confirm this change in application type, staff will process the $232 refund to the applicant.
2. As the Original Plat and Replat figures on Sheet 2 do not have metes and bounds, they are
index figures for the other sheets of the plat. Provide match lines on the Replat figure to
show on which sheet the different plat areas are located. Also, as all of the information on
Sheet 1 is already on Sheet 2, combine the two sheets into one sheet.
3. Revise the title of the plat to be Final Plat of Lot 2R, Block 1 The Cottages of College
Station, Phase 1 Being a Minor Replat of Lot 2, Block 1 The Cottages of College Station,
Phase 1. Also add the volume and page of the original plat at the end of the title.
4. Include a north arrow on Vicinity Map.
5. Label the match line at the bottom of Sheet 3 and revise the label of the match line on Sheet
4 to refer to the correct sheet number.
6. On Sheets 3, 4, and 5, provide the scale by the north arrow as done on Sheet 2.
7. Show the common lot line between Lots 1 & 2 of the adjacent 2818 Place subdivision and
label Lot 1.
8. In the Certificates of Ownership and Dedication, add Lot 2R, Block 1 to the description of the
property/subdivision.
9. Provide the volume and page of the existing easements dedicated with the Original Plat
within the proposed minor replat and areas depicted outside on the plat outside of Lot 2R.
Delineate these easements distinctly on the plat from those that are proposed with this plat.
10. Label the proposed public utility easements as PUE on the plat.
11. Provide a survey of the easement areas to show no structures are located within proposed
public utility easements.
12. There are proposed easements outside the boundary of the plat that are labeled as
Easement Xs 1-5 on the Replat figure on Sheet 2. It is staff's understanding that a plat can
only dedicate easements within the boundary of the plat and those outside would need to be
dedicated by separate instrument or by a plat of that property. Please revise and/or clarify.
13. On Sheet 3, the labels for following lines overlap: lines 3, 5, and 7; lines 6 and 204; lines
373 and 374; lines 43 and 44; and lines 45 and 46. Also, due to other lines the label for line
4 is not very distinguishable. On Sheet 4, the following labels overlap: lines 1143, 1144,
1145, 1146, and 1147; lines 1056, 1057, 1058, 1059, 1063, and 1064; lines 1167, 1168, and
1169; and lines 695 and 696. Please revise.
14. What is the dark line on Sheet 4 within the 50-foot pipeline easement just into the edge of
sheet 5?
15. Combine the field notes on Sheet 7, perhaps with smaller font, onto Sheet 5 to combine the
two sheets.
16. Please note that you may be required to submit paid tax certificates if they are not current
prior to the filing of your plat.

ENGINEERING
1. The water and sanitary sewer lines between Market Street and Holleman Drive (along
Cottage Lane) do not appear to be located in ROW or PUE per Jeffrey Speed, CSU.
2. Confirm that BTU concurs with PUE locations.
3. On Sheet 4, why are some of the line -types solid, not dashed? Please revise.

1. This project location is outside of CSU certification area. CSU will not provide electric
service to this project location.

PLANNING
1. As this is a minor replat, staff will be processing a partial refund of the application fee to the
applicant in the amount of $232 (difference between $932 Final Plat and $700 Minor Plat
application fees).
2. The Easements #1-5 shown on the Replat figure on Sheet 1 and depicted with lines on the
other sheets of the plat are outside the boundary of the plat. To be depicted with this plat,
they must be recorded as separate instruments and volume and page listed on the
applicable sheets of the plat. Please note that these easements are necessary for the Letter
of Completion for public infrastructure to be completed before a full CO of the Cottages
apartment complex can be issued.
3. Repeat Comment: Provide a survey of the easement areas to show no structures are
located within proposed public utility easements. Surveys are required for replats and
separate instrument easements.
4. Repeat Comment: As the Original Plat and Replat figures on Sheet 1 do not have metes
and bounds, they are index figures for the other sheets of the plat. Provide match lines on
the Replat figure to show on which sheet the different plat areas are located.
5. On Sheet 1, revise the name of the plat in the title block to read in the same manner as the
title block on the other sheets, including volume and page of the original plat.
6. On Sheet 1, the scale is not consistent in the title block (1":100') and upright right corner
(1":200'). Revise the title block scale to reflect 1":200'.
7. On Sheet 1, darken the lines that show the boundary of the plat (Lot 2/2R) in the Original
and Replat figures. I have heard that these documents may be created with colored lines so
when it prints off in black and white the lines do not show as distinctly.
8. On Sheets 1, 2, 3, & 4, revise or add the labeled name of the proposed Replat lot as Lot 2R.
9. Repeat Comment: (on Sheets 1 & 4) show the common lot line between Lots 1 & 2 of the
adjacent 2818 Place subdivision and label Lot 1.
10. On Sheet 2, revise the labels for the match line at the bottom to state Sheet 3 and for the
match line on the left side to state Sheet 4.
11. On Sheet 2, remove the label Future Lot 3 Block 1 as this area is currently part of Lot 2R.
12. On Sheets 2, 3, & 4, provide the volume and page for each of the existing PUEs. If the
easement goes on to more than one sheet, provide a label on each sheet that it appears on.
13.On Sheet 2 by Cottage Lane, there is not a line designated for the remainder of the
easement box formed by lines L8, L9, and L10.
14. On Sheet 2, label L174 and L1160 (lines already labeled on Sheet 3), remove the partial
label for L457 or L458 located by the matchline for Sheet 3, and revise label for L1292 which
is shown as "L292" in the upper right area of the Sheet.
15. On Sheet 3, label L165 (line already labeled on to Sheets 2 & 4), label L512 (line already
labeled on Sheet 2), and remove the duplicate label for L695 (one of them points to the
segment for L696).
16. On Sheet 3, the labels for L132 & L133, L150 & L151, L663 & L664, and L899 & L900 are
reversed and need to be switched.
17.On Sheet 3, revise the labels for L598 through L601 so the sides of the PUE that they
represent are legible on the plat. Add arrows/lines from the labels for L645, L647, L973,
L975, L983, and L985 to point to the segment they represent.
18. On Sheet 3, L843, L844, and L845 could not be found. Label them and depict the easement
area they represent or if they are not used, state Not Used for them on the table on Sheet 5.
19. On Sheet 5, revise L1108 to state Not Used like L1 and L2.

ENGINEERING COMMENTS NO. 2
1. Did not receive written response to these previous comments:
a. The water and sanitary sewer lines between Market Street and Holleman Drive (along
Cottage Lane) do not appear to be located in ROW or PUE per Jeffrey Speed, CSU.
b. Confirm that BTU concurs with the proposed PUE locations.
2. PUEs around bounds of plat shall be contiguous. The separate instrument exhibits stop
short of the extents.
3. What utility is proposed Easement #2 covering?
4. PUEs on water and sanitary sewer lines between Market Street and Holleman Drive (along
Cottage Lane) are still not proposed. Provide separate easement documentation for these.
5. Submit Easement Dedication Sheet with required documentation for separate instrument
PUEs.
6. Confirm that PUEs only cover public infrastructure. Appears to more PUEs being dedicated
than existing public lines. Private services should not be located in a PUE.

Previous Comment: (on Sheets 1 & 4) show the common lot line between Lots 1 & 2 of the
adjacent 2818 Place subdivision and label Lot 1. New Comment: The lot line has now been
shown but not in the correct place, 240.42 feet down the property line from the Texas A&M
System property.

ENGINEERING COMMENTS NO. 3
Lot 2 should be labeled Lot 2R (bottom of Sheet 2 and top of Sheet 3).
The PUE vs Utilities drawing depicts sanitary sewer stub -out (eastern property boundary)
and waterline (northwestern property corner) not covered by existing or proposed off -site
easements. An electric line is also shown outside PUE cutting corner of property near future
Brownstone Drive.
BTU email indicates an additional easement requested. Is this depicted on the plat?
