SUBJECT: 4080 STATE HIGHWAY 6 — PDD Rezoning
Staff reviewed the above -mentioned rezoning as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address all comments and
submit the following information by any Monday for your project to be placed on the next
available Planning & Zoning Commission (P&Z):
One (1) 24"x36" copy of the revised Rezoning Map and Concept Plan;
Thirteen (13) 11'k17" copies of the revised Rezoning Map and Concept Plan;
One (1) copy of the revised Metes and Bounds;
One (1) copy of the digital file of the revised rezoning Metes & Bounds on
diskette or e-mail to P&DS_Digital_Submittal@cstx.gov.
If all required items are not received, your project will be not be scheduled on the P&Z agenda.
Your project may be placed on a future agenda once all comments have been addressed and
the appropriate re -advertising fees paid. Please note that this application will expire in 90 days
from the date of this memo, if the applicant has not provided written response comments and
revised documents to the Administrator that seek to address the staff review comments
contained herein. Once your item has been scheduled for the P&Z meeting, the agenda and
staff report can be accessed at the following web site on Monday the week of the P&Z meeting.

STAFF REVIEW COMMENTS NO. 1
Project: 4080 STATE HIGHWAY 6 S (REZ) — (12-00500084)
PLANNING
1. The application states that the requested zoning district is C-1. I will correct this to read
PDD, if requested.
The following comments are related to the Rezoning Map:
1. There will be a right-of-way dedication required along Longmire when that portion of the
property plats.
2. Please revise the vicinity map to include the whole property.
3. There are several easements that are mentioned in the notes. Please clarify why they
are not shown, even if the development in not impacted. The explanation was unclear.
4. Please revise the proposed zoning district to PDD Planned Development District instead
of PD Planned District.
The following comments are related to the Concept Plan:
1. Please show the required sidewalk along Hwy 6 or include this requirement as a waiver
request (UDO Section 8.2.K.3.a).
2. Since a waiver is being sought to the block length requirements, an additional waiver
request to UDO Section 8.2.E.3 Street Projections is needed as well.
3. Since the block is over 900 linear feet along both rights -of -way, an access way for
pedestrian connection is required per LIDO Section 8.2.J Access Ways. If a waiver is
sought to the sidewalk requirement, a possible additional waiver may be to this
requirement as well.
4. Please clarify if the waiver request to LIDO Section 7.5.D is for Longmire and Hwy 6, or
just Longmire.
5. There are many C-1 land uses that are not appropriate for Suburban Commercial, in
addition C-1 in not appropriate in that land use designation. A more appropriate
alternative would be to request C-3 as a base zoning with additional land uses as
desired (such as funeral home). Please specifically exclude crematoriums from this land
use list.
6. Please consider reducing the Neighborhood Commercial/Office maximum height to 35
feet to be consistent with max single-family height restrictions.
7. FYI... If a Public Way is required, an easement would be dedicated in the plat and the
construction could be delayed until site planning that phase. I received additional
information that allows me to share this with you now.
8. FYI ... All of Waller Tract will be considered one building plot for signage, Non -Residential
Architectural Standards, and landscaping at the time of platting.
9. Please show the proposed access points from Hwy 6 and Longmire. The drive on
Longmire needs to align with Lakeshore Circle to minimize conflict areas. The Hwy 6
driveway will not meet TxDOT spacing requirements and will require a TxDOT permit.
10. A cross access easement parallel to Hwy 6 is required to connect to the properties
directly north and south of the subject tract. This is not constructed until site planning.
11. Please label the intended phases of the development.
12. Please show where artificially lighting will be located, or address potential lighting
methods to assure compatibility with the neighborhood.
13. The owner and developer's phone numbers need to be added to be title block. The
development address may also be added (4080 State Highway 6). FYI... This is not a
permanent address.

14. Please discuss the treatment of the proposed detention pond. Poorly treated or
maintained detention ponds can detract from a neighborhood.
15. Please provide a range of building square footages and a maximum overall total square
footage of the building plot.
16. A residential pitch on the roof does need to be provided according to language found in
the Comprehensive Plan when describing Suburban Commercial. In addition, please
provide additional information regarding how the architectural design will be similar to
that found in the nearby neighborhoods. For instance, the reference to a main material
being stucco/EFIS would not provide this compatibility. Accents of material may be
similar to residential units in the area. FYI... The design will still be required to comply
with LIDO Section 7.9 Non -Residential Architectural Standards.
17. Evaluation of the waiver requests to determine Staff's recommendation will continue
through the next submittal.

TxDOT Comments
1. Any future access drives will be required to meet TxDOT's current "Regulations for
Access Driveways to State Highways". Location must consider the posted speed and
the distance between existing, proposed and adjacent access points.

TRANSPORTATION
1. The Traffic Impact Analysis threshold has been exceeded with the current land use and
square footage currently proposed. One way to get a clearer picture of the trips to be
generated that could potentially bring the trips generated to below the TIA threshold is
to provide square footage for the proposed funeral home facility. Funeral home facilities
generate relatively low trips during the peak hour.
2. Access to the SH 6 southbound frontage road will have to meet TxDOT spacing
requirements 425' for 50 mph and above.
3. As you are aware, current block length requirements at 900' will put a public way or a
public street within the subject tract. Meeting the block length requirement will provide
access and connectivity to the subject tract from both Longmire and SH 6. Meeting
block length will also provide access for southbound and northbound traffic. Southbound
traffic along SH 6 will only be accommodated if block length is not met making access
and connectivity problematic for the subject tract.

1. Please verify there is not a 100-ft Electrical Easement (V.633, P.593) adjacent to the
SH6 Feeder Rd.

PLANNING
1. A flat roof, as referenced in the Note 6, is not consistent with the Suburban Commercial
designation. In addition, please make the architectural features of the building measurable.
For instance, what will be the range of slope for the roof (suggestions: 4:12 to 8:12). What
percentage of materials will be used on facades (if exceeding NRA standards)? Specify
what building materials will be used. Please specify the architectural relief elements to be
used, outside of the pre -approved elements in the NRA section of the UDO.
Examples:
a. Decorative window shutters;
b. Covered front porch (extending along at least 50% of building fagade and projecting
a minimum of 4 feet from the face of the building);
c. Eaves in excess of 18 inches;
d. Window planter boxes;
e. Window canopy;
f. Dormers;
g. Transom windows;
h. Decorative fagade lighting;
i. Chimneys or cupolas.
2. Please specify that the height will be measured from peak of roof.
3. Please provide language that states that the dumpster will be located in an area away from
the residential uses.
4. Please provide foundation landscaping as a site attribute that increases compatibility with
the neighboring residences.

ENGINEERING COMMENTS NO. 2
1. Please revise Note #3 to state that drainage will be in accordance with the B/CS Unified
Stormwater Design Guidelines.

TRANSPORTATION
No comments. As development occurs on -site, the 50,000 square foot maximum of the building
plot must be kept in mind, as well as a change in any intended uses.
