7. Sh .3 -Please label the location of the proposed manhole at station 6+84.35 with respect to the
existing sanitary sewer line (i.e. distance from an existing manhole to proposed manhole).
8. Sh.3 -Our records indicate that the existing sanitary sewer line which you are proposing tying into is
a 12-in Ductile Iron Pipe. Please revise all labels.
9. Sh.3 -Our records indicate that the some of the invert and rim elevations of the existing sanitary
sewer are slightly different from the record drawings. Please verify elevations.

will be required . Please submit easement dedication documents (if this portion was not included with

20. Sh .3 -"Keyed Note" #2 should not be necessary as the construction plans will not be approved until
the PUE is filed.
21 . Sh .3 -Please verify that no portion of the sanitary sewer line is deeper than 14-ft; otherwise, a
minimum 30-ft PUE will be required for that portion of line.
22 . Sh .4 -"City of College Station General Notes" #10 -Please delete note, as open cut construction is
not permitted.
23 . Sh.4 -"City of College Station Sanitary Sewer Construction Notes" #5 -Please verify that the
proposed sanitary sewer and waterline crossing is in compliance with this note.
24. Sh.4 -"City of College Station Sanitary Sewer Construction Notes" #8 -The BCS Unified Design
Guidelines specify that PVC must be SDR26-ASTM D3034 and DI Pipe must be A21.5, Class 350.

ENGINEERING COMMENTS NO. 2
1. Sh. 3 -Please revise the flowline of the existing manhole to match in plan and profile view.
2. Sh. 3 -Graphically it appears that the flowline of the existing 12-in san itary sewer line is
higher than the proposed Sta. 6+84.35 manhole invert. Please revise.
3. Sh. 3 -Please match soffits of the incoming 1 O" and 12" pipes at the Sta . 6+84.35 manhole
invert. Please also provide a flowline elevation for the 10-in drop pipe entering the manhole.
4. Sh. 3 -The existing NW and SE flowlines at the Sta . 6+84.35 manhole are labeled as 10-in
rather than 12-in.
5. Sh. 3 -The flowline at Sta. 7+00 is lower than the flowline elevation of the line entering the
Sta . 6+84.35 manhole. Please verify that all subsequent flowlines are correct.
6. Sh . 3 -Please label the proposed 20-ft PUE west of and parallel to Arrington Rd .
7. Sh . 3 -Our records indicate that there is a 10-ft PUE (Vol. 7800, Pg.13) adjacent to the
Arrington Rd. ROW rather than an electric easement. Please verify and label accordingly.
8. Sh. 3 -The sanitary sewer line is still extending beyond the ROW. If the area where the
Sta . 10+45 manhole is verified to be a 10-ft PUE, as referenced in the previous comment,
then the proposed layout is acceptable. If not, additional PUE will need to be dedicated or
the line will need to be relocated within the ROW.
9. Sanitary Sewer Report -On pages 2 & 3, the Capacity Equation should be revised to
include the square root of the friction slope. The calculations appear to have utilized the
correct formula, however.
10. Sanitary Sewer Report -On page 3, the n-value should be "0.013." Please revise.
11 . Cost Estimate -Please verify that the quantities for the 10-in Sanitary Sewer and Trench
Safety match the construction plans.
12. FYI ... The easement dedication application for the proposed PUE needs to be submitted
prior to construction plan approval and filed prior to issuance of the Letter of Completion.

Dear Ms. George:
We have reviewed your engineering comments of April 9, 2009, for the Tower Point Development
Permit (Case File No. 09-100022) and have made the following revisions and submissions in
response to your comments. Please find our responses below.
Engineering Comments and Responses
1. Please submit a Sanitary Sewer Report.
A Sanitary Sewer Report has been prepared and is enclosed.
2. Please submit an Erosion Control Plan.
Stormwater Pollution Prevention measures have been added and are indicated in plan on
Sheet 3.
3. Please submit a Cost Estimate for public infrastructure.
An Opinion of Probable Construction Cost has been prepared and is enclosed.
4. Please submit a Letter of Acknowledgement of City Standards.
A Letter of Acknowledgement of City Standards has been prepared and is enclosed.
5. Please provide a date on the cover sheet.

A Notice of Intent has been submitted to TCEQ and a copy of the notice is enclosed.

The distance from the existing manhole to the proposed manhole is now indicated.
8. Sh.3 -Our records indicate that the existing sanitary sewer line which you are proposing
tying into is a 12-in Ductile Iron Pipe. Please revise a// labels.
The sanitary sewer line has now been labeled as Ductile Iron. Our surveys and as-builts
indicate that the pipe is PVC, so a note has been added for the contractor to verify the size
and material of the existing pipe.
9. Sh. 3 -Our records indicate that some of the invert and rim elevations of the existing
sanitary sewer are slightly different from the record drawings. Please verify elevations.
Elevations have been kept to match our survey elevations, but a note has been added for
contractor to verify all existing elevations.
10. Sh.3-Our records indicate that the existing sanitary sewer line continues to the south
across WD Fitch. Please revise.
The plan has been modified to show the WO Fitch crossing as requested.
11. Sh.3-The center of the proposed sanitary sewer line can be no closer than 5.5-ft to the
edge of the 20-ft PUE Please revise.
The center of the proposed sanitary sewer line has been moved farther into the PUE to
satisfy this requirement.

The profile of the existing sanitary sewer manhole has been updated and revised to indicate
the correct height. The elevation of the ductile iron pipe has also been revised to indicate the
correct height.

manhole at station 9+42.5.
A 0.1-ft drop across the invert is now shown as requested.

The sanitary sewer line no longer extends beyond the right-of-way so an additional PUE will
no longer be required.
20. Sh.3-"Keyed Note" #2 should not be necessary as the construction plans will not be
approved until the PUE is filed.
We have revised the note so that its only purpose is to indicate the entity that is filing the
PUE for the City's reference.
21. Sh.3-Please verify that no portion of the sanitary sewer line is deeper than 14-ft,· otherwise,
a minimum 30-ft PUE will be required for that portion of line.
This has been verified, as discussed with Erika Bridges. Where the sewer line dips below
14-ft, the PUE is already widened as shown.
22. Sh.4 -"City of College Station General Notes" #10-Please delete note, as open cut
construction is not permitted.
This note has been modified to indicate that only jack & bore construction methods are to
be used under pavement, that open cut of the street is strictly prohibited, and that open
construction is to be used only in unpaved areas.
23. Sh.4 -"City of College Station Samtary Sewer Construction Notes" #5 -Please verify that
the proposed sanitary sewer and waterline crossing is in compliance with this note.
This has been verified. Required clearance is achieved.
24. Sh.4 -"City of College Station Samtary Sewer Construction Notes" #8 -The BCS Unified
Design Guidelines specify that PVC must be SDR26-ASTM D3034 and DI Pipe must be
A21.5, Class 350. Please revise.
The notes have been revised to reflect these material requirements.

26. Sh.4 -Please make sure that you are not negatively impacting the Conservation Easement

Reinforced fabric fencing has been added along the boundary of the Conservation
Easement to prevent contamination. A general note has been added to inform the
contractor that the Conservation Easement is to be regarded with extra precaution and
care. The note further indicates that the contractor is not allowed entry into the
Conservation Easement at any time.

The flowline has now been revised to match in both plan and profile view.
2. Sh. 3 -Graphically it appears that the f/owline of the existing 12-in sanitary sewer line is
higher than the proposed Sta. 6+84.35 manhole invert. Please revise.
The graphical representation of the sanitary sewer line has been revised to correct this
problem.
3. Sh. 3 -Please match soffits of the incoming 1 O" and 12" pipes at the Sta. 6+84. 35 manhole
invert. Please also provide a f/owline elevation for the 10-in drop pipe entering the manhole.
The soffits of the 1 O" and 12" pipes have been matched and a flowline elevation for the drop
pipe has now been provided.
4. Sh. 3 -The existing NW and SE f/owlines at the Sta. 6+84. 35 manhole are labeled as 10-in
rather than 12-in.
The label has been revised accordingly.
5. Sh. 3 -The f/owline at Sta. 7 +00 is lower than the flowline elevation of the line entering the

The proposed PUE has now been labeled.
1. Sh.3 -Our records indicate that there is a 10-ft PUE (Vol. 7800, Pg. 13) adjacent to the
Arrington Rd ROW rather than an electric easement. Please venfy and label accordingly.
The presence of a 10-ft PUE in the designated location has been confirmed. The label has
been revised to reflect the presence of a PUE rather than an electrical easement.
Additionally, a 10-ft PUE exists on the other side of Arrington Road, as well . The drawing
has been revised to reflect this. A copy of the PUE documentation for these easements has
been enclosed for your review.
8. Sh. 3 -The sanitary sewer line is sf/II extending beyond the ROW If the area where the Sta.
10+45 manhole is verified to be a 10-ft PUE, as referenced in the previous comment, then
the proposed layout is acceptable. If not, additional PUE will need to be dedicated or the
line will need to be relocated within the ROW
Based upon the revisions from note 7, the sanitary sewer line now exists within PU Es or the
right-of-way of Arrington Road.

The easement dedication is being completed by another engineering firm, as noted on the
plans. We have informed our client of the requirements for construction plan approval and
issuance of Letters of Completion and will continue to follow up with them to ensure that
these steps are completed as required.

We have spoken with Stewart Kling of Kling Engineering, who is in charge of filing the
easement. He says that the easement will be dedicated by virtue of the plat submitted for
the Scott & White Medical Clinic at Tower Point. He says that this plat was submitted to the
City of College Station two to three weeks ago. Please contact us if you still cannot locate
this easement dedication.
