Developer provides temporary blanket easement for construction purposes or provides descriptive easements for electric infrastructure as designed by CSU for electric lines (where applicable, including street lights) 2. Developer may be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per CSU specs and design. 2. CSU will provide drawings for electrical installation. 3. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. 4. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 5. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU specs and design. 6. Developer installs pull boxes per CSU specs and design (pull boxes provided by CSU). 7. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Additional portions of the ground level along Church Avenue must be retail. The parking must be located behind retail. A 36-foot driveway for the garage entrance is an acceptable exception to this requirement due to lack of access from any other location of the site. 2. A 5-foot right-of-way dedication is required along Church Avenue. This also needs to be reflected on the Final Plat current undergoing review. 3. The proposed building is located less than 10 feet from the abutting bank drive-thru structure. This requires a fire wall to along this fagade. Please contact Ben McCarty, Plan Examiner, for additional information. 4. A Primary Entrance Fagade is required for both University Drive and Church Avenue. This requires that each have a public entrance. If the retail along Church is to have individual store front entrances, that will satisfy this requirement. 5. Please provide parking requirement calculations. Please be aware that in order to use dormitory parking standards, the building plans that will be submitted later must comply with dormitory standards according to the 2012 International Building Code. 6. Please submit for review the parking layout plans for all levels of parking. 7. Street lights will be required along public streets. Please contact Sam Weido in Electric for additional information. 8. Please add the subdivision information to the title block. 9. All utilities, including the new transformers, need to be shown and labeled. New public utility easements are needed to cover these utilities. 10. Please label the loading area. Will this are be utilized by tenants moving in? 11. The transformers must be screened from the right-of-way. Please provide a detail of the screening method. 12. A Private Improvement in the Public Right -of -Way Permit (PIP) is required for the sidewalk and landscaping located within Church Avenue right-of-way. A TxDOT permit must be required for improvements within the University Drive right-of-way. 13. Please dedicate a public access easement along Church Avenue for the portion of the 10- foot wide sidewalk that is not within the public right-of-way. 14. Please show ADA accessible ramps at the driveway curb cut. 15. A maximum for 20 bicycle parking spaces are required to be within 100 feet of a public entrance. Please use an inverted U bike rack instead of the rack specified in the Site Design Standards. This document is in the process of being updated. 16. The setbacks note on the top left corner of Sheet SP1 needs to be revised to state that the setback from University Drive is 12 feet. 17. The proposed driveway exceeds the maximum for multi -family two-way operation driveways which is 36 feet. Please revise the width. 18. Please dimension the driveway width, throat depth to the first point of conflict, setbacks, and sidewalk width. 19. Please add a note that all mechanical equipment shall be screened from view from the right- of-way using opaque materials that are predominantly found on the principal structure and shall coordinate with the building's architecture, color, and scale. 20. Provide a general note on the site plan that states the following: Exterior building and site lighting will meet the standards of Section 7.10 of the Unified Development Ordinance. The light source shall not project below an opaque housing and no fixture shall directly project light horizontally. Fixtures will be mounted in such a manner that the projected cone of light does not cross any property line. 22. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. Reviewed by: Lauren Hovde Date: March 30, 2012 LANDSCAPING/STREETSCAPING/BUFFER 1. Properties zoned NG-2 are required to submit a landscape plan that complies with Section 7.5.C-D of the LIDO. The landscaping provided meets requirements found in Section 5.6.B.9.a.1 of the LIDO. 2. Please specify the selected plant species on the landscape legend and note the caliper size. Minimum caliper size is 4 inch. There is a list of approved street trees for Northgate in the Site Design Standards. 3. Please identify the material used to fill the spaces between the building fagade and the sidewalks. This area must be landscaped using materials approved in Section 5.6.B.9.b of the LIDO. FYI... Turf does not satisfy the landscaping requirement mentioned in Section 5.6.B.bofthe LIDO. 4. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights -of -way, and adjacent property disturbed during construction. 5. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed as per City Ordinance 2394. 6. Submit abandonment application with required supporting documents. 2. Please submit 5 copies of the TxDOT Driveway Permit Application, Plans and Drainage Data. Include all improvements proposed in TxDOT ROW with this application. This information should come directly to the City and be addressed to Joe Guerra. 3. Please review the City of College Station's Unified Design Guidelines, Specifications and Details (refer to http://www.bcsunited.netand revise Notes and Construction Plans accordingly. Many notes conflict with our requirements. Also update to local public and private utility contacts. Many notes still refer to Harris County entities. Private utilities in this area are Verizon, Suddenlink and Atmos Gas. Phone numbers listed in notes are not local. 4. Drawings and sections you refer to in notes are not City of College Station nomenclature so I don't know to what you are referring. 5. 1 believe there is a TAMU water line along University and possibly large Verizon duct bank in Church that could impact this project. There are also a gas line and phone line in area where tying back in to storm in University. Please include this information on your plans to show conflicts. In some cases you will need to remove your details, as the BCS Details shall be utilized. 8. Provide Letter Acknowledging City Standards, a template of which can also be found at http://www.bcsunited.net/. 9. Submit fire flow report, providing building size, material type, sprinkled and utilize Table B105.1 & C105.1 from the International Fire Code. This determines the number of hydrants needed to fight fire externally. If additional hydrants are necessary, then water design report will need to be provided to determine effect on our system and any modifications that are needed. Contact Charles Willis (979-777-1202) at College Station Utilities to access fire flow data for this area. Design for these modifications, whether upsizing water line, looping water line, etc, will also need to be submitted. 10. Provide a note summarizing the fire flow report on the site plan. 11. On the fire suppression line, an isolation valve is required just inside a PUE. Also note on the plans that fire suppression lines shall have a lockable lid on the isolation valve. The lockable lid shall, at a minimum supply protection as the AMP or USA, LL562 Locking Lid. Alternate lockable lids shall be approved by College Station Utilities Director or his designee. 12. Provide a table of proposed water and sewer demands on the site plan sheet. 13. Identify domestic and irrigation meter location and sizing on both the site plan and utility plan. Include meter vault location/positioning. 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 Tapping sleeve not allowed for pipe size greater than % diameter of the line being tapped. You will need to cut in tee and valve. Prefer only one tap on the 12" main if possible. Schedule 40 pipe is not an approved pipe for public infrastructure. 1 foot vertical clearance needed between water and storm. Junction boxes required on public storm at changes in alignment, conduit size and grade. Brick manholes are not permitted on public storm or sanitary. CoCS does not have Type C manhole as called out in Plan and Profile. It is not clear from your plans, but public storm pipe shall be RCP. Elevation drop of at least 1/10 of a foot is required at all inlets and junction boxes. Does the 0.09% slope achieve the required cleaning velocity of 2.5 fps? Please confirm that proposed grades do not block drainage or negatively impact southwest adjacent property. Existing survey info on Sheet C4 is not legible. City does not allow sanitary to pass through storm sewer junction box. Show water line conflict in PNP for sewer line "F and required TCEQ crossing requirements. Sign and seal drainage letter. Provide an engineer's cost estimate for the proposed public infrastructure associated with your project. Due to scale of project and it encompassing entire lot bound mostly by ROW, there will likely be impacts to adjacent properties. Provide phased plan of construction and impacts, to include location of material/construction yard, crane placement, any proposed street closures and timeframes, impacts to neighboring businesses. Construction yard may need to be added to overall stormwater management plan. Submit Traffic Control Plan. Reviewed by: Carol Cotter Date: April 3, 2012 FIRE 1) No combustibles will be allowed on site until all-weather roads and fire hydrants have been accepted by the City. 2) A "Knox Box" security key system is required on all buildings and a Knox Switch is required on all gated entrances. 3) An electrical shunt is required to be provided for the building to eliminate power in the event of an emergency. 4) Commercial construction requires a fire hydrant within three hundred feet (300) from the main entrance and within four hundred and fifty feet (450') from any part of a structure. 5) F.D.C. locations must be within one hundred and fifty feet (150) of a fire hydrant and located on the Church Avenue -side of the structure. 6) Please show the anticipated location of the pump room. 7) The next round of review may result in new comments depending on new information received. Reviewed by: Ray Olson, Deputy Fire Marshal Date: April 4, 2012 ENGINEERING COMMENTS NO. 2 1. As stated previously, TxDOT permits are required for any improvements or work in TxDOT ROW (University Drive). The tie-in to the storm sewer junction box, a section of the storm sewer to be removed, and sidewalk improvements are in TxDOT ROW and require a "Permit to Construct Access Driveway Facilities on Highway Right of Way" permit, Form 1058. The removal of the water line will also require a TxDOT Utility Permit which is an online submittal process. I will need to give the civil engineer access rights to prepare the on-line submittal, but I have to be the one to formally submit the permit request. https://apps.dot.state.tx.us/uirpro/ucint/uclogin.asp. Let me know who that will be. 2. Sidewalk Plans need to include tree well details and design. (Refer to Site Design Standards for specific Northgate requirements http://www.csb(.gov/index.aspx?page=387). Manhole and junction box locations and conflicts between the storm sewer and tree wells and storm sewer and street lights also need to be shown. Storm sewer back -fill shows structural back -fill which is typically cement stabilized back -fill. How will this work with the tree wells? Cross slope needs to be indicated. Also need to confirm that ADA clearances are being met when placing bike racks (with bikes), tree wells and lighting so close together. 3. As discussed in previous communications, the project will need at least one additional fire hydrant. Fire flow report which will provide this information is still outstanding, but your response to comments has indicated the Western States Fire Protection Company will be providing this information. Will they also be providing the sealed engineered water system analysis report to determine what modifications need to be made to our system to accommodate the addition of the hydrant(s). Civil plans will also need to be provided for the modifications. 4. The water and sewer demands for the project need to be provided on the Site Plan since copies of the MEP Plans are not kept in the planning files. 5. FYI -Easements around transformer and water meter vault need to be Public Utility Easements, not specific to the use. 6. City of College Station does not allow plugging of pipe stub -outs with 8" brick walls. 7. Provide Plan and Profile for public portion of 8" water line. Record Drawings of the existing 12-inch waterline show the main being shallower than you have indicated in profile for Line F. Water line tap requires a valve on the 12" water line as well as the 8 going to the meter. These are independent of the isolation valve for the fire line which should also be labeled on the plans, not just listed under general notes. 8. With your proposal to remove the water line along University, show how you will provide service to the existing business(es) that are currently served from this line. This will need to be included with your project. 9. Provide detail of water meter vault and internal piping. 10. General Notes call for cement stabilized back -fill to within 1' of subgrade. This will not work with the 6" clearance from sanitary line which has its own bedding and back -fill requirements. 11. The storm inlet that serves this property is located in front of the Taco Bell along university. Please add inlet protection barrier to this inlet. 12. Submit revised cost estimate to include aforementioned revisions and those that result from fire flow analysis. 13. Point of clarification. I did not recommend reducing the storm sewer line to 36" diameter. Gary Hill's pointed out that portion of the existing storm sewer is 36" diameter, and so he asked if a portion of the reroute could remain 36". 1 agreed under the condition that the realignment did not result in addition flows needing to be added that would necessitate the increase to 42" diameter pipe. 14. Junction box to be added at University and Church needs to meet TxDOT standards. 15. Indicate limits of construction for the storm sewer. It appears you will need to disturb Church Street due to size and depths of storm and junction boxes. Cost Estimate should include pavement and curb replacement. 16. Traffic Control Plan needed for Site Plan approval, as well as, TxDOT permits. 17. Architect indicated that all construction will be from on -site. Please confirm there will not be impacts to adjacent properties including location of material/construction yard, crane placement, and street closures. Please use an inverted U bike rack. The racks must be T from the building. 6. Is the parking garage intended to be gated? 7. A PIP application needs to be submitted for the improvements along Church. 8. The parking islands in the garage should be hatched to indicate that parking there is not allowed. 9. I counted 280 parking spaces, but not all spaces appear to be 9'x20' which is the minimum size requirement. 10. What ar the dashed lines and rectangles on the garage plans? 11. With your proposal to remove the water line along University, show how you will provide service to the existing business(es) that are currently served from this line. This will need to be included with your project. 9. Provide detail of water meter vault and internal piping. 10. General Notes call for cement stabilized back -fill to within 1' of subgrade. This will not work with the 6" clearance from sanitary line which has its own bedding and back -fill requirements. 11. As discussed during our phone conference, the building height is within the conical flight zone of Easterwood Airport. By our calculations the maximum height of a structure in the proposed location may be between 510' and 520' above sea level. This allows for a structure of approximately 174-194 in height', give or take maybe 10'. According to information provided by you, the building may be an estimated 185' in height. Staff is agreeable to this height pending FAA review. Please submit review information to FAA for height restrictions and limitations. The City is obligated to protect the Easterwood Airport functionality, and therefore must hold final approval of the Site Plan until this information is received and addressed.
