Dear Campus Acquisitions,
In order to better communicate the following information, division has been made to
separate the required materials into permit categories in general chronological.
Site Plan
The City of College Station development review Staff has reviewed the site plan
package for the project located at 717 University Drive, and has determined the Site
Plan to be approved (excepting the proposed building height) with Staff notation
regarding transformer clearance on the Site Plan.
Four copies of the Site Plan must be submitted for Site Plan approval.
Development Permit
Site construction activities, including but not limited to utility work and foundation
preparations, are not permitted until this permit is released. Demolition of the existing
structures has been permitted and may commence at your convenience. The following
items must be submitted and approved prior to the issuance of a Development Permit:
The submitted Traffic Control Plan(s) are difficult to read as it appears the plans
were designed with red delineations and notes. As printed in black and white the
red color is light gray appearing as background information. The TCP will need to
be reevaluated once control measures are erected. Signs may need to be added
and the plan modified to insure proper sight distances, provide sufficient warning,
and prevent crashes. Below are specific comments by sheet per the City of
College Station Traffic Engineer:
Sheet A1.2 — 1) Engineer/Architect must confirm that a 3-foot sidewalk meets
ADA requirements.
Sheet A1.3 —1) Is the "Temporary Two -Way Striping" in the middle of the street?
2) What material is being used for the "Temporary Two -Way
Striping"?
3) How is the "Temporary Two -Way Striping" being removed when
it is no longer needed (as required by the TMUTCD) without
damaging the pavement?
4) An "Intersection Ahead" sign (CW2-4) is needed for traffic
traveling toward University Drive.
Sheet A1.4 — 1) Traffic cannot detour onto a private road (mud lot)/parking lot
(Fat Burger)
2) Traffic detours must be planned around the entire site, not just at
closure points (for example ROAD CLOSED AHEAD, DETOUR
AHEAD, and DETOUR RIGHT ARROW signs could be placed
approaching the Nagle intersection for eastbound traffic on
Church.)
• Five complete paper copies of the TxDOT Access Permit must be submitted.
The associated construction exhibits are now good, but the Traffic Control Plans
need revisions. Once appropriate revisions are made and five copies are
provided, permits can be submitted to TxDOT. Confirm that the TCP for "Storm
Sewer Installation Phase" also includes the removal of existing storm sewer both
in area limits and timeframe. The TCP is needed for the removal of water line
along University Drive. TxDOT approved permits are required for work in TxDOT
ROW. Even though Site Plan approval may be issued with a condition that no
work be conducted in TxDOT ROW until TxDOT has approved the permits, most
of the initial site work requires work in TxDOT ROW which could hold up
progress.
• Both meters being fed from the 2-inch water line must to be relocated to Church
Street. Current plans show only one meter being relocated. The proposed 4-inch
water meter and private service line appears to be oversized. Meters of
appropriate and equivalent size should be installed. In case there was some
confusion, the 4-inch diameter minimum line size only applies to a public main.
• Documentation must be provided exhibiting agreement from the adjacent
property owner to alter private service line(s).
Seven complete sets of the construction documents and an 11-inch x 17-inch Grading
Plan must be submitted for Development Permit approval.
Building Permit
Building height approval shall be deferred until building plans are submitted for review
under a Building Permit Application and upon additional consultation with the Federal
Aviation Association. According the City of College Station zoning ordinance related to
Easterwood Airport flight patterns, the overall allowable height appears to be 510-520
feet MSL (equating to a building height of approximately 174-184 vertical feet). Building
Permit shall not be issued prior to finalization of the building height.
The Building Permit Application has not been submitted for Staff review. Therefore,
additional comments will arise regarding Building Permit release at a later date. The
Development Permit must be issued prior to the release of a Building Permit and prior to
construction commencement (excepting the permitted demolition activities).
