Joe; City had photos, drawings, size, and full explanation where sign was to be installed back in
October, long before permit was pulled for install. No city people ever mentioned the footage business.
Size of sign was computed by tower size, which is correct. After the permit approval, city said footage
would need to have been taken away from building sign. All this should have been caught in October
when I spoke to department people about tower sign with Ci Us.
I recommended the city grant you a (Variance) in lieu of (Their) not catching error after a lengthy
discussion with them. I was also told you did not have owner permission. Bryan Dabbs took it upon
himself to acquire approval and e-mailed me art he sent to owner. There was nothing in writing on his
art...

David Jabour, the City of College Station is saying that we have to remove our Twin Liquors sign, the
one off Texas Ave. First, it exceeds the allowable square footage and second, the ordinance does not
allow a sign to be used unless is it attached to the building where the business Is located. Ours is
attached to Cici's Pizza. Full details are below. The city admits there was some confusion and the
permit that Walker was issued was in error and should not have been approved. There is an appeal
process which is attached. I have asked #69 to take a picture of the sign and send it to us.
David Walker, can you give us any insight?

Good afternoon Joe.
Per our conversation yesterday, I wanted to reiterate the reason why the College Station ordinance does not allow
for the approval of Twin Liquors' sign permit (11-4287).
Section 7.4.1.2. Attached Signs, allows for commercial buildings or tenant lease spaces to have attached signage
that does not exceed a total of 2.5 square feet per linear foot of all public entry facades. Twin Liquors public entry
facade is 707% allowing them a total of 176.5 sqft of signage. A sign permit was approved on November 22,

2011 for a 176 sgft sign, attached above the main entry of Twin Liquors
A second sign permit was submitted on December 19. 2011 for a 40.63 sgft sign, located on a building on the
same property as the subject tenant but is not on the same building. Not only does the second sign exceed the
maximum allowed area of signage for Twin Liquor it also is attached on a building the tenant is not located in,
which the ordinance does not allow. Though Section 7.4.1.3. allows for the property owner to divide the building
signange of the tenants located in that building, it does not allow for signage of all buildings to be divided up
between all tenants on the property.
A variance request to the sign ordinance can be made to the Zoning Board of Adjustments. The Board requires
that there be a hardship and/or special condition with the land to justify the variance. I have attached the variance
application, if this is the route you would like to take. If Twin Liquors chooses not to seek a variance, the sign shall
be removed by the owner.

Good afternoon Joe,
I just wanted to touch base with you in regards to the Twin Liquor sign that was installed without a permit. A
month ago, I discussed with you the College Station sign ordinance and how it applied to Twin Liquors, as
well as, why the second sign permit was denied. Our office has not received a Zoning Board of Adjustments
(ZBA) variance application or notice that the sign was removed.
A certified letter was mailed to Sign Pros, applicant of the sign permit, asking to remove the sign or apply
for a variance. If this office has not received a complete ZBA variance application by 5:00 PM on February
13, 2012 or notice that the sign has been removed, we will be forced to turn this matter over to the Code
Enforcement Division.
If you have any questions about the application process, I am available to answer any questions.

The sign that is installed in the monument does not need a permit. That sign would be okay. The banner will
need a permit, either banner or grand opening. As I mentioned before, the grand opening permit allows for
banners, flags, and other forms of advertisement but is issued within 60 days of receiving the Certificate of
Occupancy (CO). The application for both can be found online, htti)://www.cstx.gov/index.aspx?page=997.
The application should be submitted to our office, Planning & Development Services. It can be faxed or mailed.

The sign permit for the attached sign was approved, please pick up permit before installation. The'Now Open'
banner can be done through a Grand Opening Permit, which would also allow for balloons, wind -driven devices,
flags if the ower choose to use it. The banner can also be permitted with a banner permit.
