SUBJECT: CENTURY HILL L1R 2R 3R 5R & 6R (FP-REPLAT) - Final Plat
Staff reviewed the above -mentioned revised final plat as requested. The revisions that have
been submitted suffice for meeting all minimum plat requirements except for public utility
easement abandonment that will be considered at the April 12'h City Council meeting and the
requested waiver to sidewalks along the frontage road that will be considered by the Planning &
Zoning Commission. Staff has requested private cross access easements to be shown on the
plat to the C.S.L. of Texas lot and Lot 9 to comply with site development requirements for cross
access (LIDO Section 7.3.B.2). If you choose not to provide these easements on the plat, they
will still be required by separate instrument with the site plan and we can discuss as needed.
As requested, this item will be scheduled for consideration by the Planning and Zoning
Commission at their Thursday, May 3, 2012, 7:00 PM meeting held in the City Hall Council
Chambers, 1101 Texas Avenue. If you propose additional revisions, please provide the
following revised documents by Monday, April 16, 2012, 10:00 a.m. for consideration with your
project at the May 3'' Planning and Zoning Commission meeting:
One (1) 24"x36" copy of the revised final plat;
Thirteen (13) 11 "x17" copies of the revised final plat; and
One (1) copy of the digital file of the final plat on diskette or e-mail to

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. The following easements will be required:
20' PUE along South side of Pavilion Avenue from Highway 6 to Sebesta Rd.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
7. Developer installs pull boxes per CSU specs and design (pull boxes provided by CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to:
sweido@csbc.gov.
9. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 40 weeks.
10. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as
designed by CSU.

TxDOT Comments
Access to these lots should be from Pavilion Avenue internal to the development.
Any access drive from the frontage road would be required to meet TxDOT's current
"Regulations for Access Driveways to State Highways". Location must consider the
posted speed, location of the existing on ramp and the distance between existing,
proposed and adjacent access points. Site conditions may not accommodate an
access drive.
Appropriate data, including drainage, must be submitted and approved prior to any
future work/permits in State ROW.

STAFF REVIEW COMMENTS NO. 1

PLANNING
1. Sidewalks are required along frontage roads of State Highway 6, which is classified as a
Freeways/Expressway in the Thoroughfare Plan. According to the Unified Development
Ordinance (UDO) Section 8.2.K.5.b, you may request to pay a fee in lieu of constructing
sidewalks upon approval by the Planning and Zoning Commission.
2. Label the 20-foot drainage and public utility easement located along the south side of
Pavilion Avenue. The easement should be labeled on the diagram of the Original Plat as
well as the Replat.
3. The 10-foot utility easement on Lot 1, adjacent to Sebesta Road, is recorded in two sections
on the original plat. Revise the Final Plat to include the original labels, marking sections
418/527 and 418/530.
4. Label each lot to include the individual lot acreage and revise the title block to reflect a
change to the total acreage if necessary.
5. As found in LIDO Section 8.8, the wording for the Certificate of Ownership and Dedication
should be updated from 'owner and developer of this plat' to 'owner and develop of the land
shown on this plat'. Also add the last sentence stating, "All such dedication shall be in fee
simple unless expressly provided otherwise."
6. Remove the words "Deed Records" and replace with "Official Records" on the Certificate of
County Clerk.
7. Provide cross access easements between all lots and adjacent properties.
8. Please note that you will be required to submit paid tax certificates reflecting the new
owners prior to the filing of your plat.
9. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter.
10. The construction documents and reports are still under review and may affect the plat.

ENGINEERING COMMENTS NO. 1 (Final Plat, Construction Documents, Abandonment)
1. The proposed sanitary sewer re -alignment needs to take place before the abandonment
can go forward to the City Council.
2. Please submit the Suddenlink signature for the abandonment application.
3. The proposed abandonment needs to be approved by the City Council before the re -plat
can go forward to the Planning & Zoning Commission, as to reflect the previously
discussed easement abandonments.
4. Once the easements are abandoned, the ordinance number and volume/page of the
abandonment should be reflected on the plat.
5. Please dedicate a temporary blanket easement to cover the subject tract, which can be
released once site construction is complete. The blanket easement will help expedite
the easement abandonment process.
6. Please specify the various access and drainage easement to be "private".
7. Please place a note on the plat explaining the ownership and maintenance
responsibilities of the various private access and drainage easements.
8. Please illustrate on the plat the "private" drainage easement that will cover the proposed
storm re -alignment and serve Lot 3R.
9. As a portion of the proposed sanitary sewer re -alignment is deeper than 14 feet, a 30
foot PUE is required in this area.
10. (Sheet 2) Please specify Detail S1-02, as manholes deeper than 12 feet require a thicker
base with additional steel reinforcement.
11. (Sheet 1 & 2) Please illustrate the service line connections for the future buildings.
12. (Sheet 1 & 2) Please clarify the proposed storm re -alignment is private and will be
designed and constructed with the site plan. Also note the storm re -alignment will be in
keeping with the original subdivisions drainage design.
13. Please submit letter of acknowledgement.

PLANNING
1. Please note that staff will not support the sidewalk waiver request as there are existing
sidewalks to connect to on Pavilion Avenue. All of the justifications provided in the revised
application are not accurate. TxDOT does allow sidewalks in their right-of-way and with over
40 feet in width between the pavement edge and property line there should be sufficient
area to locate the sidewalk away from the high speed travel lanes for safety purposes. The
public sidewalk could also be located on the lots with a public access easement over it.
Please feel free to contact me to discuss further if desired.
2. Please revise the Original Plat exhibit to reflect the bearings and dimensions in what was
originally approved and filed in Volume 7623, Page 231. Though there was a note stating
the surveyor requested the Original and Replat exhibits to match, the Original Plat exhibit is
to show the recorded plat information. Revert the Original Plat exhibit back to the recorded
plat.
3. As provided on the Original Plat, provide cross access easements to the C.S.L. of Texas

PLANNING
1. Sidewalks are required along frontage roads of State Highway 6, which is classified as a
Freeways/Expressway in the Thoroughfare Plan. According to the Unified Development
Ordinance (UDO) Section 8.2.K.5.b, you may request to pay a fee in lieu of constructing
sidewalks upon approval by the Planning and Zoning Commission.
2. Label the 20 foot drainage and public utility easement located along the south side of
Pavilion Avenue. The easement should be labeled on the diagram of the Original Plat as
well as the Replat.
3. The 10 foot utility easement on Lot 1, adjacent to Sebesta Road, is recorded in two sections.
Revise the Final Plat to include the original labels, marking sections 418/527 and 418/530.
4. Label each lot to include the individual lot acreage and revise the title block, if necessary, to
reflect a change to the total acreage.
5. Revise the Certificate of Ownership and Dedication to reflect the certificate as found in LIDO
Section 8.8, including language regarding the owner and include the second sentence.
6. Replace "Deed Records" with "Official Records" on the Certificate of County Clerk.
7. Provide cross access easements between all lots and adjacent properties.
8. Please note that you will be required to submit paid tax certificates reflecting the new
owners prior to the filing of your plat.

TxDOT Comments
Access to these lots should be from Pavilion Avenue internal to the development. Any
access drive from the frontage road would be required to meet TxDOT's current "Regulations
for Access Driveways to State Highways". Location must consider the posted speed, location
of the existing on ramp and the distance between existing, proposed and adjacent access
points. Site conditions may not accommodate an access drive.
Appropriate data, including drainage, must be submitted and approved prior to any future
work/permits in State ROW.

ENGINEERING COMMENTS NO. 1 (Final Plat, Construction Documents, Abandonment)
1. The proposed sanitary sewer re -alignment needs to take place before the abandonment can
go forward to the City Council.
2. Please submit the Suddenlink signature for the abandonment application.
3. The proposed abandonment needs to be approved by the City Council before the re -plat
can go forward to the Planning & Zoning Commission, as to reflect the previously discussed
easement abandonments.
4. Once the easements are abandoned, the ordinance number and volume/page of the
abandonment should be reflected on the plat.
5. Please dedicate a temporary blanket easement to cover the subject tract, which can be
released once site construction is complete. The blanket easement will help expedite the
easement abandonment process.
Please specify the various access and drainage easement to be "private".

7. Please place a note on the plat explaining the ownership and maintenance responsibilities
of the various private access and drainage easements.
8. Please illustrate on the plat the "private" drainage easement that will cover the proposed
storm re -alignment and serve Lot 3R.
9. As a portion of the proposed sanitary sewer re -alignment is deeper than 14 feet, a 30 foot
PUE is required in this area.
10. (Sheet 2) Please specify Detail S1-02, as manholes deeper than 12 feet require a thicker
base with additional steel reinforcement.
11. (Sheet 1 & 2) Please illustrate the service line connections for the future buildings.
12. (Sheet 1 & 2) Please clarify the proposed storm re -alignment is private and will be designed
and constructed with the site plan. Also note the storm re -alignment will be in keeping with
the original subdivisions drainage design.
13. Please submit letter of acknowledgement.

GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30 feet of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
7. Developer installs pull boxes per CSU specs and design (pull boxes provided by CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to:
sweido@cstx.gov.
9. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 40 weeks.
10. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as
designed by CSU.
