SUBJECT: 2849 BARRON RD (REZ) — Rezoning
Staff reviewed the above -mentioned rezoning as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address all comments and
submit the following information by Monday, March 19th, 10:00 a.m., for your project to be
placed on the next available Planning & Zoning Commission (P&Z) meeting scheduled for April
5th, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue:
One (1) 24"x36" copy of the revised Concept Plan;
Thirteen (13) 11 "x17" copies of the revised Concept Plan;
Thirteen (13) 11 "x17" copies of the Rezoning Map;
One (1) copy of the digital file of the revised rezoning Metes & Bounds on
diskette or e-mail to P&DS_Digital_Submittal@cstx.gov.
If all required items are not received, your project will be not be scheduled on the P&Z agenda.
Your project may be placed on a future agenda once all comments have been addressed and
the appropriate re -advertising fees paid.
Once your item has been scheduled for the P&Z meeting, the agenda and staff report can be
accessed at the following web site on Monday the week of the P&Z meeting.

Project: 2849 BARRON RD (REZ) — (12-00500041)
PLANNING
1. Please provide the following information on the Concept Plan:
a) Statement about detention.
b) Provide base zoning district.
c) Show or provide a statement regarding buffering (i.e. what standard are you proposing?).
At a minimum staff will be looking for the site to meet the minimum buffer requirements in
UDO Section 7.6 Buffer Requirements.
d) Statement regarding the architecture of the site (i.e. pitched roofs, residential look). Staff
will be looking for descriptions of the items that will be included on the structures.
e) Statement regarding site lighting.
f) Provide phase boundaries. It is unclear what Phase 1 and Phase 2 consist of.
g) Provide range of height of buildings. Please be aware that these buildings will still be
subject to the single family height protection found in UDO Section 7.1.1-1.2. As an fyi, the
distance of the building(s) in phase two does not appear to be adequate to construct a
building of any appreciable size.
2. Staff would request that Fuel Sales and Self Service Storage be removed from the permitted
use list. These uses are generally not considered neighborhood serving uses.
3. Please remove the callouts for the signage.
4. Please remove the Concept Plan Note regarding timing of turning/deceleration lanes. See
Transportation Comments below regarding this.
5. Public Hearing Ads need to be sent out on Wednesday March 14'. Please contact me
immediately if you are not going to be able to resubmit revisions by March 19'

ENGINEERING COMMENTS NO. 1
Date: 3/6/12
1. Access to SH 40 must be granted from TxDOT.
2. FYI — The subject tract is located in the Spring Creek Sanitary Sewer Impact Fee Area.

TRANSPORTATION
1. On the concept plan notes the statement with regards to the timing of the transportation
improvements should be removed.
2. TxDOT will require an extension of the right turn deceleration lane at the proposed access to
SH 40 as part of the driveway permit approval process. Construction of the right turn
deceleration lane will occur at the time of driveway construction.
3. Any modifications to the raised median involving left turn bays will occur during the first
phase of the project.
4. Because Barron Road posted speed is 45 mph a slower sped than SH 40, and based on the
trips generated by the development in the peak hour utilizing zoning trip generation rates in
the Unified Development Ordinance, the driveway accessing Barron Rd will not require a
right turn deceleration lane.
5. If during site plan submission if the square footage of commercial deviates from the concept
plan, trips generated by the development will be re-evaluated to determine if additional
mitigation and transportation improvements are required.

explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans
that have not been pointed out to the City, will constitute a completely new review. 2 of 2
