SUBJECT: College Main Lofts (Sp)- Site Plan
Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:
City of College Station Transmittal Letter;
Memo providing written responses to all of staff's comments (identify the specific
page that each comment was addressed on or the reason for not addressing the
comment);
Four (4) revised site and one (1) landscaping plan;
Parkland Dedication fees of $21,398 prior to issuance of a building permit;
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there are
comments that you are not addressing with the revised site plan, please attach a letter
explaining the details. If you have any questions or need additional information, please contact

STAFF REVIEW COMMENTS NO. 1
Project: College Main Lofts (Sp) — 12-00500048
PLANNING
1. Provide volume and page # for all existing easements. As an FYI, our records are showing a
5' access easement (Vol 8454. Pg 264) along the front of 403 College Main.
2. What is the callout for "BC is on property line"? Is this referencing the back of curb?
3. Please adjust General Note #6 to state "Section 5.6.B.9.d and Section 7.9".
4. Please provide dumpster/trash receptacle details, including the screening method. The trash
receptacles on 408 College Main should be located to the rear of the building.
5. For the purposes of building permit and CO, each site will stand alone.
6. Please revise the Bicycle Rack detail. The City's Site Design Standards has been updated
and the required bike rack is now an inverted "u" or an equivalent as approved by Staff.
7. FYI, 403 College Main will require 7 bicycle spaces and 408 College Main will require 6
bicycle spaces.
8. Please label and show the location of FDC's.
9. Provide details of proposed retaining walls. These will need to be coordinated with the
proposed building architecture.
10. Is a fence proposed around any portion of the site?
11. Provide a note or table showing how the 1:1 Floor Area Ratio requirements are being met.
12. Provide a note regarding how sanitation will serve the site.
13. ADA ramp will need to provide minimum landing requirements. Its current orientation does
not appear to be meeting this.
14. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING/STREETSCAPING/BUFFER
Provide landscaping details. On 403 College Main, the area between the building and the
interior of sidewalk edge is required to be 100% landscaped/streetscaped. This area is
shown as a proposed landscaped area, but no details were provided. Eligible improvements
can be found in LIDO Section 5.6.B.9.b "Landscaping". It is difficult to discern whether or not
it is necessary on 408 College Main (a blown up section of the front of the building may be
beneficial).
Street trees along College Main are required to be a minimum of 4-inch in caliper. Please
revise the tree planter detail.
It doesn't appear to be necessary to remove the street tree just to the south of the entry
drive of 403 College Main. In addition, a street tree is required in this area to maintain the
25-foot maximum spacing of street trees.
FIRE
1. Provide location of riser room.
2. Knox box and knox caps will be required.
3. FDC locations need to be clear of vegetation, bike racks etc.
4. Please contact Raymond Olsen in the Fire Marshalls office to discuss comments further.

ENGINEERING COMMENTS NO. 1 —Site Plan
1. It is a little difficult to tell where the right-of-way line is located. Please make ROW line
darker.
2. Please label existing easements with volume and page number.
3. According to our GIS, the following easements are on site and should be verified:
- 15-ft PUE (V.7675, P.289)
- 5-ft Access (V.8454, P.264)
4. Show and label the FDC and isolation valve.
5. Please indicate how the average and maximum water demands were calculated.
6. Label the water meter size.
7. Engineering documents are still under review and may affect the site plan.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
Electric facilities will be designed within existing easements where applicable.
Developer provides temporary blanket easement for construction purposes or provides
descriptive easements for electric infrastructure as designed by CSU for electric lines.
Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
If applicable, the following easements will be required:
10' PUE along property line between lots 9 & 10, Block 5.
10' PUE along property line between lots 9 & 2, Block 5.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
4. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
5. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
6. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to:
sweido@cstx.gov.
7. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 24 weeks.
8. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as
designed by CSU.

Staff reviewed the above -mentioned engineering documents as requested. The following page
is a list of staff review comments detailing items that need to be addressed. Please address the

Please note that the Development Permit Balance (Public Infrastructure Review and Inspection
Fee), will be calculated and requested once the construction documents and engineer's
estimates have been reviewed and approved.

ENGINEERING COMMENTS NO. 2 — Engineering Documents
1. Sh.3 — It appears that there is room to leave the existing street and grate on the
northeastern corner of 403 College Main.
2. Please provide a Traffic Control Plan since you are going to have to open cut College Main.
3. Sh.3/4/5 — Please provide current City Standard Details which include the last revision date.
If these details are for private facilities only, please indicate.
4. ShA — Please provide additional spot elevations for the sidewalk tie-in along the western
sides of the properties and the existing top of pavement.
5. ShA — Please adjust ramps and crosswalk at 408 College Main to keep pedestrian traffic
farther away from the street, as it is on the south side of College Main.
6. ShA — The median between the 408 College Main driveway and the adjacent property
needs to be extended to edge of pavement.
7. ShA — Is there an alternative way to grade the areas around Inset A & B? It appears that
the curb/wall could be hazardous to pedestrian as well as vehicular traffic.
8. Sh.6 — Several of the labels for the 403 College Main property need to be revised.
9. Fire Flow — Based on recent conversations with the Fire Dept., fire flow may no longer be
estimated using the actual fire flow and pressures to achieve the required demand. Instead,
if one existing hydrant does not provide the required fire flow, additional hydrants will need
to be utilized to achieve the requirement. Please revise report accordingly and specify
which hydrants will need to be utilized.

PLANNING
1. How many parking spaces are being provided for each site? 403 College Main lists 8
total spaces in the chart, but appears to be providing more (i.e. callout for Carport
Parking Spaces x3).
2. The trash enclosure does not appear to be meeting sanitation guidelines. Please
contact Wally Urrutia in Sanitation to discuss.
3. Building elevations have not been resubmitted. Prior to site plan approval, the building
elevations must be in compliance with the Northgate Standards.
4. Repeat Comment: Provide landscaping details. On 403 College Main, the area between
the building and the interior of the sidewalk edge is required to be 100%

ENGINEERING COMMENTS NO. 3
1. Sh.2 — Please show that the meters and isolation valve are within the existing PUE or
ROW.
2. (Repeat) Please provide a Traffic Control Plan since you are going to open cut College
Main.
a. This should also include notes regarding coordination with the A&M, the District,
and emergency services regarding access to College Main. At least one lane
should remain open on College Main at all times.
3. Sh.2/6 — Per Water, the water meters and isolation valves need to be at least 5-ft from
the buildings.
4. Sh.2/6 — The fire line needs to be a minimum 6-inch diameter, but may be reduced after
the isolation valve.
5. Sh.3 — Since College Main is a concrete street, the portion of the panel from the saw cut
to the nearest joint needs to be removed and replaced.
6. Sh.3 — The City recently installed the street trees and grates along this portion of College
Main. Rather than removing and disposing of the street tree and grate in front of 403
College Main, could the tree be relocated within the right-of-way in front of 405 College
Main?
7. Sh.3 — Should there be a note for removal/relocation of the irrigation and CU soil?
8. ShA — Could the high point in the parking lot on 408 College Main be moved farther
away from College Main to shallow up the driveway grade? It would still be ideal to pull
the pedestrian ramp away from the street, if possible.
9. Sh.6 — Please add a note regarding coordinating the waterline tie-in and associated
outages with the Water Department in advance.
10. FYI ... A Public Access Easement for the public sidewalk on both lots will need to be
dedicated as well. The separate instrument PUE and PAE will need to be filed prior to
issuance of CO.
11. FYI ... The Water Department will be performing another fire flow test to verify that the
required 1,500 gpm will be achieved with 2 nearby fire hydrants flowing simultaneously.
We will let you know if there are any issues.
