SUBJECT: BAUMANN OFFICE WAREHOUSE (SP)
I reviewed the above -mentioned SITE PLAN - COMMERCIAL application and determined it to
be incomplete. The following is the preliminary list of items needed to complete the submittal so
that staff may conduct a thorough review. Please submit the following information by 10 a.m. on
any Monday for review that week:
Submittal of the building elevations and associated $350 application fee for the
Non -Residential Architecture Standards review.
Please note that it appears that the site plan proposes warehouse uses that utilize a 1:1,000
parking ratio. Warehouse is not a permitted use in the C-1 General Commercial zoning district.
The parking for the proposed site will need to be the standards for uses permitted in the district.
Please be aware that if this application is not completed before Monday, March 12, 2012, it will
expire and a new application and fees will be necessary to continue the site plan process.

SUBJECT: Baumann Office Building (SP)- Site Plan
Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:
City of College Station Transmittal Letter;
Memo providing written responses to all of staff's comments (identify the specific
page that each comment was addressed on or the reason for not addressing the
comment);
Seven (7) complete sets of site civil construction documents for the proposed
development with the revised site and landscaping plans attached (one set will
be returned to you, please submit additional copies if you want more than one
approved set);
Two (2) revised site plans;
One (1) landscaping plan;
One (1) 11 x1 7 grading and erosion control plan;
Easement Dedication Sheet and required documents (please note that the Site
Plan will not be stamped approved until the Blanket Easement, or all other
appropriate easements, have been dedicated to the City of College Station).
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there are
comments that you are not addressing with the revised site plan, please attach a letter
explaining the details. If you have any questions or need additional information, please contact

STAFF REVIEW COMMENTS NO. 1
Project: Baumann Office Building (SP) — 12-00500014
PLANNING
1. Per Joe Guerra, Transportation Planning Coordinator, a letter of documentation from the
adjacent property owner is required to show that cross access will not be provided. Please
provide.
2. Please be aware that according to the UDO Section 7.1.H Height, the structure shown 30
feet from the property line adjacent to single family or townhouses can only build to a
maximum height of 15 feet. Please revise.
3. Please revise Page 2 of the application to show the correct number of parking spots that are
required and the number that have been provided.
4. The address on the title block differs from what is shown on the application. Please revise
to show the property's address is 108 Morgans Lane.
5. The parking lot on the site plan and landscape plan differ. Please revise.
6. Please revise the bicycle pad size as it is to be 9' x 6' per NRA standards.
7. Please move notes regarding irrigation and groundcover (Notes 10, 14, and 15) to the
landscape plan.
8. The landscape plan shows an ADA ramp next to the handicap parking stall. Please show
this on the site plan.
9. Please provide barricade detail along buffer area according to City's Site Design Standards
and label on both the site plan and landscape plan.
10. Provide a general note on the site plan that states the following: Exterior building and site
lighting will meet the standards of Section 7.10 of the Unified Development Ordinance. The
light source shall not project below an opaque housing and no fixture shall directly project
light horizontally. Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line.
11. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING/STREETSCAPING/BUFFER
1. Please verify that the site layout on the site plan and landscape plan match.
2. The building square footage and site layout differs from what is on the site plan. Please
revise.
3. Please update streetscape points to show the 840 minimum.
4. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage
areas, the parking lot setback, rights -of -way, and adjacent property disturbed during
construction.

ENGINEERING COMMENTS NO. 1
1. Please provide existing and/or proposed domestic and irrigation meter,sizing.
2. (Landscaping Plan) The proposed irrigation meter service line needs to be relocated to the
subject property, as it should not be installed on the adjacent property.
3. Please provide a note stating that the water service connection for the meters will be left at a
max 1 foot bury and terminate in an angle ball valve by the developer's contractor. Please
ignore if all needed water meters (domestic and irrigation) are existing as stated on the site
plan.
4. Please provide letter of acknowledgement.
5. Please provide drainage technical design summary.
6. Please provide a note on the site plan summarizing the fire flow and hydrants required for
this development based on the proposed building size and material type (Table B105.1 &
C105.1 of the Fire Code).
7. Please provide BCS Construction Details when submitting for stamping.
8. Please provide a brief letter justifying the 4 inch sanitary sewer service as a 6 inch is
required for commercial development, this information could also be added to the sanitary
sewer analysis.
9. Please identify slope and materials type of the proposed sanitary sewer service on the site
plan.
10. (Fire Flow Report) The report must provide the proposed building material type and square
footage and utilize Table B105.1 & C105.1 of the Fire Code to determine the minimum fire
flow and number of hydrants required for the structure.
11. (Drainage Report) If the parking lot is proposed to be utilized for detention please provide an
analysis demonstrating that the parking lot and metering device will return the post
development flow to pre development conditions. Please verify that the parking lot does not
back up more than 6 inches in the 100-yr event.
12. (Drainage Report) If the proposed parking lot detention effort does not return the post
development flow to pre development conditions, there are certain exemption from detention
found in the BCS Unified Drainage Guidelines Section 2.C.3.b. Please state which
exemption applies and provide the following certified statement:
"I have conducted a topographic review and field investigation of the
existing and proposed flow patterns for storm water runoff from (name
of subdivision or site project) to the main stem of (name of creek). At
build -out conditions allowable by zoning, restrictive covenant, or plat
note, the storm water flows from the subject subdivision or site project
will not cause any increase in flooding conditions to the interior of
existing building structures, including basement areas, for storms of
magnitude up through the 100-year event."
13. (Drainage Report) As this project is altering the existing areas drainage pattern (sheet flow
to point discharge), please provide an explanation and certification that the proposed
development will not adversely impact any of the adjacent or downstream properties.
14. (Drainage) As there is an existing sanitary sewer manhole directly downstream of the sites
proposed storm water discharge, please verify that the manhole rings are currently elevated
enough to avoid taking on any storm water up to the 100-yr event. This manhole rings and
lid may need to be modified with the subject project construction.
15. Storm water management requirements are as follows, any questions may be directed to
Donnie Willis, CoCS Drainage Inspector, at 979-764-6375:
Storm Water Discharges from Small Construction Activities
The Texas Commission on Environmental Quality has issued a general permit for construction
activities under the Texas Pollution Discharge Elimination System. The general permit
(TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of
a common plan of development disturbing at least 1 but less than 5 acres.
You will need to follow these steps to discharge storm water from your construction site to the
City of College Station's Municipal Separate Storm Water Sewer System (MS4):
1. Read the general permit (TXR150000) to make sure it applies to your situation.
2. Adhere to the requirements of the general permit (TXR150000).
3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part
III of the general permit (TXR150000).
4. Sign and post a construction site notice.
5. At least 2 days before beginning construction, provide a copy of the site notice to the
operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm
water will be discharged.
A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned,
designed or used to collect or transport storm water.
As long as you meet the conditions of this general permit, you are authorized to discharge storm
water.
No notice of intent (NOI), notice of termination (NOT), or fee is required under this option —as
long as the requirements of this general permit are followed.
This particular general permit will expire at midnight on March 5, 2013.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. All easements on site are existing. Electric facilities will be designed within existing
easements.
2. Developer provides temporary blanket easement for construction purposes or provides
descriptive easements for electric infrastructure as designed by CSU for electric lines (where
applicable, including street lights)
3. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
4. If applicable, the following easements will be required:

GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull
boxes and secondary pedestals provided by CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to:
ehorton@cstx.gov.
9. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 40 weeks.
10. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as
designed by CSU.
