SUBJECT: CEDAR CREEK PLAZA (FP) - Final Plat
Staff reviewed the above -mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address all comments and
submit the following information by any Monday by 10:00 a.m. for further staff review and to be
scheduled for a future Planning and Zoning Commission (P&Z) meeting:
One (1) 24"x36" copy of the revised final plat;
Thirteen (13) 1 Vx17" copies of the revised final plat;
Easement Dedication Sheet for Off -Site Easement (must be executed and
returned to the City prior to scheduling this plat for a P&Z Meeting);
Other documents as described in the Engineering Comments;
One (1) copy of the digital file of the final plat on diskette or e-mail to
P&DS—Digital_Submittal@cstx.gov.
Upon receipt of the required documents for the P&Z meeting, your project will be considered
formally filed with the City of College Station. Please note that this application will expire in 90
days from the date of this memo, if the applicant has not provided written response comments
and revised documents to the Administrator that seek to address the staff review comments
contained herein. Your project will not be scheduled for a P&Z meeting until all comments have
been addressed, the appropriate documents submitted, and the necessary easements
executed. Once your item has been scheduled for the P&Z meeting, the agenda and staff report
can be accessed at the following web site on Monday the week of the P&Z meeting.

Please note that a Mylar original of the revised final plat will be required after P&Z approval and

PLANNING
1. In the Vicinity Map, rename the portion of Jones -Butler Road north of Rock Prairie as
Holleman Drive South.
2. Revise the Certificate of Ownership and Dedication such that the notary portion reflects the
owner of this plat.
3. Revise the Approval of Planning and Zoning Commission certificate by removing the Attest
by the Secretary.
4. Label/depict the access easement more distinctly as an exhibit or other inset so it more
clearly is shown that it is not the final plat area.
5. Remove the description of the Public Way from the body of the plat and easement exhibit.
Add a note that states the Public Way shall be constructed at the time of site development
and meet the Public Way standards defined in the College Station Unified Development
Ordinance.
6. Remove the PDD zoning label on the plat and easement exhibit. If desired, you may add a
note that states the current zoning is PDD under Ordinance 2011-3360, as amended.
7. An off -site easement is required for consideration and approval of this final plat.
• An Easement Dedication Sheet and all necessary attachments must be executed and
returned to the City prior to the Final Plat being scheduled for a P&Z meeting.
8. Please note that any changes made to the plans that have not been requested by the City of
College Station must be explained in your next transmittal letter.

ENGINEERING COMMENTS NO. 1
1. Final Plat — Based on Sh.1, it doesn't appear that all of the proposed sidewalk will fit within
the 15-ft PAE.
2. Please submit plans and details for the required public sidewalk along N. Graham Rd.
3. FYI... Additional Development Permit Fee in the amount of 1% of the total public
infrastructure cost will be required.
4. FYI ... Offsite easements will need to be dedicated and public infrastructure built (or surety
provided) prior to the Final Plat being scheduled for a P&Z meeting.
5. Sh.1 — Hay bales or something comparable should be provided in open ditch areas.
6. Sh.2 — Please add an additional valve on the eastern side of Rock Prairie Rd. after the bore.
7. Sh.3 — (Sta.2+67) Should this be an 8x6 tee for the fire hydrant lead?
8. Sh.3 — It looks like the fire hydrant at Sta.5+56 conflicts with the sidewalk location. Please
adjust as needed.
9. Sh.2-3 — Verify that all waterline infrastructure is at least 5.5-ft from the edge of the PUE.
10. Sh.2-4 — Please show and label all proposed PUEs.
11. ShA — The manhole on the Cedar Creek property needs to be in a 20-ft PUE. Please verify.
12. Water Report — The analysis of Fire Hydrant #2 shows that the maximum velocity of 12fps is
being exceeded. Please revise.
13. Water Report — Please analyze how fire flow conditions effect the 4-inch waterline along N.
Graham Rd.
14. Water Report — Please provide analysis for the system under normal conditions and
peak+fire flow conditions.

15. Cost Estimate — Please revise cost estimate to include the required public sidewalk.

Statement that infrastructure will be constructed before proceeding to P&Z or
provide financial surety in the amount of the cost estimate; and
One (1) copy of the digital file of the final plat on diskette or e-mail to

PLANNING
1. Revise the labels of the proposed off -site easements to state Vol. _, Pg. _ instead of
'by separate instrument. These blanks will need to be filled in before the final plat can be
recorded.
2. Provide a statement whether this project will construct public infrastructure and have it
accepted or provide financial surety based on the cost estimates for the public infrastructure
in accordance with LIDO Section 8.6 Construction, Guarantee of Performance, and
Acceptance of Public Infrastructure. Either option must be completed before being
scheduled for P&Z consideration.
3. Please note that the off -site easements documents must be processed by our Legal
Department, signed by the owners, and returned to the City in recordable form before this
item will be scheduled for P&Z consideration.
4. Please note that you may be required to submit paid tax certificates if they are not current
prior to the filing of your plat.
