SUBJECT: WE RENT STORAGE (SP/NRA)
I reviewed the above -mentioned SITE PLAN - COMMERCIAL and NON-RESIDENTIAL
ARCHITECTURE STANDARDS application and determined it to be incomplete. The following is
the preliminary list of items needed to complete the submittal so that staff may conduct a
thorough review. Please submit the following information by 10 a.m. on any Monday for review
that week:
Submit the $600 Development Permit application fee for the site plan. The
Development Permit fee for the final plat (12-33) is for the plat -related review
and infrastructure. It is my understanding that site -related engineering
documents have been submitted during the final plat review but should have
been submitted as part of this application.
Please be aware that if this application is not completed before Monday, May 21, 2012, it will
expire and a new application and fees will be necessary to continue the site development
process.

ENGINEERING COMMENTS NO. 1 — Site Plan
1. Please show all easements (existing & proposed on- and off -site) and label with volume and
page number.
o Please see plan.
2. Please verify that the underground electrical infrastructure on the eastern side of the
property does not need a PUE.
o The underground electrical lines are service lines and an easement is not required.
3. Please verify that the Verizon infrastructure on the western side of the property does not
need to be within an easement.
o The line is a service line that goes to the cell tower.
4. The average and maximum water demands need to be revised such that the peak demand
is equal to the average demand multiplied by 4.
o Please see plan, I also revised the sanitary sewer demand.
5. Add a note regarding the existence of FEMA regulated floodplain on the site.
o Please see plan.
6. Each fire hydrant needs to be labeled with the required fire flow for that hydrant.
o Please see plan.
7. Please add a note indicating fire flow required in accordance with the IFC. Include building
size, construction material type, whether or not buildings will be sprinkled, and required fire
flow demand in the note.
o Please see plan.
8. Please show and label all proposed light poles on the site.
o All of the lighting will be attached to be buildings, no light poles to my knowledge.
9. Engineering plans and documents are still under review and may affect the site plan.

ELECTRICAL COMMENTS NO. 2 REQUIRING IMMEDIATE ATTENTION
1. All easements on site are existing. Electric facilities will be designed within existing
easements.
2. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS NO. 2
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. if conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull
boxes and secondary pedestals provided by CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to:
ehorton@cstx.gov.
9. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 40 weeks.
10. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as
designed by CSU.

The drive aisle beside Building F is 13 feet wide. 1 have concern whether this is adequate to
accommodate moving trucks.

A drive aisle that abuts parking spaces must be at least 23 feet wide to accommodate
backing maneuver.

The sidewalk on the south side of Building A needs to be shorted so as to not disrupt the fire
lane.
o Please see plans. I believe the line you are looking at is the set back line, the
sidewalk stops at the back of the curb.
Ol-he curb on the east side of Building A needs to continue around the corner to meet the
sidewalk ramp.

The 4-foot sidewalk that approaches the entrance gate from the right-of-way needs to be
curbed along the driveway.

Please add a note that We Rent Storage will be considered as one building plot for the

Please be aware that according to the UDO Section 7.1.1-1 Height, the structure shown 50
feet from the properly line adjacent to single family can only build to a height of 25 feet.

Provide a general note on the site plan that all roof and ground -mounted mechanical
equipment shall be screened from view or isolated so as not to be visible from any public
right-of-way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture and
scale to maintain a unified appearance.

JProvide a general note on the site plan that states the following: Exterior building and site
lighting will meet the standards of Section 7.10 of the Unified Development Ordinance. The
light source shall not project below an opaque housing and no fixture shall directly project
light horizontally. Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line.

FYI ... The 12'x12' dumpster enclosure will not accommodate interior bollards. This space is
the minimum interior clearance.
23. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.
LANDSCAPING/STREETSCAPING/BUFFER
2�l Parking must be screened according to Section 7.9.D.2 of the UDO. An option is to double
the landscaping points. Currently you have 8901 points outside of the buffer requirement,
and 1561 (equivalent to 11 trees or 150 shrubs) additional points would satisfy this
requirement.

. Please make sure that all new Live Oaks that are counting for points are within the bounds
of the property. There are two that are right on the property line that need to be shifted.

Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced

as per City Ordinance 2394.

ENGINEERING COMMENTS NO. 2 — Construction Documents
1. S1 — Please add a note referencing the LOMR that removed this lot from the
floodplain/floodway.
2. S1 — FYI... It appears that there is a sign being proposed within the right-of-way and PUE.
While signage will require a separate permit, the sign may need to be moved outside of the
PUE and/or a PIP application required.
3. G1 — The maximum 6% grade along the fire lane is being exceeded.
4. G1 — Verify that the 3:1 maximum grading is not being exceeded around the perimeter.
5. W1 — Please add an additional valve on the existing 8-inch waterline at each tie-in.
6. W1 — It appears that there is only a single bend rather than the two bends referenced on the
waterline for fire hydrant #1.
7. W1 — Please adjust the waterlines to provide a minimum 5.5-ft from the center of the
waterline to the edge of the PUE.
8. W1 — The guidelines do not permit an 8-inch waterline to be dead -ended with a fire hydrant.
Please replace with 6-inch waterlines and revise cost estimate accordingly.
9. SS1 — It looks like a retaining wall is being proposed along the front of the property.
Retaining walls will need to be removed or moved outside of the PUE. FYI... Retaining walls
will require separate building permits.
10. SS2 — Why is the pipe flowline tying into the headwall approximately 1.5' above the outfall.
11. SS2 — On the Drive C profile, label the inlet in profile view with the inlet flowline and pipe
flowline.
12. Water Report — Please indicate the fire flow requirement in accordance with the International
Fire Code.
13. Water Report — Provide a WaterCAD analysis with the velocity in all lines under fire flow plus
peak hour condition.
14. Drainage Report — Provide a detention exemption letter in accordance with Section II.C.3.b.
of the Unified Stormwater Design Guidelines.

ENGINEERING COMMENTS NO. 2 —Construction Documents

o Please see plan, a note was added to S1, please see box "A portion of the lot is in

10. SS2 — Why is the pipe flow line tying into the headwall approximately 1.5' above the outfall.
o This is how the hydraulics of the storm sewer worked out. The system is designed on
friction flow and the pipe has the required capacity. This saves depth on the line. Also
the drop will act as an energy dissipater.

1. Please show all easements (existing & proposed on- and off -site) and label with volume and
page number. The 20' PAE on the east side of the property still needs the volume and
page to be labeled.

2. Please verify that the Verizon infrastructure on the western side of the property does not
need to be within an easement. There should be some sort of private
easement/agreement giving Verizon access across this property.
o Mr. Ofczarzak (Owner) is working to get this issue resolved with the utilites.
3. The average and maximum water demands need to be revised such that the peak demand
is equal to the average demand multiplied by 4. The water demands still need to be
adjusted to provide a different value for average and maximum demands.
o Please see S-1.
4. Add a note regarding the existence of FEMA regulated floodplain on the site. Please clarify
whether the floodplain line shown is 100-year floodplain or floodway. There Is one
label that references a "revised floodway," so if this is floodway the rip rap and turf
map will require a letter certifying that it will be installed at grade and have no impact
on channel function.
o Please see S-1 for the revised note, the floodplain is delineated from the BFE's as
shown on the FEMA FIRM Map 163C & the floodway is delineated from the revised
LOMR 09-06-0200A. The floodplain and the floodway are the same line due to the
BFE's.
Also please see sheet SS-2, profile Drive C, the profile shows that the concrete headwall
and rock rip rap are above the BFE and will not impact channel function.

(Repeat) S1 — FYI... It appears that there is a sign being proposed within the right-of-way
and PUE. While signage will require a separate permit, the sign may need to be moved
outside of the PUE and/or a PIP application required. Please clearly label the existing
planter box/landscaping along Horse Haven Ln.
o No signs are proposed on the site plan, the only signs shown are existing.
2. (Repeat) G1 — The maximum 6% grade along the fire lane is being exceeded. There are
still a few areas where 6% is being exceeded. Please note that a maximum grade of
6% is required in all directions along a fire lane.

o This is a landscape wall to lessen the slope and will not exceed 16" in height.
