The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by any Monday at 10:00 a.m. for further staff review: City of College Station Transmittal Letter; Memo providing written responses to all of staff's comments (identify the specific page that each comment was addressed on or the reason for not addressing the comment); Seven (7) complete sets of site civil construction documents for the proposed development with the revised site and landscaping plans attached (one set will be returned to you, please submit additional copies if you want more than one approved set); Two (2) revised site plans; One (1) landscaping plan; One (1) 11 x1 7 grading and erosion control plan; Easement Dedication Sheet and required documents (please note that the Site Plan will not be stamped approved until the Blanket Easement, or all other appropriate easements, have been dedicated to the City of College Station). Project: Living Hope Driveway (SP)—11-00500204 PLANNING 1. Please consider these comments preliminary in nature as they only reflect planning and engineering's review. Additional comments from other City departments will follow in the coming week. 2. If additional changes are proposed to the real estate office parking configuration, please coordinate with Jennifer Fredericks before paving site plan is approved. 3. Per the site plan application, please provide the following: • A key map; • Address and legal description of the site in the title block; • Name, address, and telephone number of the applicant in the title block; • Name, address, and telephone number of the developer/owner (if differs from applicant) in the title block; • Ownership and current zoning of parcel and all abutting parcels; • The gross square footage of all buildings and structures on the site; • Label Barron Road and the right-of-way; • Label easements and clearly designate as existing or proposed and type (utility, access, etc). 4. Please show the grading plan and site plan separately. 5. Please select a different material for the fence around the site as chain link is considered to be visually offensive. 6. Per the UDO Section 7.2.D, "A raised island, encompassing not less than 180 square feet in area, shall be located at both ends of every interior and peripheral parking row..." Please show that this requirement is being met. 7. Provide a general note on the site plan that all roof and ground -mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 8. Provide a general note on the site plan that states the following: Exterior building and site lighting will meet the standards of Section 7,10 of the Unified Development Ordinance. The light source shall not project below an opaque housing and no fixture shall directly project light horizontally. Fixtures will be mounted in such a manner that the projected cone of light does not cross any property line. 9. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. Reviewed by: Morgan Hester Date: December 29, 2011 LAN DSCAPING/STREETSCAPING/BUFFER 1. Per the LIDO Section 7.5.C.2, "Point values will be awarded for any type of canopy tree, non -canopy tree, or shrub, except for those listed on the Non -Point List as prepared by the Administrator. All caliper measurements shall be 12 inches (12") above grade." If the two existing trees apply to these criteria, please add the points to the landscape requirements chart. Please provide a copy of the BCS Construction details when submitting for stamping, specifically the streets and sidewalk details. Please identify the applicable details on your drawing. 2. Please revise sidewalk ramp depicted on the proposed plan to match BCS Detail SW3- 03. 3. The proposed joint access drive shall be striped as fire lane, please label accordingly. 4. Please provide a concrete paving and curbing detail (i.e. rebar, expansion joint, contraction joints, etc). 5. Please provide a detail for the proposed retaining wall. 6. Please clearly label the wall height on the construction drawing. 7. If the retaining wall is 24 inches or greater in any location it will require a stand along building permit from the Building Department. 8. Please identify existing sanitary sewer line and manhole. 9. Please label the curb return radius for each proposed driveway apron. Commercials drives require a minimum 25 foot radius. 10. Please place a note on the plans that all traffic signs in conflict with the proposed improvements are to be relocated by the contractor, to location specified by the City. 11. Please coordinate with the Fire Marshall's Office (764-3705) concerning the proposed access gate, as additional information may be needed. 12. Please submit letter of acknowledgement found on www.bcsunited.net. 13. Please submit erosion control plan. 14. Storm water management requirements are as follows, any questions may be directed to Donnie Willis, CoCS Drainage Inspector, at 979-764-6375: Storm Water Discharges from Small Construction Activities The Texas Commission on Environmental Quality has issued a general permit for construction activities under the Texas Pollution Discharge Elimination System. The general permit (TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of a common plan of development disturbing at least 1 but less than 5 acres. You will need to follow these steps to discharge storm water from your construction site to the City of College Station's Municipal Separate Storm Water Sewer System (MS4): 1. Read the general permit (TXR150000) to make sure it applies to your situation. 2. Adhere to the requirements of the general permit (TXR150000). 3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part III of the general permit (1XR150000). 4. Sign and post a construction site notice. 5. At least 2 days before beginning construction, provide a copy of the site notice to the operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm water will be discharged. A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned, designed or used to collect or transport storm water. Page 3 of 4 As long as you meet the conditions of this general permit, you are authorized to discharge storm water. No notice of intent (NOI), notice of termination (NOT), or fee is required under this option —as long as the requirements of this general permit are followed. This particular general permit will expire at midnight on March 5, 2013. The scope of this project as presented does not appear to require changes to existing CSU electric infrastructure or the addition of new CSU electric infrastructure. 2. Should the scope of the project expand to require changes to existing CSU electric infrastructure or the addition of new CSU electric infrastructure then additional easements may be required at that time. 3. In that event that the scope of the project expand to require changes to existing CSU electric infrastructure or, the addition of new CSU electric infrastructure then General Electrical comments below will be in effect. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per CSU specs and design. 2. CSU will provide drawings for electrical installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser. 4. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. 5. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU specs and design. 7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull boxes and secondary pedestals provided by CSU). 8. Please submit plans as one package and address comments accordingly. 2. A new parking area was added to the second submittal and was not bubbled. This must be noted on your plan regarding Comment #9 on your first submittal: "Please note that any changes made to the plans that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not been made aware of will constitute a completely new review." 3. If the chain link fence and gate are not going to be on site, please remove them from the proposed site plan. 4. Repeat: Per the site plan application, please provide the following: • Ownership and current zoning of parcel and all abutting parcels. This includes Jennifer Frederick's parcel, Living Hope Church's parcel, the R-1 parcel to the southwest, and the C-1 property to the northeast; • Label easements and clearly designate as existing or proposed and type (utility, access, etc).
